About this file

This document provides an amendment to an invitation for bid for upgrading HVAC systems at various buildings for the Battle Creek VA Medical Center. The amendment answers questions from potential bidders, provides an updated project phasing schedule, and attaches documents for a pre-bid site visit and attendance sheet. Key details include upgrading HVAC systems at multiple buildings over several phases from November 2020 through March 2022, with Building 136 work condensed to March and April 2021. The site visit agenda and attendance sheet are appended. Sealed bids are due by September 10, 2020 and must be delivered or shipped, with no email submissions accepted. The amendment replaces portions of the original project phasing schedule in the specifications.

RFI Questions and Answers

Q. Due to the COVID-19 Pandemic many states have issued stay at home orders and quarantines for out of state travelers. Additionally, many jurisdictions have issued orders to limit face-to-face contact as much as possible. On many of our current Federal Bids the KO’s have required e-mailed proposal to comply with mandate to reduce face to face contact as well as reduce their carbon footprint. Please advise if an e-mailed cost proposal would be acceptable in order to comply with state and federal mandates.

A. Being as this is not a proposal but a sealed bid you must either drop your bid off or send your bid UPS or FedEx, No USPS Mail is accepted at our location. Your bid must arrive before the bid opening time to be considered. NO EMAIL BIDS WILL BE ACCEPTED.

Revised Phasing Plan:

Battle Creek FMS wishes to amend the project schedule outlined in the specifications for work in Building 136. Building 136 is the Sterile Processing Service. While this building is down for construction, all services provided in that building will be outsourced to a CBOC for the duration. The original work schedule allots 4 months (approximately 120 days) to complete Building 136 from February – May 2021. The revised schedule would accomplish the work in months March and April.

The attached Amended Phasing Schedule shall replace the phasing schedule in Specification 01 00 00, 1.6, I, Phasing, Phasing Plan, a) through f).

This schedule replaces Specification 01 00 00, 1.6, I, Phasing, Phasing Plan, a) through f).

This phasing plan assumes construction start in November 2020. If schedule slips phasing shall change or contractor shall need to provide temporary heat or cooling. Depending on contractor capabilities, some overlap shall be possible. However, areas that require relocation or vacating shall not be done at the same time. Coordinate with the COR.
