About this file

This document contains a solicitation for a construction project and related questions and answers file. The Department of Veterans Affairs Medical Center is seeking a contractor to provide all necessary labor, materials, tools and supervision to satisfy issues related to water safety and miscellaneous restrooms for Project 503-17-110 located at the James E. Van Zandt VA Medical Center in Altoona, Pennsylvania. The estimated value of the project is between $5-10 million and the period of performance is approximately 345 calendar days from notice to proceed. The solicitation will be issued as a 100% service-disabled veteran small business set-aside and is subject to availability of funds. A pre-proposal site visit will be held within two weeks of solicitation issuance. Questions must be submitted by email by the specified date to the contracting officer.

The related questions and answers file provides clarification on pipe sizes, insulation requirements, tagging and labeling of existing piping, and confirms that testing, adjusting and balancing is not required. It also notes that no water interruptions will be acceptable and the contractor must complete all work during off hours and weekends when possible.

1Inch.

Existing pipe sizes shall be extracted from the new valve sizes shown on sheets 1-EP10SB through 1-EP108 associated with keynotes P3, P4, and P7. Note that valve sizes on existing piping are approximate and shall be field verified for actual size. See General Plumbing Note 3 on the new work sheets.

Yes. Sizes shown on the lowest floor on sheet 1-P601 shall continue to the point of connection at the bottom of the riser.

The HW riser diagram was shown for clarity purposes in regards to the hot water recirculation loops throughout the main portion of the hospital. A CW riser diagram is not required as part of the scope or to perform this work since that information is already contained within the drawing set.

NOTE: HW/HWR Riser 7 size is as follows:

2-1/2" at the top on the 6th floor After branch piping connections on the 5th floor, the riser reduces to 2".

After branch piping connection on the 4th floor, the riser reduces to 3/4" to the recirculation loop in the basement., All accessible existing domestic water line to be tagged with proper identification and flows arrows.

Q4 Can you provide a CW Riser Diagram with pipe sizes?

Q2 On the demolition drawings there are no sizes shown for the existing lines to be removed. Due to the large amount of piping to be removed ranging from ½” to 6” piping buy guessing the sizes this could create large escalated cost not needed.

All accessible existing domestic water line to be tagged with proper identification and flows arrows.

A5

Q6 If this is required, is this only the piping in areas we can see or is this requirement for all existing domestic water piping accessible through out project areas?

A6

Q5 During walk through it was discussed that any existing domestic water piping not being replaced and shown not already identified and tagged with flow arrows and identification labels the contractor is to properly tag and label this piping
