About this file

This document is an amendment to a federal solicitation for replacing cooling towers 1 and 2. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 is seeking to replace two existing cooling towers at their facility located at 2875 Union Road in Cheektowaga, New York. This amendment provides responses to offeror questions to clarify the scope of work. It specifies that existing condenser water lines are to be cut and plugged just inside the exterior wall and at existing butterfly valves. It also clarifies that condenser water lines running to the new cooling towers are to remain 10 inches in diameter as shown on the plans, disregarding any reference to an alternate. Additionally, it states that fittings for new piping exposed outdoors are to have aluminum jackets to match the piping, rather than PVC as seen on existing fittings. Finally, it attaches the missing HVAC water treatment specification that was referenced but not provided with the initial solicitation documents.

RFI QUESTIONS AND ANSWERS

Nicholas Winne Answers to latest RFI as follows:

1. With regard to Alternate #2- please clarify intent and scope (ref: section 1, drawing MP-401 and drawings MD-101, MP-101). Is the demo from the valves up and through the chiller plant or from the valves down and through the trench?

RESPONSE: These existing lines are out of service. The intent of the drawings is to cut the existing pipe lines to just inside the exterior wall where they currently exit the chiller plant and then again at the butterfly valves in the vertical piping. Both ends are then to be plugged with rubber seal plugs.

1. Condenser Water schematic on drawing MP-702 shows (2) lines off the 18” CWTT header labeled “12” CWTT (10” CWFT for alternate)” going to the new cooling towers. After this label they are tagged 10” CWTT. Plan drawings MP-101 and MP-103 show these lines as 10”.

Do they need to be 12” if the alternate is not accepted? At what point would they become 10” if the alternate is not accepted? Please modify the plans and schematic to reflect the correct pipe sizing.

RESPONSE: On drawing MI-702, “Condenser Water Schematic…”, where the main CWTT risers up to each tower tap off the 18” CWTT main header; the tower risers should remain 10” the whole way up to the tee for the 8” fill feed line connections at the top of each tower . Ignore the reference to Deduct Alternate – It does not apply to these 10” lines.

QUESTION RFI 3

Specification section 230711-3.1.P states that all outdoor pipe exposed to outdoor weather is to receive a metal jacket (see below)

P. Provide metal jackets over insulation as follows:

1. All piping exposed to outdoor weather.

2. Piping exposed in building, within 1800 mm (6 feet) of the floor, that connects to sterilizers, kitchen and laundry equipment. Jackets may be applied with pop rivets. Provide aluminum angle ring escutcheons at wall, ceiling or floor penetrations.

3. A 50 mm (2 inch) overlap is required at longitudinal and circumferential joints.

Photos from the job walk show existing fittings being finished in PVC Jacket. Are the fittings in the new work to be finished with PVC or Aluminum to match the piping.

ANSWERS

Specification section 230711, Article 3.1.P.1 should read:

“1. All piping required by this specification to be insulated and that is exposed to outdoor weather.”

Delete specification section 230711, Article 3.1.P.2 as it is not applicable to this project

QUESTION RFI 4

1. Spec 23 21 13, page 18, item 3.5- mentions spec “23 25 00 – HVAC Water Treatment”. This spec was not included with the bid package. Please review and clarify.
