SOLICITATION #36C24618R0669 AMENDMENT #1 06/21/2018

The revisions to the solicitation documents are as follows:

General Information :

1. This procurement is 100% set-aside for Service-Disabled, Veteran-Owned Businesses (SDVOSB). To be eligible to submit a proposal and eligible for award, Contractor must be registered in the Center for Veterans Enterprise (CVE) data base (VETBIZ).

2. The deadline for receipt of proposals is unchanged: Friday 4/6/2018 AT 4:00pm local time.

Proposals may be hand delivered or delivered via courier to the following address:

Proposals sent via courier must have documented proof of arrival on station prior to the RFP deadline.

3. Responses to questions/ RFI’s are listed below:

(NOTE: Responses to all RFI’s received by the RFI receipt deadline will be included in subsequent amendment).

1. Civil sheets refer to “Equipment Pad for Load bank” and reference the electrical sheets, which also show the pad for load bank. Electrical one line diagram E-601 also shows a load bank, but we cannot find and specifications for the load bank. Is a load bank and pad included? Please provide specifications if so.

RESPONSE: Yes, a load bank and pad are a requirement of the project. There is no VA specification that covers load bank equipment. Provide per requirements of NFPA 110-8.4.2 which states the following:

8.4.2 Diesel generator sets in service shall be exercised at least once monthly, for a minimum of 30 minutes, using one of the following methods:

(1) Loading that maintains the minimum exhaust gas temperatures as recommended by manufacturer.

(2) Under operating temperature conditions and at not less than 30% of the EPS standby nameplate kW rating.

1. Please confirm that the Proposal Items (Deducts) are cumulative. (This is what the proposal item sheet states, but the Electrical one lines do not show this.) Sheet E-603 shows the deletion of Generator #3, but Generator #4 deleted in Proposal Item #2 is shown back on the one line diagram. (And the same for following sheets).

RESPONSE: Yes, the deducts are cumulative.

1. Proposal Item #7 states to delete Switchgear sections #3 & #4. There is not a one line diagram for proposal #7 & sections #3 & #4 are the main utility breakers. Is this correct?

RESPONSE: Proposal Item #7 is Deduct Alternate No. 6 which is shown on sheet E-607. This deduct is to delete sections for Gen #3 and Gen #4 which are shown as sections #14 and #15 on the Base Bid elevation, sheet E-601.

1. Sheet ES104 note 6, and Sheet ES105 note 2 states to “Provide Comm Line 36” below finish grade”. Are we splicing an existing line? If so can you provide details on this line? (i.e., fiber/copper #pairs etc.)

RESPONSE: This is an existing line. Depth needs to be provided, as indicated, due to berm removal.

1. In the documents you have provided a Past Performance Questionnaire Request Letter that is to be sent out to all of our references that we have listed under the Experience section of our Technical Proposal. My question for you is if we have Contract Performance Assessment Reports (CPARS) from other government offices for work that is relevant to the requirements of this solicitation should we also include these reports in our Experience section? If so, do we still need to have these references complete the Past Performance Questionnaire Request that is included with the solicitation documents?

RESPONSE:

No, CPARS evaluation from other government agencies or offices are not acceptable. The Past Performance questionnaires provided in the solicitation must be used.

1. The date on the Past Performance Questionnaire Request Letter states that the reference needs to complete the document and return it to you via email no later than June 11, 2018. If this is the case we have obviously missed this deadline and would like to know what action, if any, we can take to correct this.

RESPONSE: The June 11, 2018 date is incorrect. The required deadline for receipt of the Past Performance Questionnaires is July 10, 2018.

1. We are preparing to bid on the VAMC Richmond and were preparing to send out the past performance questioner but the dates on the forms indicate to be returned prior to June 11, 2018.

RESPONSE: See previous response.

1. Do you have an updated from or should we indicate a different date to the persons we are submitting this form for processing to? Also, is it the intent that the contacts filling out the form are required to be the contracting officer of the previous projects or is the GC or EC of the project sufficient?

RESPONSE:

Use PPQ from provided in the RFP solicitation. PPQ from must be completed by the Owner, the COR or the Contracting Officer.

1. I am writing in regards to Solicitation No. 36C24618R0669, Upgrade Generator Capacity, H.H. McGuire VAMC, Richmond, VA. The solicitation states that we are required to provide our proposal in three parts (Part I – Technical Capability; Part II – Past Performance; and Part III – Price). The solicitation further instructs us to provide an original, two copies, and CD of Part I, as well as an original and CD of Part III.

Are offerors required to provide Part II – Past Performance in a separate binder? If so, please clarify how many copies of Part II are required.

RESPONSE:

Instructions for submitting “Part II – Past Performance” are clearly stated on page 13 of the RFP Solicitation and excerpted below:

2. PART II – PAST PERFORMANCE - Submit questionnaires to references. (Exhibit A)

a. Past Performance Questionnaires: The contractor shall send out the enclosed past performance questionnaires to each of their references listed under the Experience technical factor or any other references that the offeror deems necessary. The Government will evaluate the quality and extent of offeror’s performance deemed relevant and recent to the requirements of this solicitation.

b. The references must return the survey directly to the Government Contract Specialist listed on the survey via email.
