The Proposal due date is February 21, 2019.

1. QUESTION: In discrepancy with the Specifications Manual’s Table Of Contents Section 00 01 10 that states: “Division 04 – Masonry (Not Used,)” the Specifications Manual includes the following four Masonry Sections:

Masonry Mortaring 04 05 13 Masonry Grouting 04 05 16 Unit Masonry 04 20 00 Cast Stone Masonry 04 72 00

Verify whether the aforementioned four Masonry Specification Sections are applicable to the referenced project as the Drawings and Drawings Notes do not show or indicate any masonry scope of work at the referenced project.

ANSWER:

There are no new masonry elements included in the scope of this project. The included 04 Masonry specifications will thus not be used. They can be considered for reference only.

2. QUESTION: The elevation drawings indicate that the design shall be a unit substation design, not a pad mount design, since there is a primary fused disconnect switch and secondary 4000A breaker closed coupled to the transformer as part of the elevation drawings. The specs indicate otherwise as it specifies as pad mount transformer design. Please clarify if unit substation design is required or padmount? If unit substation, a revised spec would also be needed since the one provided is specific to pad mount features.

The elevation drawings also indicate that the transformer rating have fans, which seems to indicate a unit substation design as well rather than a padmount design. Please clarify.

ANSWER: 1. The Transformers C1 & C2 are Unit Substation design. See attach Section 26 11 16 Secondary Unit Substations.

2. Yes, Unit Substation designed. The rating of the transformer is 2500KVA AA / 3325 KVA FA. Drawing E-602 Elevation is diagrammatic, showing the connection from primary to transformer and to secondary section.

3. QUESTION: Spec 26 12 19, section 2.4 indicates the requirement for internal oil immersed bay-o-net fusing. This is not possible at the rated kva of 2500 and voltage of 4.16kv combination due to fusing not being offered as this high of an ampacity. For proper protection, a fused disconnect switch external to the transformer would be required and is what is indicated on the elevation drawings. Please clarify

ANSWER: Yes, follow the drawing E-602. Refer to Medium Voltage Fusible Switches Section 26 13 16. See attach specification Section 26 13 26

4. QUESTION: For the new conduit runs from the Transformers to the J-Boxes, will expansion couplings be required in the conduit run? The prints do not indicate if there is an existing building expansion joint between these points.

ANSWER: Expansion Couplings are not required.

5. QUESTION: On sheet E-801 Detail 3 “Typical conduit support detail” shows a high Density Polypropylene Plastic Block to be used to anchor/support the 4”rigid 24 way conduit rack. All the suppliers I have contacted state, the ones they carry are not intended to be used in this application. They are intended to be used for roof top application with fewer and or smaller conduits. Can you give us a manufacture that makes a product that can support the weight and cable pulling tensions that will be encountered?

ANSWER: The High Density Polyprolene Plastic Block is for roof use. “Midland Plastic” Per manufacture representative. This block cannot support the 24 – 4” conduits. It will sag even if the spacing is 8’-0”.

Provide a reinforce precast concrete base support for details on 1 & 3.

6. QUESTION: The specifications (26 05 19-3 para. 2.4) allow for THHN or XHHW-2 insulation. XHHW-2 for isolated power systems. Can the 500MCM be THHN?

ANSWER: No. Feeders shall be XHHW-2 500KCM (from Transformer to Switchgear) THHN shall be for branch feeders (from Switchgear to Distribution Panel)

7. QUESTION: Please confirm this project does not require the Prime Contractor to Supply a Commissioning Agent

ANSWER: The Prime Contractor does not need to provide a Commissioning Agent.

8. QUESTION: “Our last job at Hines VA, in 2017/18, all of the excess earth spoils were hauled and placed in an onsite stockpile, as the earth was determined to be non-CCDD acceptable. Do excess earth spoils need to be hauled off site? Has existing earth on this project been tested for CCDD acceptance? Who is responsible for the CCDD acceptance testing?”

ANSWER: 1. Contractor to remove excess earth spoils from campus.

2. Soil has not been tested for CCDD acceptance.

3. Contractor is responsible for CCDD acceptance testing.

4. Contractor shall assume all spoils have high iron content.

9. QUESTION: “Do Past Performance Questionnaires need to be submitted, and if so, will the Government provide the required form?”

ANSWER: While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. The government will not provide Questionnaires.

10. QUESTION: Will you provide the current coordination study on the gear and facility?

ANSWER: No. There is not one available.

11. QUESTION: Drawing E-602:

1. Are keynotes #1, and #2 to be included as part of this project? Is it the intent of this contract to install a new 2” conduit and fiber between the existing network power monitoring station in building #2 and the existing Ethernet switches in building #200? Or, to pull a new fiber through an existing raceway?

