1. The Q&A response to 3A indicates fuel piping should be double wall. Pictures show the existing piping is insulated. The specification 23 10 00, does not list double walled fuel piping or insulation. It calls for single wall carbon steel pipe, painted. Should double be used? If so, is the double wall pipe another monitoring point for the leak detection system?
Response to comment No. 6: The specification includes the requirements for both above and underground fuel piping.
Above ground piping shall be single wall, Schedule 40 carbon steel, painted per Paragraph 2.4.B.1 of Specification 23 10 00 and shall be insulated with 2” thick fiberglass pipe insulation in a stainless steel jacket.
Underground piping shall also be single wall, Schedule 40 carbon steel per Paragraph 2.4.B.1 of Specification 23 10 00 but shall have secondary containment as described in Paragraph 2.8 SECONDARY CONTAINMENT FOR UNDERGROUND FUEL PIPING SYSTEMS
6. 23 10 00 also calls for a fuel oil quality maintenance system. we assume we would furnish this and install on the pad adjacent to the new fuel tank. It will require electrical power. Again, per the specification, we think the connecting piping to the tank should be painted carbon steel, but we want to make sure it should not be double wall and/or insulated.
Response to comment No. 07: Fuel oil quality maintenance panel shall be mounted on pad immediately adjacent to fuel tank. Please provide emergency equipment branch 120-volt power in ¾-inch rigid steel conduit with 2#12 AWG conductors and 1#12 ground to nearest 120-volt emergency equipment branch source, conduit system shall be encased in concrete cell-duct system, mount within main trench entering building No. 13, refer to drawing 13.ES101 for additional information.

14. Drawing 13.AD101 Building 13 Architectural Demolition Plan Ground Floor:
Note” N” under General demolition plan on above drawing indicate contractor to provide unit cost for material, equipment & supervision to firestop Forty (40) 4” round & 8” deep penetrations in existing CMU walls but the bid pricing sheet (page 7 of 46) has no such unit cost item. Please clarify.
RESPONSE: In accordance with Note N on Drawing 13.AD101 Building 13 Architectural Demolition Plan Ground Floor, the VA is requesting a unit cost price for labor, material, equipment & supervision to firestop Forty (40) 4” round & 8” deep penetrations in existing CMU walls. The intent of this request is to negotiate a reasonable line item allowance in the contract specifically for the firestopping of any unforeseen unsealed penetrations (or holes) in the CMU walls above the ceilings of the corridors of the Ground Floor. The walls above the ceiling will be inspected by the contractor and the VA COR once the contractor looks above the lay-in grid ceiling in the corridor to layout the work required to run new electrical feeders in that same corridor. If there are any unsealed penetrations (or holes) discovered and identified by the VA COR to be properly fire stopped, the contractor can be directed to do so while he is mobilized and has the required dust protection to perform the other required contract work above that ceiling (such as the installation of conduit for new electrical feeders). The contractor must include this unit cost to establish a reasonable allowance to perform each repair of an unsealed penetration.
Please see the attached updated bid pricing sheet which supersedes the previous version and shall be used to submit bid pricing.
Please provide an unit cost for labor, material, equipment & supervision to firestop Forty (40) 4” round & 8” deep penetrations in existing CMU walls $ _______________________ per penetration x 40 penetrations = $ ______________________
