A. The attached responses are included in this amendment.

B. SECTION 07 13 52 dated May 18, 2018 is hereby incorporated into this solicitation.

1. Per the Amendment #1 for the above referenced project, the VA is requiring the SDVOSB firms have had completed 2 parking garage structures in the past 5 years. Would the VA consider offerors with just (1) Parking Garage in the past 5 years? MSK believes the requirement for 2 unfairly disqualifies a majority of SDVOSB firms.

VA Response: Amendment #2 addressed this.

2. The purpose of this email is to inquire about the specification for Rammed Aggregate Piers for the West Lot Parking Garage at the Memphis VA Med Center. This specification refers to a proprietary installation technique for which there is only one regional licensed installer/bidder. This installation technique requires a ramming/tamping technique. There are other companies who use a vibratory probe to compact the stone. Will this installation method be allowed on this project, assuming the same required bearing pressure and settlement design criteria are met? This would yield more bids for the aggregate piers. I can provide more information regarding our experience and installation procedure if necessary.

Response: This is acceptable as long as all of the design criteria are met.

3. With the Base bid being a 4 deck parking garage, and with all the alternates it would be a 2 deck parking garage, how do you see the VAMC changing the design to allow the top deck to be added on to in the future?

Response: Designing 4 deck parking and building only two has no change on the structural design. Rebar, Inserts and plates to accommodate future extension shall be protected for corrosion.

4. The Color on the Pre-Cast Concrete shown in Spec Section: 09 06 00. Is that supposed to be mixed into the concrete or is the concrete supposed to be sandblasted and then painted?

Response: Integral color, color to match existing facility

5. Tennant Company-Architectural Coatings through one of our preferred contractor/installers would like to provide a bid for the Traffic Coating for the Memphis VAMC Parking Garage using our line of products. I have prepared a Request for Substitution of an equivalent system using Tennant Company Products and have attached it along with product information for your review. If you would prefer that this information be directed to others within your organization, or directly to the Architect/Engineer would you kindly forward or provide me with their contact information. If you have any question, require additional information or would like the request be presented in a different format please contact either myself or Will Rice the Coatings Specialist for this project.

Response: No product information was attached. We need to review the request for substitution to determine if it is acceptable for this project.

6. Solicitation indicates 4 floor and Approx. 135,000SF. Drawings show 3 decks and approx. 105,000SF. Is there a floor missing from drawings?

VA Response: Refer to drawing AP101 for the Parking Summary table. This more accurately reflects the SF and the levels.

7. I have bid several CIP and precast VA garage structures and while I am not an engineer, I have not picked up on any design information that indicates this structure is reinforced for seismic survivability for life safety purposes. Will there be strategic columns, beams, etc. that will receive a fiberglass or carbon fiber reinforcement to contain them to allow egress for a damaged structure? Or, am I wrong, and the structure is already designed for basic survivability?

VA Response: This is identified on drawing S1002 under Design Data.

8. RFI #3: SF1442 Block 13a. states “sealed offers in original and 1 and (CD) copies.” Does this mean that one original (hard copy), one paper copy, and one CD of electronic files are required for submission?

VA Response: One hard paper copy and 1 CD.

9. RFI #4: Specification 01 00 00 – 4 1.4.C.2-3. Requires guards and tracking devices. This requirement will add additional costs if required. Are physical guards and recording devices are required for this project.

VA Response: Physical guards will not be required for this project. The superintendent shall be the main point of contact for VA Police should an event occur. Events can be internal to VA or external (Medical District) that requires coordination between VA and contractors on site. No special requirements for communication devices referenced. A cell phone as typically carried is sufficient. The installation of equipment to record rounds per section 01 00 00 article 1.4C2 is deleted.

10. RFI #5: Specification 01 00 00 – Is 1.26 Photographic Documentation required for this project, including utilizing a commercial professional photographer IAW 1.26.C?

VA Response: Yes

11. RFI#6: Specification 01 00 00 – 34 – Is Final Photography is a requirement IAW 1.27 Final Elevation Digital Images?

VA Response: Yes.

12. RFI#7: 01 32 16.15 Project Schedules – 1.1 Is prime contractor required to utilize an outside 3rd party commercial scheduling consultant to develop the project schedule?

VA Response: See section 01 32 16.15 article 1.2C.

13. RFI#8: 01 35 26 – 13 – 1.7 “Site Safety and Health Officer” – Can prime contractor SSHO share other duties such as Superintendent or Quality Control Manger?

