About this file
This is a Questions and Answers document for RFQ 36C24825Q0313 regarding a Deaerator Tank Rental at the Bay Pines VA Medical Center. The document addresses technical specifications and requirements, including that the facility has three Cleaver Brooks 700 BHP boilers with approximately 23,433 Steam LBS/HR capacity, and the temporary deaerator tank must handle 28,576 PPH steam load. The tank should be spray-type with 2-4 pumps and must meet VA specification of 20 minutes holding time.
Key operational details specify that the temporary tank should preferably be installed inside the boiler plant's central area, must be able to interface with the VA's SCADA system for monitoring temperature, steam pressure, and water level, and any required outages are limited to 8 hours maximum on low-usage days (Saturday/Sunday). The VA will handle monitoring while the contractor is responsible for repairs. The contract will be awarded as a Base plus 4 Option Years, with connections to be made using pre-existing spots to minimize downtime. The temporary tank should come equipped to connect to make-up water due to low condensate return, and outlet pressure from boiler feedwater pumps should be 200-250 PSI.

Answer: We Have 3- Cleaver Brooks 700 BHP (Boiler Horsepower) boilers.
2. Will the unit be for inside or outside use?
Answer: Preferred use will be INSIDE due to extra costs etc. of running extra pipeline outside etc.
3. What is your boiler capacity in Lbs/Hr?
Answer: Approximately 23,433 Steam LBS/HR
4. Will you need us to provide pumps, or will you be using yours?
Answer: Temporary DA Tank should come equipped with no less than 2 pumps or a MAX of 4 (2 per a header for feed water line)
5. Type of Deaerator, Tray type or spray type? It appears to be a spray type based on pictures supplied.
Answer: SPRAY TYPE
6. Pounds per hour (steam load the DA needs to service)
Answer: 28576 PPH
7. Qty of feedwater pumps (existing has 4 pumps)
Answer: Minimum of 2 needed for temporary max of 4
8. Hold time, the amount of water held in storage to service the boilers. VA spec is 20 mins holding time.
(Pursuant to Volume 1, Section 6.8.2 of “Steam, Heating Hot water, and outside distribution systems design manual, May 1, 2024”
Answer: Must meet VA SPEC of 20 mins
9. Percentage of condensate water returned to the DA. (inversely, percentage of cold makeup water returned to the DA). This item can influence the design of the DA if steam distribution piping has many leaks requiring high quantities of cold city water makeup water.
Answer: We have low Condensate return, make up is used regularly to help keep the DA Tank filled.
The Temporary should already be piped to connect to the make-up.
10. Outlet pressure from boiler feedwater pumps. (Typically 30-50PSIG higher than boiler operating pressure)k
Answer: 200-250 PSI
11. Where is new rented DA to be set.
Answer: Preferably inside the Boiler Plant
12. what is capacity required.
13. what is boiler capacity since SOW states the rental will be utilized while maintenance is conduct.
SOW also states existing is under sized.
Answer: Please see questions 1 and 3
14. will connection locations be designated by VA?
Answer: Connections can be made in pre-existing spots that have already been made or where best utilized by the Contractor. It is preferred to have no shutdowns to make connections.
15. please clarify the statement that no outage is anticipated.
Answer: As long as connections are made in the pre-existing spots, there is no expected down time for running the boiler plant for the facility. However, keeping any needed outage to a minimum is preferred.
16. Can you provide size of the unit you need, or the size of the one that needs replacement.
Answer: See question 7
17. What is PMI? and What type of sensors are they referring to in the SOW?"
Answer: PMI is preventative maintenance. If possible, Contractor needs to have sensors placed so that monitoring that works with the VA’s SCADA system can be utilized.
18. Under the GENERAL Statement of Work, it identifies; to facilitate required inspections on the
Deaerator Tank and Condensate Tank. However, the Purpose defines the requirements for the delivery and installation of a Temporary Deaerator tank. The rest of the document only identifies installing a temporary DA which would not allow for inspection of the Condensate tank. Please clarify.
• Who is going to do the inspection.? Is contractor required to make any corrections?
• What is the MAXIMUM steam flow rate in lbs/hr? Answer: See question 1 and 3
• What is the MIMIMUM steam flow rate in lbs/hr?
• What is the Condensate return % during MAXIMUM steam flow rate in lbs/hr Answer: Not recorded
• What is the Condensate return % during MIMIMUM steam flow rate in lbs/hr? Answer: Not recorded
19. Clearly identify the space allocation for the temporary installation?
Answer: Central area of Boiler Plant
20. What is the hurricane winds to be used in anchoring equipment?
Answer: Preferred location of temporary is inside.
21. Is a cover over equipment required? Is equipment required to be housed in a trailer?
Answer: Preferred location is inside.
22. Under FUNCTIONAL & PERFORMANCE CHARACTERISTICS: What Supervisory Controls and Data
Acquisition (SCADA) communication protocol is used (ie: BacNet, Modbus, etc.) and what information is required to be communicated (ie: level, pressure, temp, etc)?
• Is the boiler control system tied into Campus Automation System? If so who is contact for tie in?
• Are there pump redundancy requirements or pump selections required for the temporary/rental
DA?
• Please define if there are any specific sensors and accessories required other than temporary DA standards. Answer: VA Staff need to be able to monitor temperature, steam pressure, and water level of the DA Tank preferably anything that can tie into our current SCADA system but is not required.
• Is the VA going to maintain the Rental Equipment or is contractor responsible? What is VA expectation for service? Answer: VA will be responsible for monitoring. However, the contractor will be responsible for Repairs.
• Can as-builts drawings be provided with capacities? Answer: No, site visit was offered, however we will provide layout.
• Will sign in sheet be posted? Answer: No, Site Visit sign-in sheet will not be provided. It will be added to the contract file as required.
23. Does the VA / Bay Pines have a preferred location for placement of the Temp DA tank. Do you want it outside on trailer (if so, where) or inside in front of existing Deaerator?
Answer: Inside is preferred, however if it is logistically more sound to be placed outside, it can be.
However, that placement will need to be discussed because we are limited on placement spots outside of the plant.
