R408 - OCAMES Program Support – Capital Project Activation Costs Initial Outfitting Activation and Transitioning Contract

Questions/Answers to Solicitation RFQ 36A77620Q0300

The purpose of this amendment is to answer questions Submitted for Solicitation: 36A77620Q0300 – Initial Outfitting, Transition, and Activation Contract RFQ R408 - OCAMS Program Support – Capital Project Activation Costs:

All other terms and conditions of the solicitation remain the same and in full force and effect.

1. In Section A of the PWS, General Information, 3 Scope of Work, 3rd Paragraph: A. Contractor shall provide ongoing support to develop reports, update project changes to the estimate, and/or presentations as needed by project, VISN or VHA for the term of this contract: How many projects will be going on at the same time. What volume of work do we need to plan to support.

Answer: There are 94 projects, some with more than one phase, within VA’s 17 different VISNs.

Requirements must be met for each project, as well as rolled up reports as requested. Funding needs are to be separated by appropriation, typically 3, plus VA Office of Information and Technology (OI&T).

2. In Section A of the PWS, General Information, 3 Scope of Work, 3rd Paragraph: B. The contractor shall also provide on-going support to Office of Capital Asset Management (OCAMS) and VISNs in maintaining and updating the database data/information to support an effective activation funding process, which will help ensure the tool is being evaluated with current data and information: Please clarify what is intended by maintaining and updating the database data/information? What volume of work do we need to plant to support? It would great to have that in manpower estimate format?

Answer: OCAMS utilizes a large spreadsheet for planning of activation funding per project, fiscal year, and appropriation. This spreadsheet is to be updated with current information from the facilities and data for out-years through Fiscal Year 2024 must be compiled. Current data needing update is through Fiscal Year 2022. The database includes information regarding project size, construction and other pertinent milestones, and historical and projected funding needs, by fiscal year. Funding data is provided by appropriation. All data must be updated.

3. In Section E of the PWS, 1 Security & Safety, 1.1 Position/Task Risk Designation Level(s): What's the highest position/risk designation level for this contract (Tier 1, Tier 2, Tier 3, etc.)?

Answer: The position risk designation level for this contract is Tier 1.

4. Are VA IOT&A support contractors excluded from providing a quote and competing for this solicitation?

Answer: VA IOT&A support contractors would be excluded from providing a quote and competing on any future VA IOT&A requirements in any capacity, as there would be an appearance of conflict of interest. Reference PWS Section A5.0 Confidentiality and Non- Disclosure, Paragraph 8 - The general rule is to strictly avoid any conflict of interest or even the appearance of a conflict of interest in VA/contractor relationships.

5. Is it correct to assume that this would require the contractor to develop/have an SEPS interface to import the data, and also the development of a tool to provide cost estimations with the ability to fine tune based on specific requirements vs generic requirements?

Answer: How a contractor accomplishes this task is at their discretion.