VA Response: Yes.

14. RFI#9: 01 35 26 – 21 – 1.3 Since project is outside of hospital, is TB screening still required for all employees accessing the project site for this project?

VA Response: Yes.

15. RFI #10: 09 06 00 – 03 - B. (Drawing AS311 Exterior Finish Legend) – Is the stain shown for PC-1 thru PC-3 on exterior precast panels to be field-applied stained per the schedule and or integral colored from the factory?

Response: Integral color, color to match existing facility.

16. RFI #11: 09 06 00 – 03 – B. What is the manufacture or PCI code for PC-1 White and PC-2 Light Beige?

Response: Integral color, color to match existing facility.

17. RFI #12: 09 06 00 – 05 – per table, Is all Electrical conduit is required to be field-painted to match colored pre-cast walls and that conduit running within deck on tees, columns, etc. is not required to be field-painted?

Response: See section 26 05 33 article 3.4H for painting requirements.

18. RFI #13: 09 91 00 – 1 – 1.1.9. Is it required to paint all pipes, coverings, etc. for mechanical and electrical IAW 3.12 Mechanical and Electrical Field Painting Schedule? If the answer is yes, does this include above-ground storm drainage piping and fire suppression piping?

Response: See section 09 91 00 article 3.14 for painting requirements.

19. RFI#14: 14 21 00 – 19 2.3 The Contract speed of 350FPM required for elevators is excessive for this parking garage. Our experience with other VA parking garages is typically 150FPM for Hydraulic and 200FPM for Electric Traction. Is 200FPM acceptable?

Response: 350FPM is a typo, the speed shall be 150FPM.

20. RFI#15: 14 21 00 – 38 – 2.47 – Can elevator manufacturer supply standard cab similar to requirements or is a custom cab required to match the specification requirements exactly?

Response: Similar by approved equal, closely represent specification requirement.

21. RFI#16: 14 21 00 – 35 – E. Is a curved, radius jambs are required as shown on 16/AS312? This is a custom feature that adds substantial costs per elevator opening.

Response: Provide radius jambs as indicated.

22. RFI#17: SB101; SB501; SB502 – a foundation drain system or drain tile is not shown on drawings – Is a foundation drain system consisting of drain tile required at below-grade foundation walls or elevator pit walls? If so, please provide detail for drain tile.

Response: A foundation drain is not required.

23. RFI#18: SB101; AS101; 21/AW501 Below-grade Waterproofing – A specification has not been provided, nor do drawings Structural or Architectural drawings show below-grade waterproofing for walls or elevator. However, detail 21/AW501 shows waterproofing membrane on cast-in-place walls. Is waterproofing membrane required? If so, please provide detail of how it is to be applied at walls and footings.

Response: See attached specification 07 13 52 – Modified Bituminous Sheet Waterproofing.

24. RFI#19: Deck Coating - Note 7 on AW102 states concrete sealer applied to all slab surfaces and up wall 24”. Is it desired that that system specified in 07 19 16 Silane Water Repellants be applied to all slab surfaces, at all levels, including the slab on grade?

Response: Yes.

25. RFI#20: 22 14 00 – 6 2.1 – Storm Water Drain Piping – Can PVC be used for piping both above and underground?

Response: No, Cast Iron is required by the spec and provides superior performance and durability. Any potential VE should be carefully evaluated.

26. RFI#21: SF201 indicates future expansion at the third level. Have these loads been factored in the Base Shear schedules shown in table on SF202? If not, it will impact precast design and could potentially affect foundation design.

Response: They have been accounted for.

27. RFI#22: SF501 – In regard to project seismic requirements and detail 1/SF501, is it the intent of the design to utilize a factory-topped precast double tee system for this parking garage?

Response: Yes, factory-topped precast double tees shall be used for this parking structure.

28. RFI#23: SI003 - Precast Mix Design – is lightweight concrete mix design acceptable for precast double tees?

Response: Yes, it is acceptable. Precast designer can use lower structural weight for seismic calculations. All revisions to be performed by contractor’s engineer and submitted for approval.

29. RFI#24: SI003 – Concrete mix design – Is CNA additive required in mixes as shown on tables for Retaining Walls, Curbs, Sidewalks, and Slabs exposed to de-icers, Slab on Grade, Precast Beams, Double Tees, Stairs, Spandrels, Topping, Washes, and Pour strips?

