About this file

This is a Standard Form 30 Amendment to a federal solicitation/contract for HVAC replacement and restoration work at St. Albans Community Living Center in Jamaica, New York. The amendment, issued by the Department of Veterans Affairs Network Contracting Office on April 8, 2026, provides responses to 16 Requests for Information and Questions submitted by potential offerors, along with clarifications and modifications to the original Scope of Work for Project No. 630A4-26-409.

The scope of work encompasses removal and replacement of AHUs and AC package units in Buildings 87, 88, and 89; restoration of HVAC units in Buildings 64, 85, 86, 89, and 91; and installation of new electric air curtains (MARS Model 96HV-2 or similar) in Buildings 85, 88, and 89. Key requirements include furnishing and installing lockable local disconnect switches, providing pretesting and post-testing with balancing and deficiency reports, performing ductwork cleaning and certification, and limiting new piping and ductwork to mechanical equipment room (MER) boundaries unless otherwise specified. The contractor must submit as-built drawings, shop drawings, cut sheets, and certified balancing reports. For Building 64 Boiler Plant restoration, the VA allocated 16 hours for diagnostics, 16 hours for deficiency reporting, 40 labor hours, and $10,000 in materials. The maximum distance to electrical sources for new air curtains in Buildings 85 and 88 is 150 feet. The performance period is 365 calendar days, and Johnson Controls is confirmed as the preferred vendor for DDC control work.

Responses to RFIs/Questions

1. S.O.W. ITEM 5-a-i Building 64 “Boiler Plant”. Please provide information. No documentation was made available nor was information available on the walk-through

VA Response: Allocation: (16) hours of diagnostics, (16) hours for deficiency report, (40) labor hours, and $10,000 in materials for repairs/restoration based on findings of diagnostics report.

2. S.O.W. ITEM 6-b-i and 6-b-ii Please provide distance(s) to VA electrical sources for NEW air curtains, Bldg. 85 and 88.

VA Response: The maximum distance to VA electrical sources for the new air curtains in Buildings 85 and 88 is not to exceed 150 feet.

3. Are the RETURN AIR FANS and EXHAUSTS (which are physically separate from the AHUs on the listed built-up systems) to be included in the replacements/restorations?

VA Response: See Question 1 response.

4. S.O.W. ITEM 4-a-ii and S.O.W. ITEM 5-b-i appear contradictory. 4-a-ii calls for the replacement of the COMISSARY OFFICE AHU while 5-b-i calls for restoration. Please clarify.

VA Response: There are two Commissary units: Commissary Office and Commissary Dom. Both are for restoration.

5. It appears that the TAG “CANTEEN” and “NFS” represent the same unit on two separate documents. Refer to the EXCELL EQUIPMENT LIST page 1, line 7 and compare to S.O.W. ITEM 5-a-iv. Please clarify.

VA Response: Disregard Canteen Condensing Unit in the Excel Equipment List. NFS in this case refers to the AHU found in the Building 89 Basement Mechanical Room A-215.

VA Response: See Question 1 response.

8. Please provide any diagnostic information available for the restoration items.:

VA Response: See Question 1 response.

VA Response: Please see the attached VA Response SOW and VA Response Equipment Listing.

VA Response: Confirmed, new piping and ductwork are limited to the boundaries of the MER only unless otherwise noted.