2. Is the integration of all equipment under ECM-02 included as part of the base bid?

3. Please provide routing information for the 4” conduit mentioned in note #10.

4. Please provide a specification for the fiber optic cable.

5. Is innerduct required in conduits for the fiber installation?

ANSWER:

1. Yes include keynotes 1 and 2 in this project. The existing transformers T1,T2,T3,T4 all communicate through an Eaton Gateway 400. There is already a fiber communication line to the basement electrical shop in building 2 from the hub in Building 200. The branch lines from the gear to this hub are required in this project. This contract is to upgrade the existing system. Contractor shall provide the new desktop PC and monitor to replace existing in the electric shop. The final function will be that the existing transformers and the new transformers and switchgear all communicate through the Eaton Power Expert Gateway 900. The PC shall be configured and loaded with all required software to allow for the display of the new power equipment status.

Desktop PC minimum specifications: Windows 10, Microsoft Office, I-5 CPU, 16 GB RAM, 500GB HDD. Audio speakers.

Monitor: 27” High definition full color display.

2. ECM-02 (Energy Conservation Measure) is a separate project. The electrical equipment of this project will be the final permanent power to the equipment installed as part of ECM02. There will be integration of the existing 6 ATS system with the Power Expert communication system.

3. The existing spare conduit is already shown on the drawings. Each conduit set from the Transformers has 12 conduits but the feeder schedule only requires 11 sets. The extra conduit can be used for the communication wire.

4. All fiber communication lines shall be minimum 18 strands of 50 micron multimode terminated at both ends with fiber connectors. All materials shall be provided by the contractor; every installation shall be tested and identified with documentation provided to the VA representative. See additional standard specifications.

5. Yes innerduct is required.

12. QUESTION: Drawing E-603: Please clarify that the feeders (conduit & cable) (1520G) originating at the new C1/C2 Switchgear that are shown serving the ATS for Chillers 1-3 are included under this contract.

Yes the feeder cable and conduit from the new switchgear shall be provided and terminated on the transfer switches. The transfer switches are not part of this project.

13. QUESTION: Drawing E-804: Please clarify if the (12) conduits from future transformers A1/A2 & B1/B2 are to be stubbed through the basement floor and capped, or if they are to terminate in the 4,000amp feeder tapbox. If the conduits do terminate in the tap-box – please provide the specifications for the tap-boxes, and if they are furnished and installed under this contract.

Conduit shall be stubbed through the floor and capped. No tapbox is required in this contract.

14. QUESTION: Drawing ES-101:

1. Keynote #7 has a note concerning a new conduit penetration into the existing 5kV gear, and the required outage. Only one conduit it shown in bold font. Are we to assume that all other conduit elbows in the other cubicles are existing?

2. Will modifications to the existing 5kV gear be required by the manufacturer to accommodate the addition of the new transformer feeders?

1.-Yes the light gray colored conduit are already existing. This contract will require the contractor to cut one new hole in the slab in the cabinet shown and then feed new conduit into it. For awareness this cabinet already has an existing conduit with wire connected to the 1 of 2 positions available. The other cabinets already have empty conduit stubbed straight out as shown and capped about 8 feet from the cabinet and buried underground. The contractor will have to locate these stub outs and make connections with the new conduit and then pull wire and make connections.

2.-No. the 5kv gear already has connection points ready for the contractor to land wire.

15. QUESTION: Drawing EP-101:

1. Is IMC conduit acceptable for the exposed conduit installed in the lower (stone) basement?.

yes. Ensure proper coupling of any changes in conduit type.

16. QUESTION: Proposal and Bid Clarifications:

1. The technical proposal consists of three sections. section 2 and 3 call for original and 3 copies. section 1 calls for the original only. please verify that the three copies are only of section 2 and 3. please also clarify if you would like a separate binder for the factor 1: section 2 price and separate binder for factor 2: section technical capability. as written, it appears that proposal sections 1, 2, and 3 are just three separate tabs.

2. factor 2 - technical capability sub factor a calls for electrical experience. please verify if the offeror can utilized the experience of our electrical subcontractor to meet the 'min 1 project during the last three years that involved 4160 volts or greater electrical equipment installation and underground medium voltage electrical duct-bank construction.

3. factor 2 - technical capability sub factor b excavation experience. please verify that the prime SDVOSB can utilize the past performance and relevant experience of it main electrical subcontractor.

4. For sub factor a please state if an ongoing project can be utilized as relevant experience.

5. Please confirm that factor 1: price (tab 2) is just the cost breakdown by csi division code by labor and material. please verify that this cost breakdown schedule is not additionally placed in proposal section 1 (tab 1) part 1.b proposal schedule

6. Please state how the VA is handling submittals for this project. do the VA require a 3rd party submittal source such as submittal exchange as we have used at Hines in the past? or does Hines VA want to send submittal register information via email. we caution that the div 26 submittals will require the ability to transfer large amounts of information.