Response: Yes.

30. RFI#25: SI003; AW101; AW501 – Sheet SI003 General note under Concrete Slabs on Grade states “Control Joints in slab on grade shall not receive joint filler material unless noted otherwise.” Sheet Note 3. On AW101 states to provide sealants at these joints and details on AW501 show sealant at these joints. Is joint sealant required at slab on grade?

Response: Sealant is required on the slab on grade.

31. RFI#26: Specification 03 45 00 -3 F. requires a full sized mockups? Is a full precast architectural panel required or can a 4’x4’ be provided?

Response: 4’ x 4’ sample containing color, finish, and reveals to be installed on project site for COR/ architect approval.

32. RFI#27: Drawing AS301 – We do not see any fall protection (suicide prevention) panels shown on the documents – is it the intent that not fall protection fencing/panels are to be installed?

Response: Fall protection are not designed into this project, guard/ hand rails are to be installed as indicated.

33. RFI#28: Drawings EE001; EE104-106; EE401; 2/EE502 – Is prime contractor to provide a complete CCTV system, including cameras and wiring?

Response: Yes, see spec section 28 23 00 for the requirements.

34. RFI#29: Is there a requirement for any parking control equipment or car-counter system required on this project?

Response: No.

35. RFI#30: Drawing Detail 1/EE401 – Is Card Reader required to be installed as part of this contract?

Response: Yes, see section 28 13 00 for the requirements.

36. RFI#31: Specification 14 21 00-11 2.4.C. states “Power for auxiliary operation of elevator as specified shall be available from auxiliary power generator.” Currently a generator is not shown on the electrical drawings – is one required for this project?

Response: No, a generator is not required.

37. RFI#32: Currently a car charging station is not shown on the drawings and is not to be provided as part of this contract. Is that correct?

Response: Per VAMC Parking Structure Design Guide, capacity for charging stations was provided in the electrical infrastructure. However, car charging station are not part of the design documents.

38. RFI#33: When will site visit sign-in sheets be provided?

VA Response: Sign-in sheets have been posted to FBO.gov.

39. RFI#34: Will the Structural Engineer of Record/VA COR allow earth-formed footings for this project?

Response: Yes, if the earth is found to be stable enough during excavation.

40. RFI#35: Specifications Volume 1 page 23 of 744 & 31 66 13-9 3.5 – Geotechnical report recommends subgrade improvement utilizing aggregate stone columns for foundations and slab on grade. However, specification 31 66 13-9 3.5 only outlines the use of stone piers at the foundations. Is it the intent of the Structural Engineer of Record that stone columns be used to improve subgrades at slab on grade?

Response: Geotechnical report page “I” require stone column for slab on grade except the area near boring B-1.

41. RFI#36: Solicitation page 12 of 56 – Factor 1 Construction Management – Subfactor 1b – Key Personnel - Are the only personnel for which full resumes are required under Factor 1 – Construction Management the Project Manager and Site Superintendent?

VA Response: Yes

42. RFI#37: Solicitation page 12 of 56 – Factor 1 Construction Management – Subfactor 2a – Project & Construction Quality Control - Under Sub-Factor 2a-Project and Construction Quality Control are the only named proposed personnel required: Project Manager, Superintendent, and Quality Control Manager?

VA Response: Those are mandatory.

43. RFI#38: Solicitation page 12 of 56 – Factor 1 Construction Management – Subfactor 2a – Project & Construction Quality Control – is a dedicated on-site Quality Control Manager required for this project or can this person share duties such as SSHO?

VA Response: Shared duties are acceptable.

SYSTEM DESCRIPTION

Waterproofing System: Modified bituminous sheet material for exterior below grade and split slab waterproofing.

PRODUCTS - GENERAL

Provide each product from one manufacturer.

Sustainable Construction Requirements:

Insulation Recycled Content:

Rigid Foam: 9 percent total recycled content, minimum.

BITUMINOUS SHEET

Cold applied waterproofing membrane composed primarily of modified bituminous material prefabricated in sheet form designed for below grade exterior and split slab waterproofing. Sheet reinforced with fibers at manufacturer's option.

Thickness: 1.5 mm (60 mils), plus or minus 0.13 mm (5 mils), and bonded to 0.1 mm (4 mil) thick plastic sheet.

Provide release sheet to prevent bonding of bituminous sheet to itself.

