Instructions Instructions Tab
Evaluated Price Summary Tab Instructions -
(1) Offeror shall make no inputs in this tab. Evaluated Price Summary tab automatically calculates the total evaluated price.
T&M and Labor Hour Rate Table Tab Instructions -
(1) In red shaded cell in row 2 the Offeror shall enter the name of the Prime Offeror.
(2) Each labor category specified by the Government must be addressed (i.e., no un-addressed labor categories). (3) For each labor category specified by the Government the Offeror shall enter hourly fully loaded labor rates (no more than two decimal places) for the Base Period and Option Periods (all red shaded cells). If loaded labor rates are entered with more than two decimal places, cells are formatted to be flagged and will be color shaded. Ensure all loaded labor rate cells are corrected so no color shading is remaining before submitting the proposal.
(4) The fully loaded labor rates proposed may be escalated for each period as deemed appropriate by the Offeror.
(5) The proposed fully loaded labor rates will be incorporated into any resultant contract, as binding, Not To Exceed (NTE) ceiling loaded labor rates. The proposed fully loaded labor rates will be used for the prime and all subcontractors/team members in performance of this contract.
T&M Labor Tab Instructions -
(1) Offeror shall make no inputs in this tab. T&M Labor tab automatically calculates the total Not-To-Exceed T&M labor price.
T&M Material & Handling Tab Instructions -
(1) The Offeror shall use the Government provided estimated Not To Exceed (NTE) Material amounts in row 4. (2) In the red shaded cells, Offeror shall either enter a Material Fixed Handling percentage (whole number and two decimal places; i.e. 5.35%) or 0.00% (if Offeror proposes no Material Fixed Handling costs). If Material Handling percentage is entered with more than two decimal places, cells are formatted to be flagged and will be color shaded. Ensure all Material Handling percentage cells are corrected so no color shading is remaining before submitting the proposal. If not included in the proposal, Material Fixed Handling will not be added during contract performance. (3) The proposed Material Fixed Handling rates will be incorporated into any resultant contract, as binding, Not To Exceed (NTE) ceiling rates. (4) Calculation of the Total Evaluated Price for the T&M Material & Material Fixed Handling will be done automatically based on the Material Fixed Handling rates entered by the Offeror.
Labor Hour Labor Tab Instructions -
(1) Offeror shall make no inputs in this tab. Labor Hour Labor tab automatically calculates the total Not-To-Exceed Labor Hour price.
FFP Priced CLINs Tab Instructions -
(1) The Offeror shall enter unit prices (in red shaded cells) for the Firm Fixed Price CLINs. Unit prices shall be entered with no more than two decimal places. If unit prices are entered with more than two decimal places, cells are formatted to be flagged and will be color shaded. Ensure all unit price cells are corrected so no color shading is remaining before submitting proposal.
VA MACM Platform Price Tab Instructions -
(1) The Offeror shall price its proposed VA MACM Platform based on commercial AWS pricing for evaluation purposes only. The Offeror shall provide an accounting of all cloud services, cloud service quantities and projected cost of cloud services based upon AWS Commercial pricing. Offerors shall use the AWS Commercial cost estimation tools found at: https://aws.amazon.com/aws-cost-management/. (2) Since AWS pricing fluctuates on a continuous basis, the Offeror shall identify on row 3 the date pricing was obtained from the AWS Tool and provide screen shots of the proposed prices out of the AWS estimating tool for the date the estimate was developed. (3) Since the proposed VA MACM Platform price is for evaluation purposes only, the price will not be included in the awarded contract value.
