EXECUTIVE SUMMARY

Heapy has performed an Engineering Study of the electrical system for the existing Cincinnati Veteran’s Affair Medical Center Main Campus and Ft Thomas, KY Division.

The CVAMC overall system contains distribution from utility feeding a medium voltage distribution system feeding multiple medium voltage switchgear locations throughout the campus with redundant feeds. These pieces of medium voltage gear feed substations at each building, the substations transformer power down to 480V power which distributes throughout the building.

There are two generators feeding 480V power throughout the campus for emergency power, the emergency power feeds into distribution gear and then feeds multiple ATS’s for separation of emergency branches. Critical designated buildings have a separate generator(s) feeding the building independently of the main generators as well. These buildings are designated as critical through the VA’s Physical Security and Resilience Design Manual.

The Ft Thomas overall system contains distribution from utility feeding a pad mount transformer that transforms medium voltage into low voltage 208V distribution for the entire building. There is a generator that feeds multiple ATS’s for emergency power throughout the building as well.

This Study includes short circuit and arc flash studies for equipment starting at utility and certain equipment downstream. Information for this Study comes from existing records and contractor field verification of the existing equipment. Arc flash labels have been provided for the electrical equipment affected as part of this project and along the pathway of this equipment.

BACKGROUND

In an electrical distribution system, overcurrent protective devices, such as circuit breakers and fuses, must not only operate when the level of current exceeds a safe value, but must be able to interrupt the energy that results from the enormous amount of current that flows during a fault condition. If the overcurrent protective device does not safely open the circuit and interrupt the fault current, catastrophic failure of equipment and personal hazard can occur. Short circuit (fault current) analysis is used to evaluate a distribution systems ability to interrupt such occurrence.

Each year, more than 2,000 people are admitted to burn centers and hospitals with severe burns from arc flash. Arc flash is the result of a rapid release of energy due to an arcing fault between phase-phase, phase-neutral or phase-ground bus bars, typically limited to systems with a nominal voltage greater than 120 volts. Most arc faults are manually started with the cause of the short burning away, leaving air as the conductor. The fault is sustained by the resultant highly conductive plasma and emits enormous amounts of energy limited only by the impedance of the arc. This enormous energy discharge burns the bus bars and vaporizes the copper, creating an explosive volumetric increase (Holt 1). The copper expands at a ratio of approximately 40,000 to 1 creating a violent fiery explosion and molten shrapnel with speeds approaching 700 MPH devastating everything in its path. Arc flash temperatures can reach 35,000 deg. F; accompanied by sound pressure levels of 160 dB. Pressures associated with the blast can reach thousands of foot pounds, collapsing lungs, rupturing eardrums and knocking workers off their feet. The extreme temperature of the flash can cause direct burns to skin as well as ignite clothing, further damaging the individual. Arc flash can be a deadly hazard when unprotected.

Recognizing this safety problem, IEEE and NFPA developed exposure risk calculation methods and safety standards OSHA enforces for employee protection. Compliance with OSHA 1910 Arc Flash Safety procedures involve:

1.) Provide and demonstrate a safety program with defined responsibilities.

2.) Calculations for the degree of arc flash hazard.

3.) Correct personal protective equipment (PPE) for workers.

4.) Training for workers on the hazards of arc flash.

5.) Appropriate tools for safe working.

2023-05233 CVAMC Arch Flash Study PAGE 3

6.) Warning labels on equipment, including flash protection boundary, incident energy level, and required PPE level. (Holt 2)

Personal protective equipment (PPE) as defined in NFPA 70E 2024 is as follows:

Cal/cm2 Range Clothing Req’d + Gloves, Hard Hat and face shield 0 1.2 Shirt & pants or coverall, Nonmelting (ASTM F1506) or Untreated Fiber

1.2 12.0 Arc-rated shirt & pants + arc-rated coverall + arc-rated arc flash suit

12.0 40.0 Arc-rated shirt & pants + arc-rated coverall + arc-rated arc flash suit

40.0 >40.0 No approved PPE, do not work on live. (not in since 2014)

With higher levels of personal required protection, secondary dangers are introduced including bulky suits making some tasks more difficult, heat, fatigue and dark visors lowering visibility.

Overly conservative arc flash calculations can unnecessarily require high levels of protection and possibly increase the risk of a flash occurring, making accurate calculations critical.