PROTECTION MATERIAL

Polystyrene Insulation: ASTM C578, Type I or VIII, 13 mm (1/2 inch) minimum thickness.

Hardboard: AHA A135.4, Service Type, 6 mm (1/4 inch) thick.

Waterproofed Building Paper: Fed. Spec. UUB790A Notice 2, Type I, Grade C.

Roll Roofing: ASTM D6380/D6380M, Class S (smooth), Type III with minimum net mass per unit area of roofing, 2495 g/sq. m (51 lbs./100 sq. ft.).

ACCESSORIES

Patching Compound: Factoryprepared, nonshrinking, fastsetting, cementitious adhesive compound containing no ferrous metal or oxide.

Primer: ASTM D41/D41M.

Roof Cement: ASTM D4586/D4586M.

EXECUTION

PREPARATION

Examine and verify substrate suitability for product installation.

Concrete surfaces cured minimum time recommended by waterproofing manufacturer.

Substrate to be dry as recommended by waterproofing manufacturer.

Protect existing construction and completed work from damage.

Correct substrate deficiencies.

Fill voids, joints, and cracks with patching compound.

Clean substrates. Remove contaminants capable of preventing full adhesion.

Priming:

Prime concrete and masonry surfaces.

Application method, amount of primer and condition or primer before installation of bituminous sheet as recommended by primer manufacturer.

Reprime when required according to manufacturer's instructions.

INSTALLATION - GENERAL

Install products according to manufacturer's instructions and approved submittal drawings.

When manufacturer's instructions deviate from specifications, submit proposed resolution for Contracting Officer's Representative consideration.

WATERPROOFING INSTALLATION

Bituminous Sheet Installation:

Remove release sheet before application.

Lay bituminous sheet from low point to high point so laps shed water.

Treat expansion, construction and control joints and evident working cracks as expansion joints. Apply bituminous sheet in double thickness over joint by first applying a strip of bituminous sheet minimum 200 mm (8 inches) wide, centered over joint.

Lap seams minimum 50 mm (2 inches).

Lay succeeding sheet with laps, and roll or press into place.

Repair misaligned or inadequately lapped seams according to manufacturer’s instructions.

Seal seams and terminations according to sheet manufacturer’s instructions.

Corner Treatment:

At inside and outside corners, apply double cover using an initial strip minimum 280 mm (11 inches) wide, centered along axis of corner.

Cover each strip completely by the regular application of bituminous sheet.

Provide a fillet or can’t on inside corners.

Form cants using patching compound.

Do not use wood, fiber, and insulating materials for cants.

Projection Treatment:

Apply a double layer of bituminous sheet around pipes and similar projections at least 150 mm (6 inches) wide.

At drains, apply a bead of roof cement over a double layer of bituminous sheet under clamping rings.

Patching:

Repair tears, punctures, air blisters, and inadequately lapped seams, according to manufacturer’s instructions before protection course is applied.

Permanent Protection:

Vertical Surfaces:

Install hardboard, polystyrene insulation, or roll roofing protection material.

Extend protection full height from footing to top of backfill.

If graded backfill is used, use roll roofing or hardboard.

Horizontal Surfaces:

Install roll roofing protection under concrete wearing courses.

Install roll roofing, hardboard, or polystyrene insulation under earth backfill.

Where no concrete wearing course occurs or when surfaces will bear heavy traffic and will not immediately be covered with a wearing course, use protection specified for vertical surfaces.

Temporary Protection:

When waterproofing materials are subjected to damage by sunlight and cannot be immediately protected as specified, protect waterproofing materials by waterproof building paper or suitable coating approved by manufacturer of waterproofing system used.

FIELD QUALITY CONTROL

Field Tests: Performed by testing laboratory specified in Section 01 45 29, TESTING LABORATORY SERVICES.

Testing:

Before any protection or wearing course is applied, test all horizontal applications of waterproofing with a minimum of 25 mm (1 inch) head of water above highest point and leave for 24 hours.

Mark leaks and repair when waterproofing is dry.

Certify, to Contracting Officer's Representative, that water tests have been made and that areas tested were found watertight.

Inspection:

Do not cover waterproofed surfaces by other materials or backfill until work is approved by Contracting Officer's Representative.

CLEANING

Remove excess adhesive before adhesive sets.

Clean exposed waterproofing surfaces. Remove contaminants and stains.

PROTECTION

Protect waterproofing from construction operations.

Remove protective materials immediately before acceptance.
