| # | QUESTION | RESPONSE | COMMENTS |
| 1 | The current specifications require previous experience for projects in the $500,000 Range. Is it the governments expectation that the contractor who is awarded this project has generator replacement and hospital experience. Especially experience with keeping a building up and running and coordinating shutdowns with the owner. | I do not know what “current specifications” you are referring to. |
If you’re referring to the “EVALUATION FACTORS FOR AWARD”, One of the sub-factors under “PART I – TECHNICAL CAPABILITY”, states :“CRITERIA: Offeror must provide an organizational block identifying key on-site personnel with a description of their work experience relating to projects similar in scope (commercial building remodel/renovation; minimum threshold value of $500,000) to those expected under this proposal. Additionally, the Offeror must provide a narrative describing the organization’s program management policies, procedures, and processes, along with the performance history of similar scope and sized projects (commercial building remodel/renovation; minimum threshold value of $500,000), the Offeror’s Site Superintendent, Quality Assurance Manager and Safety Manager have accomplished.”
The minimum threshold value is $500,000; nowhere is “projects in the $500,000 Range” stated. The RFP clearly & thoroughly describes the project requirements and evaluation factors for contract award.
| 2 | As this is a federal government facility improvement project, will sales tax be applicable or not? | Offerors shall include all federal, state and local taxes shall be include in their price proposal. |
| 3 | The RFP states that offerors must supply an offer guarantee, OSHA certification/logs, and Experience Modification Rates. Should these items be bound in the technical or price proposals or bound separately? If in the technical proposal do these Items count towards the page limits of the proposal? | CO WILL RESPOND |
| 4 | Based on the details needed in the above RFI's for accurate pricing, we are respectably requesting a 30 day extention to the bid proposal due date. | CO WILL RESPOND |
| 5 | The contract documents do not define or address this project's Commissioning Requirements. Please provide a Commissioning Specification and a Commissioning Script for the project. | CO WILL RESPOND |
| 6 | Section 01 00 00; FAR 52.236-4 C. Please provide contact information for Engineering Officer at VA medical Center for obtaining "soil report", Civil General Note 1/C-001 mentions a geotechnical report. Will this be provided to the contractor for review ? | CO WILL RESPOND |
| 7 | Joint commission testing requires a larger load bank than the previous answer RFI stated. Can you verify the load bank size required for this bid is 2000KW at 13.2KV? | 2000KW Permanent Load Bank is required at 13.2KV. Load bank must be able to communicate and be controlled via the OIT on the new and existing paralleling switchgear. |
| 8 | Please reference these Sections: 26 23 13 2.1 G5, 26 23 13 2.1 I, 26 23 13 2.1 J & 26 23 13 2.3 A and confirm the following: As the new parallel control system is integrated into the existing chiller system, the HMI will display: All the features as described in the aforementioned paragraphs and all one lines and ATS functionality. These features will on the new master control screens, existing master control screens and the new remote screens. The intent will be for an operator from any HMI to see the functionality of the total system. Is this correct? | Yes. |

| 26 | In Spec Section 26 23 13, Generator Paralleling Controls, Part 2.3 A (Page 10): The existing ATS’s (LS,CR,EQ) are identified on drawing E601. As the system is designed for transition to standby generation upstream of the existing ATS’s, their purpose seems to be as a stop gap means for termination relative to B503 future work. Please clarify the intent on the ATS’s remaining in service? | The existing ATS shown are examples of the transfer switches currently installed and all ATS remain. |
| 27 | In Spec Section 26 23 13, Part 3.1 B: “Mount generator paralleling controls on concrete slab”.
