RFI responses for project 630A4-CSI-426 (DESIGN ONCOLOGY LINAC SITE PREP)

1) Please confirm the bid submission date is May 28th, 2021.

RESPONSE: Correct bid submission date is May 28th.

2) Please confirm bid submission can be made electronically via email.

RESPONSE: In-person or through the mail. It is recommended in person.

3) As there are patients on the ground floor and 1st floor too, our experience is that most of the work must be done on weekends and after-hours. Please confirm as it will have a big impact on our labor cost/productivity, especially demolition and concrete and steelwork.

RESPONSE: Add Alternate #1 was included to price working double shifts with one shift being performed during normal working hours. There are no patients above or below this space, so I don’t see an issue as long as the GC complies with all other vibration and noise limitations required in the specification (refer to spec sections, General Requirements, and Temporary Environmental Controls at a minimum). There will be concurrent renovation done opposite the LINAC room where the CT is. Shutdowns will have to be done off-hours.

4) There is an extensive spec section 10 45 00 for Quality Control work, para 3.4 states for the personnel requirements. Please clarify if our site supervisor can concurrently perform the duties of all these listed CQC personnel or contractor must hire a separate full-time individual to perform these duties?

RESPONSE: This role can be performed by the Site Super.

5) Spec sec 10 45 29 is for testing laboratory services, also drawing S-400 has extensive requirements for special inspections. Please confirm that all the testing and inspection required for the project is the contractor’s responsibility, and the contractor must hire a 3rd party firm to perform this work.

RESPONSE: The (independent) Testing Laboratory is retained by the GC rather than placing this burden on the VA where typically no funds exist. Laboratory accreditation certification is required to accompany each test performed. Mainly for concrete work testing.

6) Drawing 1-AS101 indicates new Varian Halycon equipment and states GC to coordinate installation requirements of the manufacturer.

A) Please confirm the installation and rigging of this new equipment is the responsibility of the equipment manufacturer.

RESPONSE: Confirmed. Varian is to perform rigging and installation of the Halcyon equipment. The contractor is to prepare the path for delivery.

B) What are the installation requirements which contractor has to coordinate with the manufacturer? Please clarify in detail. Also, please provide the contact information of the equipment manufacturer project manager.

RESPONSE: Refer to “ISSUE FOR BID” Design Narrative, A1.1, Preliminary Drawing for Varian Halcyon, which includes at a minimum:

1. Verify all existing conditions in the field.

2. Refer to Halcyon Components Table (Page 2 of 2), which identifies contractor Furnished items (CF) and Contractor Installed items (CI).

3. The Contractor is responsible for all shielding and completing a preliminary radiation survey approximately five days after the accelerator is rigged, and installation started. FAILURE TO PERFORM THIS SURVEY WILL STOP THE INSTALLATION. (Physicist of Record: Jason Tavel, Ph.D., Astarita Associates, Inc. (631) 265-2950)

4. The Varian point of contact is Mitch Spiegel, Mitch.Spiegel@varian.com.

(Alternate is Derrek Veselka, PMP, Derrek.veselka@varian.com, (770) 372-5671)

VA TO CONFIRM.

7) Drawing MH-801 indicates the schedule for the new chiller. Please confirm that this chiller purchase and installation is the responsibility of the contractor as sometimes this chiller is supplied by the Oncology equipment manufacturer.

RESPONSE: Confirming that the chiller purchase and installation is the responsibility of the contractor. The chiller is not provided by Varian.

8) Please refer to the equipment schedule on drawing 1-AS600. Please provide detailed specifications with the manufacturer name and model number for equipment no./plan key nos. F14, F15, and F16 which are to be provided and installed by the contractor.

There is no information about these on bid documents.

RESPONSE: Airflow meter. The unit has a stainless steel needle valve with a clear flow tube for connection to a 50 PSI air outlet from the central pipeline system.

Requires the appropriate adapter for connection to the wall outlet and fitting to connect to tubing. Database prices reflect fittings with an attached DISS power outlet. Other outlets and adapter configurations are available.

Oxygen flowmeter. It consists of a clear crystal flow tube calibrated to 3.5 or 8 LPM, depending on the manufacturer, for oxygen regulation in hospital settings.

Database pricing includes DISS fitting and DISS power outlet and wall adapter.

Other fitting and adapter configurations are available.

Vacuum pressure regulator for connection to the central piped vacuum system.

The standard display scale is graduated at least from 0 to 200 mm Hg of vacuum.

Displays on specialized regulators may cover other vacuum ranges. Regulator type (continuous, intermittent, continuous/intermittent, surgical, pediatric, thoracic, etc.) as required. To be used in delivery, neonatal, pediatrics, or any area where suction is required. Database pricing reflects continuous regulators graduated to 200 mm Hg with a full line vacuum selection switch and DISS configured inlets and outlets.

9) Could you give us an idea of what the engineer estimated range of price is on the project?

RESPONSE: Per FAR 36.204, (F) the magnitude of construction is between $1,000,000 and $2,000,000.

10) Is Bond required?

RESPONSE: YES, bid, payment, and performance bonds will be required

11) And was there any mandatory pre-proposal conference/site visit?

RESPONSE: A site visit was already held but is not mandatory

12) Also, under the description section, it says that this requirement is 100% set aside for Service Disabled Veteran Owned Small Business. Does this mean that it’s only open for Disabled Veteran Owned Small Businesses to bid?

RESPONSE: Yes, only SDVOSB is permitted to participate in this procurement.

13) Please confirm the bid due time. Item 10 on the SF1442 states 5/28 @ 10am and section 13 states 5/21/21 @ 11am RESPONSE: The bid due date is 5/28.

14) The SF1442 states it will be a public opening. Will electronic bids be accepted due to

COVID?

RESPONSE: No, either by mail or in person. Recommend in person due to the delivery delays of the mailroom.
