Mr. Leighton Smith U.S. Department of Veteran Affairs VA New Jersey Health Care System Safety/FMS (138) / Building 10 151 Knollcroft Road Lyons, New Jersey 07939

Re: Caulk bulk sampling, PLM / TEM sample analysis & final report at Building 135, VA Lyons, 151 Knollcroft Road, Lyons, New Jersey - Roof.

Dear Mr. Smith:

At your request, Briggs Associates collected bulk samples of building caulk from the exterior of Building 135 located on the VA Lyons campus at 151 Knollcroft Road, Lyons, New Jersey.

These samples were submitted to an accredited laboratory for asbestiform analysis. Testing activities were conducted in conjunction with ongoing building addition construction activities and the primary focus of the testing effort was the north side roof. Work was completed by EPA AHERA asbestos inspector (#ACC-0317-6-002) Douglas Ferry on December 7, 2017.

1.0 Purpose

The purpose of the asbestos inspection was to meet the requirements of the New Jersey Department of Health and Senior Services, New Jersey Department of Labor, New Jersey Department of Environmental Protection and the United States Environmental Protection Agency (U.S. EPA) National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulation (Title 40 Code of Federal Regulations [CFRJ Part 61 Subpart M). The purpose of the state regulations and the NESHAP asbestos regulation is to protect human health and the environment by minimizing the release of asbestos when facilities that contain asbestos containing materials are renovated or demolished.

2.0 Methodology

Accessible building materials were inspected and assessed using the methods presented in the federal AHERA regulations (40 CFR, Part 763) as a guideline. The procedures mandated are considered the industry standard and are applied to all surveys performed by Briggs Associates. Multiple bulk samples of all homogeneous materials containing suspect ACM were collected in accordance with the numercial guidelines detailed in AHERA. A homogeneous material is defined as a surfacing material, thermal system insulation, or miscellaneous material that is uniform in use, color and texture. Suspect asbestos materials identified include the following:

• roof parapet caulk (gray and tan)

• skylight caulk (white)

• brick caulk (mauve, black and brown)

Asbestos Containing Materials Bulk Sampling Report Page 2 VA Lyons, Bldg. 135 Roof, 151 Knollcroft Road, Lyons, NJ

Bulk samples of suspect materials were collected, placed into individual polyethylene sampling bags and labeled for transport under chain of custody procedures to the laboratory. A field sampling log was filled out (depicting sample number, description of the material, location, condition, accessibility, friability and quantity), and a unique sample number was assigned to each sample. Bulk samples were transported to and analyzed at IATL laboratory in Mt. Laurel, New Jersey. IATL is accredited under the National Institute of Standards and Technology's National Voluntary Laboratory Accreditation Program (NVLAP) (Lab #101165-0).

All samples were analyzed using Polarized Light Microscopy/Dispersion Staining (PLM/DS) techniques in accordance with methodology approved by the U.S. EPA, method number 600/R-93/116 July 1993. The percentage of asbestos present in the samples was determined on the basis of a visual area estimation as set forth in 40 CFR Part 763, Appendix A, Subpart F, Section 1.2 and 1.7.2.4. The lower limit of reliable detection for asbestos using the PLM/DS method is approximately 1% by volume.

The EPA and the Occupational Safety and Health Administration (OSHA) have determined that asbestiform fibers observed within a homogeneous sample must be greater than 1% of total weight to be considered an asbestos containing material (ACM).

The EPA method for bulk sample analysis allows that samples which are visually determined to have 10% or less asbestos to be quantified using a Point Count procedure. Point count analysis using the semi-quantitative point count method of 400 points can more precisely determine the actual asbestos content on materials containing less than 10% asbestos. The laboratory was instructed to utilize the Point Count procedure where warranted.

However, PLM is not consistently reliable in detecting asbestos in non-friable organically bound (NOB’s) samples (i.e., floor tiles, mastics, roofing samples, caulks). Small fiber size and fibers which are frequently tightly bound within the matrix of a NOB obscures detection via PLM.

Therefore, in accordance with current New Jersey Departments of Labor and Health and Human Services requirements, non-friable organically bound (NOB’s) samples (i.e., floor tiles, mastics, roofing samples, caulks) that were identified as <1% asbestos by the PLM method were additionally prepared by gravimetric reduction and analyzed by the more precise Transmission Electron Microscopy (TEM) analysis.

3.0 Results

A total of seventeen (17) samples from six (6) homogeneous materials were submitted for analysis. The following results were identified:

i. all parapet (gray, tan) and skylight (white) caulk samples, collected from the various roof sections, yielded results of ‘None Detected’ or <0.1% chrysotile asbestos

ii. the mauve brick caulk sample, collected from the ground level SE side, yielded a result of ‘None Detected’

iii. the brown and black brick caulk samples, collected from the ground level SE front and rear section of the building, were determined to be ACM with results of 1.2%-13.7% chrysotile asbestos

Asbestos Containing Materials Bulk Sampling Report Page 3 VA Lyons, Bldg. 135 Roof, 151 Knollcroft Road, Lyons, NJ

4.0 Discussion

The rooftop parapet and skylight caulks were found to be Non-ACM by laboratory analysis. The brown brick caulk, located at vertical expansion joints around the exterior face of the building and the black brick caulk, located at the base of the building in various areas, were found to be ACMs by laboratory analysis.