Holt, Mike; Arc Flash article; 2003 Mike Holt Enterprises.

OBJECTIVES

The objectives of these studies are as follows:

1.) Calculate the available levels of fault current and shock hazard at the key points within the area being studied.

2.) Evaluate equipment to determine conformance with calculated ratings.

3.) Evaluate the arc flash hazards associated with each major piece of electrical distribution.

4.) Produce and provide arc flash and shock hazard labeling for evaluated equipment.

SHORT-CIRCUIT STUDY

Heapy used PTW DAPPER Version 11.0 software from SKM Systems Analysis, Inc. to perform the short-circuit modeling and calculations. The electrical system as installed features distribution as identified in the one-line diagrams included in this report.

The unbalanced bolted three-phase short circuit fault current is calculated for all busses shown on the one-line diagram. Multiple scenarios were created for faults coming from utility, generators, or a combination to find the worst-case scenario. The biggest fault values were utilized in the report. The Short-Circuit Report includes Unbalanced Three-phase Fault Report and an Equipment Evaluation.

A. THREE-PHASE FAULT REPORT

The balanced three-phase fault report section lists information about each bus as if a three-phase bolted fault occurred at that individual bus. This table includes: bus name, bus voltage, RMS symmetrical fault current, among other items. Refer to APPENDIX A.1 and A.2.

B. DEVICE EVALUATION REPORT

The device evaluation section gives a brief listing of fault information about each overcurrent protective device. This information includes: connected bus, device name, bus voltage, frame voltage, frame/trip, status, calculated kA, device kA, and interrupt rating. The status column shows all devices that are/aren’t rated for the available fault current. Devices which are labeled FAIL should be replaced with new devices with appropriate ratings. Refer to APPENDIX B.1 and B.2.

The following table was developed to document the evaluation of protective devices in the short circuit study. The descriptions for the columns are as follows:

Column Heading Description

Connected Bus Bus that the overcurrent device is connected to.

Device Name Device identification used in DAPPER short circuit referenced with the single line.

Bus Voltage Nominal operating line-to-line voltage, volts.

Device Voltage Nominal operating line-to-line voltage, volts.

Frame/Trip Trip Amperage of the current device.

Status Device ratings are compared to calculated fault current availability to determine if ratings are exceeded.

“PASSED” if rating is greater than available. “FAILED” if rating is exceeded.

Calc Int kA The calculated available fault current.

Dev Int kA The fault current rating of the equipment.

ARC FLASH STUDY

Heapy used PTW A_FLASH Ver. 11.0 software from SKM Systems Analysis, Inc. to perform arc flash studies to evaluate arc flash hazards associated with the electrical distribution system. Arc

2023-05233 CVAMC Arch Flash Study PAGE 5 flash levels are calculated based upon NFPA 70E 2018 Annex D.4 - IEEE 1584 incident energy calculation methods. Arc flash incident energy recommended personal protective equipment (PPE) and flash protection boundaries are defined.

A. ARC FLASH STANDARD PERSONAL PROTECTIVE EQUIPMENT TABLE

The table indicates the Personal Protective Equipment (PPE) required to prevent an incurable burn at the working distance during an arc flash. This table reflects NFPA 70E, 2024 edition standards. Refer to APPENDIX C.1 and C.2.

B. ARC FLASH STUDY

This study evaluates arc flash hazards associated with the electrical distribution system using the protective devices at their listed settings.

Locations were analyzed to determine the level of arc flash incident energy to which a worker might be exposed during an arc flash event. The details of the calculation results are in APPENDIX D.1 and D.2.

Note: In the required protective FR clothing class, some equipment are marked with a (*N9). This indicates when maximum arcing durations were reached prior to the breaker tripping. The maximum duration was set to 2 seconds for the purposes of this report.

C. EQUIPMENT LABELS

Refer to APPENDIX E.1 and E.2. The equipment labels provide additional information about required PPE, such as limited approach boundary and restricted approach boundary from NFPA 70E-2024 130.4 and table 130.4(E)(a).

1.) Limited approach boundary is an approach distance from an exposed live part within which a shock hazard exists.

3.) Restricted approach boundary is an approach distance from an exposed live part within which there is an increased risk of shock, due to electrical arc over combined with inadvertent movement, for personnel working in close proximity to the live part.
