About this file

This is a Questions and Answers document to a Sources Sought notice for domestically manufactured surgical lights (Solicitation 36C24126Q0709).

The VA seeks domestically manufactured surgical light systems compatible with a Philips Azurion 7 C12 Catalyst fluoroscopy system and specifically designed to work with Mavig PTZTS58E Portegra2 Set, Rail+Trolley suspension equipment and Mavig PORT2 Cable Spooler 250CM power system. All components including the lighthead, camera, extension arm, spring arm, external power supply, adapters, receiver, video cabling, mounting hardware, and remote-control equipment must be provided by a single contractor; the VA cannot split procurement between the contractor and OEM. The VA defines "domestically manufactured" to mean each principal component—surgical light, camera, remote-control unit, wireless receiver, suspension or adapter components, power supply, and cable system—must be manufactured in the United States. Acceptable documentation includes OEM country-of-manufacture certifications, brochures, or websites identifying country of origin or domestic manufacturing status.

The camera must meet specific technical requirements: HD resolution (1920 x 1080), 60Hz frame rate, 10-fold optical zoom with 16-fold digital zoom, 1 HDMI video output, 180-degree image rotation, autofocus capability, and remote control functions for rotation, zoom, focus, brightness, and power on/off. The wireless camera operates through a dedicated point-to-point receiver with no network connection required and no encryption or latency requirements. Installation labor allowance covers two field service engineers for 1.5 hours each, including external transformer installation, extension spring arm, lighthead and camera installation, camera signal receiver setup, and HDMI cable wiring to a wall port. Capability statements are due Saturday, August 15, 2026, at 4:30 p.m. prevailing Eastern Time.

Q&A TO SOURCES SOUGHT 36C24126Q0709

SURGICAL LIGHTS - DOMESTICALLY MANUFACTURED

1. How will the VA define “domestically manufactured” for this requirement? Must the surgical light, camera, remote-control unit, wireless receiver, suspension or adapter components, power supply, and cable system each be manufactured in the United States? Yes. This is VA’s definition of domestically manufactured items.

2. What documentation will the VA accept to establish domestic manufacture or country of origin—for example, an OEM country-of-manufacture certification identifying the manufacturing location of each principal component? Yes. OEM certification is acceptable; or any other verifiable source such as (brochures; OEM certifications; or websites that specifically identify the Country of Origin and/or websites that specifically state that the items are domestically manufactured).

3. Are the PTZTS58E Portegra2 set, rail, trolley, and PORT2 250-centimeter cable spooler presently installed, or will any of these components be installed or modified under the Philips fluoroscopy replacement project? These components will be installed under the Philips fluoroscopy replacement project.

4. Please confirm which components the contractor must furnish. In addition to the lighthead and camera, must the contractor provide an extension arm, spring arm, external power supply, adapters, receiver, video cabling, mounting hardware, and remote-control equipment? Correct – all of these components must be provided by the contractor.

5. Will the VA accept a domestically manufactured surgical-light system that requires an OEM-engineered adapter, replacement suspension arm, power supply modification, trolley modification, or partial replacement of the existing Portegra2 assembly, provided the resulting configuration is fully warranted and supported by both manufacturers? Yes, the VA would accept this, however, all items must be offered by the contractor. We cannot split these items between the contractor and the OEM. There must only be one order.

6. What is the exact model and configuration of the Philips fluoroscopy system with which the proposed light must be compatible? The fluoroscopy system is a Philips Azurion 7 C12 Catalyst. However, the light and extension spring arm must be compatible with the Mavig PTZTS58E Portegra2 Set,Rail+Trolley and Mavig PORT2 CABLE SPOOLER 250CM that is being provided by Philips in the fluoroscopy order.

7. Does “compatible” mean safe mechanical, electrical, electromagnetic, and operational coexistence in the same room, or must the light or camera integrate with Philips displays, controls, recording equipment, software, DICOM systems, or the VA network? “Compatible” means:

Extension spring arm must attach to Mavig PTZTS58E Portegra2 Set,Rail+Trolley

Light must be powered by Mavig PORT2 CABLE SPOOLER 250CM

8. Please identify the mandatory camera requirements, including minimum resolution, frame rate, optical zoom, video outputs, wireless protocol, receiver, encryption, latency, image rotation, autofocus, remote-control functions, and monitor or recording-system interfaces.
