1) Can the VA provide full system P&ID’s and mechanical, electrical, architectural, etc. drawings that relate to this project?
VA will provide available drawings. VA is not responsible for their accuracy or completeness. Determining the accuracy and completeness is the responsibility of the DB Team.
2) Will there be another RFI period after the site visit?
As indicated in the solicitation, a site visit will be conducted for those offerors selected to participate in Phase II of this solicitation. There will be an RFI period for those contractors after the site visit.
3) Does the DA tank need to be built to HEI standards?

4) Is a 50# ASME stamped tank an acceptable pressure rating?

5) Does the DA tank need to be hydroed once its onsite, or will the VA accept the manufacturers U-1 certificate as acceptable proof its bene hydro tested to the stamped rating?

6) Will the DA require an AI inspection once onsite and prior to commissioning? The VA master spec calls for this, but it’s not customary outside of the VA system and adds no value to the project yet costs several thousand dollars.

As indicated in the solicitation, the VA has requested completed projects that are similar in scope and size for references.
11) What is the capacity of the existing DA?
40,000 lbs./h. Storage capacity 222 cu. ft., 16’-0” overall length, 72” diameter
12) Is the PRV station to be replaced? DA manufacturers usually want to supply the Pressure Reducing Valves to ensure they are sized around the DA design flow to prevent operational issues.
PRV to be replaced due to tank size being modified.
13) Are we to reuse the existing Make Up Valve stations?

14) Are we to reuse most of the existing condensate and steam piping? Often the piping is found to be in poor condition, especially the Condensate Piping and even more so if the Boiler Plant water quality has been neglected over the years. High Ph levels are corrosive on piping and pumps and lead to scaling issues that end up clogging strainers and create numerous other issues.
Yes. The VA does not anticipate replacing the piping. If during demolition, there are unforeseen site conditions, they will be addressed at that time.
15) The Scope of Work states to replace Relief Valves. Is it acceptable to leave the vent line that penetrates the roof in place and only replace the relief valve itself? This is preferred to avoid roofing work.
If vent line size is acceptable to new relief valve, you may re-use to avoid roof penetration.
16) Is it expected that a boiler outage will be needed to install instrumentation, wells in headers, etc. for any new instrumentation?
There should not be any boiler shutdowns.
17) Is the intent to install a DA made by a specific manufacturer or does the VA expect the bidding opportunity is open to any DA manufacturer that meets the spec?

18) Will the VA determine a battery limit on this project, so the Scope of Work is known, and the proposals are an apples to apples comparison between contractors?

19) What type of tank level controls are allowed at the VA?

20) Will the new tanks require level switches at critical level measurements or can level control via dP transmitter, radar, etc. be used for level control throughout the full range?

21) Is high performance fiberglass insulation acceptable on the condensate and LPS steam piping and tanks?
Insulation needs to be per VA specification 230711 HVAC and BOILER PLANT INSULATION
22) Can the VA confirm a temp DA is not required during change out?
Temporary DA tank is not required.
23) The POP of 240 days after NTP seems reasonable, but given the approval drawing process and the DA lead time, plus installation, mechanical insulation, controls integration, loop tuning, commissioning and hand over, it could end up taking longer than 240 days. Is this a hard and fast POP for the VA where going beyond will present issues for all parties?
240 days is the required period of performance.
24) Would this project fall under a 238220 NAICS code (Plumbing, Heating, and Air-Conditioning Contractors)?
Due to the requirements for plumbing, electrical, building automation compatibility, structural steel framing, and inclusion of supply, return and exhaust systems, it has been determined that NAICS Code 236220 Commercial and Institutional Building Construction is appropriate for this solicitation.
25) Does the VA define the number of onsite meeting for the AE or is that left up to the Design-Build team?
AE will need to be on site the amount necessary to provide an accurate quality design. Design review meeting can take place via conference call. If conference call results are not satisfactory on-site meeting will be required. The actual number of onsite meetings required to accomplish the goals of this project, however, are to be determined by the prime contractor.
26) In order to reduce cost to the VA, are teleconference or web conferences acceptable means of handling meetings or should all meetings be onsite at the VA? The AE will have multiple trips scheduled, to include: preliminary site visit, construction kick off, mid-way through construction and final close out.
Review meetings 50%, 95%, and Final Document review can be via conference call.
27) Is the 20-page limitation for both Phase I and Phase II?
There will be no page limitation for either Phase of the solicitation.
