REPLACE INTERIOR SIGNAGE
PROJECT 542-19-201, SOLICITATION 36C24419R0060
AMENDMENT NO. 0002
Contractor Questions and Answers for Replace Interior Signage
Q1: In follow up to the 4/25 pre-bid meeting at VA Coatesville for Replace Interior Signage
Project No. 542-19-201, our team has a question on the ability to submit a bid as a design-build
(DB) team. The solicitation is advertised as an SDVOSB set-aside under NAICS code
236220. Our question is will the VA accept a proposal from a DB team with the A/E Firm as the
SDVOSB prime contractor (NAICS code 541310)?
A1: The award will be made to a Construction Contractor under NAICS code 236220. The A&E will be contracted under the Prime Contractor and will serve as part of the Design-Build Team.
However, the A&E may not serve as the Prime Contractor. The A&E will serve as the subcontractor and not the Prime. This information is detailed in the solicitation scope of work.
Q2: Will there be a published listing of all buildings and associated signs during Phase I of the project or are we to assume that we need to perform the evaluation of the existing deficiencies as part of our design approach.
A2: The Architect/Engineer of the Design Build Team will seek guidance from the VA COR and VA Interior Designer while utilizing signage references on the VA TIL at https://www.cfm.va.gov/til/spclRqmts.asp#SIGN and with VA budget constraints.
Q3: Are there and drawings or pictures for this project?
A3: This is a Design/Build project. Please refer to solicitation scope of work published on
FBO.Gov.
Q4: Will this interior signage replacement project cover all buildings and the connecting corridor system at the Medical Center? If specific buildings are excluded, please identify.
A4: Design/Build team will consist of designer, installer, VA Interior Designer, and VA
Contracting Officer Representative. This team will prioritize and approve design and installation within the budget constraints of the VA.
Q5: Please confirm this interior signage project replace all interior signage types. These generally include the following categories:
• Room Identification Signs
• Directional / Wayfinding Signs (guide users around the facility)
• Life Safety / Regulatory Signs (pull box signs, elevator warning signs, biohazard signs, etc.)
A5: Design/Build team will consist of designer, installer, VA Interior Designer, and VA within the budget constraints of the VA. Please refer to solicitation, scope of work.

Q6: Most interior signage / wayfinding systems are developed by environmental / experiential graphic designers. Most architecture / engineering firms do not have this capability and would subcontract out the work adding cost without increased value. Is it acceptable to use a design or design/build environmental / experiential graphic design team in lieu of an architecture firm?
A6: Design/Build team will consist of designer, installer, VA Interior Designer, and VA within the budget constraints of the VA. Please refer to solicitation, scope of work.