Briggs Associates recommends that prior to any demolition activities all asbestos-containing caulks impacted by the scheduled work be removed and disposed of by a licensed asbestos abatement contractor using proper engineering controls and worker protection. Briggs Associates further recommends the use of a qualified environmental consulting firm to assist in the design of abatement strategies, cost effective remediation, and to perform observation during abatement activities and conduct area air monitoring during abatement activities.

Thank you for utilizing our industrial hygiene services. If you should have any questions please feel free to contact me at 609/298-5520.

Sincerely, Douglas Ferry Asbestos Building Inspector EPA Cert #ACC-0316-6-027

Quantification at <0.25% by volume is possible with this method. (PC) Indicates Stratified Point Count Method performed. (PC-Trace) means that asbestos was detected but is not quantifiable under the Point Counting regimen. Analysis includes all distinct separable layers in accordance with EPA 600 Method. If not reported or otherwise noted, layer is either not present or the client has specifically requested that it not be analyzed (ex. analyze until positive instructions). Small asbestos fibers may be missed by PLM due to resolution limitations of the optical microscope. Therefore, PLM is not consistently reliable in detecting asbestos in non-friable organically bound (NOB) materials. Quantitative transmission electron microscopy (TEM) is currently the only method that can pronounce materials as non-asbestos containing.

Analytical Methodology Alternatives: Your initial request for analysis may not have accounted for recent advances in regulatory requirements or advances in technology that are routinely used in similar situations for other qualified projects. Recommendations for Vermiculite Analysis:

Several analytical protocols exist for the analysis of asbestos in vermiculite. These analytical approaches vary depending upon the nature of the vermiculite mineral being tested (e.g. un-processed gange, homogeneous exfoliated books of mica, or mixed mineral composites). Please contact your client representative for pricing and turnaround time options available.

iATL recommends initial testing using the EPA 600/R-93/116 method. This method is specifically designed for the analysis of asbestos in bulk building materials. It provides an acceptable starting point for primary screening of vermiculite for possible asbestos.

Results from this testing may be inconclusive. EPA suggests proceeding to a multi-tiered analysis involving wet separation techniques in conjunction with PLM and TEM gravimetric analysis (EPA 600/R-04/004).

Further information on this method and other vermiculite and asbestos issues can be found at the following: Agency for Toxic Substances and Disease Registry (ATSDR) www.atsdr.cdc.gov, United States Geological Survey (USGS) www.minerals.usgs.gov/minerals/, US EPA www.epa.gov/asbestos. The USEPA also has an informative brochure "Current Best Practices for Vermiculite Attic Insulation" EPA 747F03001 May 2003, that may assist the health and remediation professional.

The following is a summary of the analytical process outlines in the EPA 600/R-04/004 Method:

All results are based on the samples as received at the lab. iATL assumes that appropriate sampling methods have been used and that the data upon which these results are based have been accurately supplied by the client.

The "Gravimetrically Reduced Subsample" is the portion of the submitted sample remaining following the ashing and acid treatment processes.

TEM analysis occurs on this portion of the sample.

Final results are calculated to represent the sample as submitted. Results are verifiable for only those operations and analyses performed in the laboratory.

There may be some samples in this project that have a "NOTE:" associated with a sample result. We use added disclaimers or qualifiers to inform the client about something that requires further explanation. Here is a complete list with highlighted disclaimers pertinent to this project. For a full explanation of these and other disclaimers, please inquire at customerservice@iatl.com.

(1)Note: Sample not analyzed.

(2)Note: Sample not analyzed at request of client.

(3)Note: Sample analysis terminated. Clearance criteria exceeded (average >70.0 s/mm²). Set fails by AHERA 40 CFR 763.

(4)Note: Heavy loading (>0.1 s/cc) of non-asbestos particulate that might prohibit the required morphological, diffraction and elemental identification of asbestos. The absence of asbestos on the sample can not be concluded. Analysis for informational purposes only.

(5)Note: Heavy loading (>10% per grid opening) non-fibrous particulate. Sample analysis terminated. Clearance criteria exceeded (>10%). Sample voided by AHERA 40

CFR 763.

(5A)Note: Heavy loading (>25% per grid opening) non-fibrous particulate. Sample analysis terminated. Clearance criteria exceeded (>25%). Sample voided by NIOSH 7402.

(6)Note: Sample turbidity >1.0 NTU. Therefore MDL >> 0.1 MFL. Does not meet National Primary Drinking Water Standards.

(7)Note: Sample integrity compromised. Received sample cassette with top open (40 CFR 763 c-e).

(8)Note: Received sample cassettes with portion of filter missing. "PCM re-prep" (9)Note: Void - overloaded, unable to prep.

(10)Note: Void - filter damaged.

(11)Note: No volume supplied.

(12)Note: Heavy loading (>0.1 s/cc) of non-asbestos / non-fibrous particulate.

(13)Note: Method analytical sensitivity of <0.003 s/cc not attained due to volume of air sampled. NIOSH requires a minimum of 400L.

(13A)Note: Volume does not meet AHERA requirements.(<1188 L) (14)Note: Geometric Mean = 0.xxxx Structures/cc (15)Note: Samples received on 0.8 micron PCM filters. Samples must be submitted on 0.45 micron filter cassettes per AHERA guidelines (18)Note: *Results are for informational purposes only. Samples received on 0.8um PCM cassettes. Per AHERA 40 CFR 763 guidelines samples must be obtained on a 0.45um cassette.

(TEM NOB 1) Note: The above result represents only the analysis of NOB-residue submitted from the client.

(TEM NOB 2) Note: Insufficient material (<100mg) to verify results.
