STATEMENT OF WORK

PART I – General

A. Project Description

1. Provide all labor, materials, tools and equipment, and design-build services necessary for design and construction of a project described herein and other specific tasks as further defined by this solicitation package.

2. This document contains information and minimal submission specified for each submission in the production of Construction Documents (CDs) for this project. It will give Department of Veterans Affairs (VA) reviewers and the Design Build A/E (DB A/E) a clear understanding of what is required at each stage of design.

3. The goal of this statement of work (SOW) is to ensure the quality of VA facilities while controlling construction and operating costs. This document is not to be used as a standard design, and does not limit the project DB responsibilities to develop a complete and accurate project design build that best meets the users' needs and applicable code requirements.

4. This document does not relieve the DB A/E firm of their professional responsibility to produce a correct, complete, and fully coordinated set of Construction Document.

5. VA design standard, VA master specifications, design manuals, and/or other publications should be obtained by the DB A/E at the following Internet addresses:

http://vaww.va.gov/facmgt/standard/accessibility.asp http://vaww.va.gov/facmgt/standard/d_alert.asp http://vaww.va.gov/facmgt/standard/fire.asp http://vaww.va.gov/facmgt/standard/specifications.asp http://vaww.va.gov/facmgt/standard/metr_idx.asp http://www.cfm.va.gov/til/dGuide.asp http://www.cfm.va.gov/TIL/sDetail.asp http://www.cfm.va.gov/TIL/spec.asp

6. This project will provide a data collection system compatible with existing equipment in order to meet local Environmental Quality Board (EQB) and federal Environmental Protection Agency (EPA) requirements. The system shall be capable to monitor, document all Dioxide Nitrogen (NOx) emissions rate, and to be able to perform testing and certification in compliance with environmental requirements.

7. The air emission control system shall be considered in the design to have a reduction from the presumed baseline of 50% NOx levels, gas flow and temperatures. Therefore, the following tasks will be required to complete the Scope of Work of the project:

0. A set of supply and return flow meters is required on each of the existing TRIM-NOX Injection Control Systems in order to measure and transmit the amount of urea going to the injectors as well as the amount of urea returning from the injectors. By measuring both supply flow and return flow, and transmitting that information to the control panels, the TRIM-NOX system will have the ability to monitor and record the urea flow rates. The flow meters add the capability of knowing exactly how much urea is being injected into the exhaust stream. This information can then be used to calculate the pounds of NOx being reduced for each system. The flow meters also allow the control system to trim the injection rates to match the desired quantity of injection at any given engine load.

0. The monitoring of flow rates also assists in the diagnostics of the system; Flow meters can assist a technician in finding failures such as leaks, plugged filters, failed pumps or failed injectors. During installation of the flow meters, the control logic will be updated to allow the controllers to function with the flow meters.

0. The Design-Build Contractor shall provide project management including the completion and delivery of all pertinent permits and applications.

0. The design-build contractor shall provide Electrical and Civil design in accordance with applicable VA codes, standards and specifications.

0. Performance testing for eight (8) engines is required in order to verify the parameters readings. The injection rates and injection permissive will be set to points to most efficiently reduce NOx emissions with the optimal amount of urea usage. This is done by injecting at rates resulting in the greatest NOx reduction with minimal ammonia slip.

0. The design-build contractor is required to perform a Third Party Certification for Performance Testing through a qualified technician and authorized dealer/manufacturer representative.

0. The design-build contractor shall provide start-up, commissioning, and pre-energization testing.

0. Provide 4.16 KV/2500 KVA Load Bank Rental (Reactive & Inductive), Installation and Testing Services in order to perform the certification test and assure compliance with local and federal reporting requirements at 25%, 50%, 75% and 100% of each engine load.

0. Copies of the Selective Catalytic Reduction (SCR) Operating and maintenance manual.

0. One common double walled 2050 gallons urea storage tank.

0. The design-build shall coordinate with COR and determine if the Programable Logic Controller (PLC), pump, filter and urea pressure sensor should be factory wired and plumbed on the skid.

0. Evaluate and modify, if necessary, the existing conditions of the equipment in order to be able to support the Selective Catalytic Reduction (SCRs), bulk tank, insulation and enclosure.

0. Certification testing and reporting must be done by a third party (SCR Manufacturer) supplied by the Prime contractor and approved by the COR.

0. One 2000 gallons load of urea solution shall be included in the installation.

0. Electric Module Control Panel (EMCP) retrofit/replacement for Generator #6. Batteries and Battery Charger shall be replaced.

0. Install new feeder from Generator #6 circuit panel to Generator paralleling switchgear system.

0. Provide connection to existing diesel supply lines for Generator #6.

0. Preventive maintenance for existing cartridges, filters and reactors if needed.

8. The project includes the furnishing of all professional architectural & engineering (A/E) design and construction work.

9. The design services include: associated environmental documentation and permits, pre-design services such as facility assessments, development of design programs, schematic designs, required technical studies, construction documents, standards, and specifications.

10. The design services also includes cost estimates and/or reports; review and analysis of design for compliance with national codes, scope of work, good design practices, adequacy and appropriateness of functional layout, system selection, technical solutions, sustainability, value engineering and life cycle operation considerations, suggested design solutions or modifications; detail demolition drawings and detail as-built drawings, as well as necessary architectural, civil, electrical, plumbing, mechanical design work and submittal evaluation; construction drawing verification, comprehensive research, investigation, evaluation and study of the existing systems, equipment, structure, and utilities location so that the contractor be thoroughly familiar with the VACHS water and fire protection system function and operation; construction and post construction services such as post occupancy evaluations, technical studies and/or reports.

11. Environmental documentation services include: the research of Federal, State, and municipal laws, regulations and permits concerning design and construction controls for environmental protection; the preparation of any required written assessment and reports, forms, and graphics; permit submission to regulatory agencies on behalf of the government; and ensuring that the drawings and specifications include necessary information to mitigate any adverse environmental impacts.

12. The design-build contractor shall perform all necessary calculations on existing electrical utilities, and mechanical systems to ensure that all new equipment and/or systems to be installed with this construction project comply with current Codes and Standards.

13. The design-build contractor is required to perform all necessary inspection, survey and evaluation of the existing project site and related electrical/mechanical utilities systems, communication systems and structural to verify as-built conditions and produce a correct, complete and fully coordinated set of Construction Documents, Drawings and Technical Specifications.

14. Plumbing, electrical and mechanical “tie-in” points shall be clearly identified. All tie-in points shall be numbered. All necessary flow and control diagrams shall be provided. Diagrams shall be completed with legends and detail description of operations.

15. Work also includes the specialized construction labor and supervision work; materials and equipment's provision; and related architectural, mechanical, structural, electrical, and demolition work as required by the contract documents, specifications and/or conceptual lay-out drawings.

16. In addition, these services include associated environmental documentation and permits, construction period services such as construction, inspections, technical studies, cost estimates and/or reports; and post construction services such as post occupancy evaluations, technical studies and/or reports.

17. Prior to any mobilization and construction, the contractor shall request and have approved an Infection Control Construction Permit, a Construction Safety Certification, and an Interim Life Safety Measures Certification from the VACHS.