1. To clarify SUBMISSION FORMAT AND NUMBER OF SUBMITTALS, Original and 3 copies means the Original copies should contain original wet signatures followed by three additional copies for a total of four. Each proposal section 1-6 is a sperate tab. We will need information on all six proposal sections. If FACTOR 4: PAST PERFORMANCE (Tab 4) no information available, then insert a page stating None available.

Summary: Make one Binder containing all six proposal sections, then duplicate that Binder three more times. Submit 4 Binders total (one Binder will contain all Original wet signatures).

2. Yes. The technical capability can be met by subcontractor experience but this must be clearly stated in the proposal and that subcontractor must be used if proposal is accepted.

4. Yes if a sufficient amount of work has been accomplished to satisfy the experience requirements.

5. Yes, pricing broken down by csi division coded by material and labor under each division. Should include a line item for each item over $100,000. The breakdown is not additionally placed in proposal section 1 (tab 1).

6. The Architect, Bancroft, has a secure FTP site that can be utilized.

17. QUESTION: Electrical clarifications:

1. Drawing es-101 cubicles 2d/2x and 2c/2x, which are part of the existing building 200 5kv switchgear lineup, show a square with a solid dot in the center next to each of the new four (4) conduits which we take to mean that these four (4) conduits are populated with 5kv cables, yet two (2) of these conduits are scheduled to be installed to locations for future transformers a1, a2, b1, and b2. are these two (2) conduits scheduled to be installed for future transformers a1, a2, b1, and b2 to be empty or populated with 5kv cables and if so please provide cable sizing and specs? how are they to be terminated at the stub up locations of the future transformers?

2. Drawing E-602 Transformer Schedule under the Ground Wire column shows to use #500KCM cable as the ground, yet drawing E-601 shows #3/0 ground cable between the new T-C1, T-C2, and the new bldg. 200 C1/C2 Switchgear. Which are we to follow?

3. Drawing E-602 Keynote #10, are we to utilize the spare 4”conduit that is being installed as part of the new duct banks from the secondary sides of the new Transformers C1 and C2 all the way to the new switchgear C1/C2 or is this 4”conduit under Keynote #10 in addition to what is being scheduled for the new duct banks?

4. Drawing EP-101: Is IMC conduit acceptable for the exposed conduit installed in the lower (stone) basement?.

5. Drawing E-602 Keynote #11, is this to be a new 2”conduit between the existing buildings #2 and #200 and if so, please provide routing info/drawing?

6. Drawing EGS-101, how are we to terminate the 16 ground pigtails, at the actual transformers, associated with the future Transformers A1, A2, B1, B2, if these transformers will be installed at a later date and under a different project number?

7. Drawing E-603, under 277/480V “Normal C1/C2” Swgr Building 200, shows one (1) TVSS. Drawing E601 shows two (2) TVSS’s for this same swgr. Which are we to follow?

8. Drawing E-603, under 277/480V “Normal C1/C2” Swgr Building 200, shows three (3) branch feeders, one (1) each to ATS CH1, ATS CH2, and ATS CH3. Are these feeders to be considered as part of this project #578-13-001 or a future project?

9. Drawing E-804, Details #3 and #4, what project number are the 4000A feeder taps and 4000A feeder busways shown to be part of? Are they part of this project #578-13-001 and if so, please provide specifications on this equipment and drawing showing their locations and routing?

10. Please confirm if Hines VA received a SWPPP plan or if a separate SWPPP is responsibility of the contractor.

Q17 ANSWERS:

1. The Future transformers do not require power wire under this project. The conduit to these future transformers shall remain empty and be capped at the concrete pad.

2. Use Drawing E-602.

3. Yes. Similar to RFI#11.3 the spare conduit installed as part of the 12 pack bundles can be used for communication lines.

4. Refer to RFI#15.

5. No. Similar to RFI#11.1 New fiber and 2” conduit is not needed between Bldg 200 and Bld 2 but it will be needed from the equipment to the hub at Bldg 200. There is an existing communication system that only needs to be upgraded to accept the new equipment. The fiber line already exists back to Building 2.

6. Bancroft to provide detail.

7. Provide grounding on Primary Cabinets, Transformers(primary/secondary side), Secondary Mains, and Tie.

8. Yes. Similar to RFI#12 the wire feeders, conduit, and landing to the Transfer switches is the responsibility of this contract.

9. No Tapboxs are not part of this project. Similar to RFI#13.

10. Hines does not have a SWPPP. Contractor shall be responsible for permits as required.
