1. The purpose of this amendment is to provide to all offerors answer questions submitted.

2. Questions and Answers:

Question: Is there a current schedule/process that you can share to help determine frequency of presentation for each CLIN?

Government Response: Each month will have variable quantities based on workload for that particular CLIN. The most prevalent wastes are 18 gal and 8 gallon Waste medicines. The second most prevalent wastes are the blue and green cartridges.

Question: Is there a threshold of weight to determine what materials are monthly vs. what materials are picked up “intermittently”?

Government Response: Bases on workload for individual CLINs, intermittently identified items may be lead, or lead-equivalent aprons, or aerosol cans. No threshold of weight determines when wastes need to be picked-up.

Question: Please confirm if all containers, labpacks, etc. mentioned in the Price Schedule are being provided by the agency save the “AN” CLIN that notes the 35 gallon drum to be provided by the Contractor. How many 35 gallon drums are to be provided? Is the 35 gallon drum in the “AN” CLIN the same as the one mentioned on p. 38, 5.9 and on p. 64, (4) YES ? If not, please confirm the quantity of 35 gallon drums needed at the main site and each CBOC – this is very ambiguous.

Government Response: Labpacks will not be provided. One (1) 35-gallong drum will need to be provided when necessary, every 90-days at a minimum. Paragraph 3.5 Materials: Government will provide containers as listed solely in the Cost and Pricing Schedule. No other containers or packaging materials will be provided. Contractor will not require use of Government materials to fulfill the requirements of this contract.

Question: Provision of materials, supplies and packing containers is addressed in various locations in different ways throughout the solicitation, which results in some ambiguity around an area that is critical for accurate cost analysis and pricing.

Government Response: Government will provide containers as listed solely in the Cost and Pricing Schedule. No other containers or packaging materials will be provided. Contractor will not require use of Government materials to fulfill the requirements of this contract.

Question: Can you please provide a list of what materials, supplies and containers the agency is providing?

Government Response: Hazardous Waste Medicine, lead indicators, green cartridges, blue cartridges, and Biohazard Waste Medicines, but not limited to these, will be provided in the sizes identified on the hazardous waste inventory-blank provided in Amendment 0001.

Question: Can you please provide a list of what materials, supplies and containers the contractor is required to supply?

Government Response: 4.2. Materials: The Contractor shall furnish all materials, supplies and shipping/packaging containers necessary to properly perform the work defined in the contract. The Contractor shall secure all ancillary materials, supplies and shipping/packaging containers not supplied by the Government in Part 3 of this contract.

Question: For the items supplied by the contractor, is there historical information that can be used to determine quantities? Is there information available as to what items have been used successfully in the past (i.e. type, brand, etc.)?

Government Response: At a minimum, Lab Packs as necessary for research and 35-gallon drum at least every 90-days.

Question: For the CAA and the SAA locations, is there sufficient parking for the length of time required to perform the service? Are materials to be transported on the same level as the parking – i.e. is it convenient and quick to reach the material and move it to our truck?

Government Response: The CAA (Building 27) is a stand-alone building with it’s own dedicated dock. The building has an internal elevator for three floors. The vendor will have as much time as needed to conduct their duties. The elevator is for equipment only, no human occupancy on the elevator.

Question: P. 5, 6 States “Contractor prepares all Hazardous Wastes for removal and transportation” which is slightly different than p. 37, 5.5, which states “For routine pickups, the Contractor shall pickup hazardous material from the Central Accumulation Area (CAA)…” Government Response: Correct, contractor prepares all hazardous waste pickups/removals from the same CAA – Bldg 27. Same location for all pickups.

Question: Is the contractor responsible for material pickup and transport only? Or is the contractor also required to package the material? Contractor is responsible for pickup, packaging, and transportation all from the CAA – Bldg 27.

Government Response: Contractor does not go to any other SAA locations, just the CAA. Contractor at CAA picks-up, packages, and transports all hazardous wastes from inside the CAA to the vendor’s vehicle at the Bldg 27 loading dock.

Question: P. 31, 2.1.6 Key Personnel. Please clarify what personnel are required to be named in the offer.

Government Response: As per 1.6.11 Key Personnel: … The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer.

Question: P. 37, 5.7. Will there be a CLIN added for emergency services mentioned? If not, will those be handled via P-card or modification?

Government Response: It is the intentions of this contract that all orders shall be classified as on or off schedule and shall be priced with the agreed to price for each CLIN at time of award. In the event a non-routine event occurs as described in 5.7 the rate shall be used as agreed.

Question: P. 37, b). States there will be a “bid item for an hourly rate” for assisting with special transports. Where is that located, or will a CLIN be added for it?

Government Response: 1000AZ
