About this file

This document is Amendment 03 to a solicitation for an in-vacuum undulator (BL18 IVU) issued by SLAC National Accelerator Laboratory, effective October 6, 2026, for solicitation number 367893. The amendment extends the offer receipt deadline to October 30, 2026 at 5:00 PM PST and incorporates technical responses to supplier clarification requests dated October 6, 2026.

The amendment clarifies key technical and programmatic requirements for the BL18 IVU, a specialized magnetic device. SLAC confirms acceptance of two magnetic design alternatives: a 22mm period design with up to 150 full-strength periods (K_max_eff = 2.20) or a 23mm period design with up to 144 full-strength periods (K_max_eff = 2.225), both achieving the required effective magnetic field. The complete undulator must fit within a longitudinal envelope of 3798.3 ± 2.0 mm. Regarding schedule, SLAC established an 18-month After Receipt of Order (ARO) requirement to support installation during the August 2028 accelerator shutdown, but will consider proposals up to 19 months ARO. The amendment confirms that foreign suppliers performing work outside the United States are exempt from Small Business Subcontracting Plan requirements. Additional clarifications address Cu-Ni foil specifications (minimum 65mm width required), vacuum component scope, PT100 temperature sensor acceptability with specific technical requirements, and magnetic field integral specifications with relaxed horizontal off-axis region limits to |X|< 2.0 cm. Ryan Enos, Sr. Subcontracts Administrator, serves as the point of contact for additional questions.

1 Section C Magnetics

a. If the magnetic field is calculated using the same magnetic structure as that employed for the BL17 IVU, the simulation results are as follows:

i. Beff = 0.996T @pole piece gap 6.3mm < spec. 1.07T. Are you seeing similar results in simulation?

ii. (Br = 1.24T)

The SSRL BL17 IVU design served as the starting point for the reference design that underpins the BL18 IVU specification (EN M927). The reference design assumes the BL17 IVU geometry with the following modifications: permanent magnet (PM) width = 80 mm, PM height = 40 mm, Br = 1.31 T, BL18 gap = 6.3 mm. For a 22mm period, Radia simulations indicate that this reference design achieves a K_max_eff = 2.20.

SLAC recognizes that the larger PM dimensions may present fabrication challenges and/or create difficulties meeting the requirements specified in section

6.3.12 of EN M927.

Accordingly, SLAC would also consider a design based on a 23 mm period. Radia simulations of a reference design with a BL17 IVU geometry except PM width = 64.85 mm, PM length = 7.9mm (23.0 mm period), Br = 1.24 T, and BL18 gap = 6.3 mm yield a K_max_eff = 2.225 (B_max_eff >= 1.024).

REFERENCE

QUESTION RESPONSE RFP ACTIONS

From SLAC's perspective, a key performance requirement is achieving K_max_eff >= 2.20 to ensure acceptable 1st to 3rd harmonic crossover. The deflection parameter in EN M927 Table 2 and associated text would not change if the period requirement were revised to 23 mm with concomitant reduction in number of periods.

2 Section C Length

a. If the design is based on the BL17 reference design, the overall length of BL18 would be as follows:

i. Modules: 22 x 151 = 3,322 mm

ii. End Modules: 22 x 2 = 44 mm

iii. End Blocks ( Magic Finger ): 20 x 2 = 40 mm

iv. RF-Taper+End Flange

Upper Stream: 180 mm

Down Steam: 222 mm

Total Length: 3808 mm > Spec. 3798.3 mm -> Although the resulting overall length would be longer than specified, we would like to know whether this would be considered acceptable.

The EN M927 specification assumes that minor redesign of the taper sections may be sufficient to accommodate 151 full periods at a 22 mm period length while maintaining compliance with the specified overall IVU length.

The key requirement is compliance with the specified longitudinal envelope of

3798.3 ± 2.0 mm. The complete IVU, including the magnetic structure, taper sections, and upstream/downstream interface regions, must fit within this envelope.

SLAC allows that the total number of full-strength periods listed in EN M927 Table 2 may be reduced from 151 to 150 for a 22 mm period magnet if necessary. For a 23 mm period design, the corresponding acceptable number of full-strength periods is 144.

3 Section F Schedule

You specified 18 months ARO. Is this firm?

The 18-month ARO requirement was established to support installation during SSRL’s scheduled accelerator shutdown beginning in August 2028 and to provide sufficient time for on-site inspection and installation preparation. SLAC would consider a delivery schedule of up to 19

Section F

REFERENCE

QUESTION RESPONSE RFP ACTIONS

months ARO as compliant, as this would still provide a narrow margin to meet this installation window. Please note that missing the August 2028 installation window would result in approximately a one-year delay, as the next suitable installation opportunity is currently planned for August 2029.

Proposals with delivery later than 19 months ARO may still be considered, but SLAC will make that determination only after reviewing all offers received.

Regardless of the proposed timeline, it is essential that the schedule is realistic and supported by the vendor’s available resources and commitments.

4 Section J Could you please confirm whether FAR 52.219-9, “Small Business Subcontracting Plan,” is applicable to our subcontract and whether we are required to complete and submit a Small Business Subcontracting Plan as indicated in Section J?

We are a foreign company, and based on the current scope of work, no services or performance will be carried out by us in the United States; our involvement is limited to the supply/delivery of the contracted items.

Based on our understanding of FAR 19.702, contracts performed entirely outside the United States and its outlying areas are exempt from the Small Business Subcontracting Plan requirement, irrespective of the applicable contract value threshold under FAR 19.708.

Could you please confirm whether this interpretation is correct and that we therefore are not required to complete or submit a Small Business Subcontracting Plan?

Your interpretation is correct - Small Business Subcontracting Plan is not required for foreign suppliers where work will be performed outside of the United States.

5 Geometry of Cu-Ni foil

In your specifications you state that the CuNi foil on top of the magnetic structure should have a width of 70mm and Cu-Layer thickness of 60 µm.

For all IVUs we have realized we used a Cu/Ni foil with slightly different dimensions: Is a deviating geometry (50mm wide 50µm Ni / 50µm Cu) acceptable?

The wake current sheet shall consist of 25-50 µm nickel with 50-70 µm copper on one side.

The sheet width should match the pole width, but shall have a minimum width of 65 mm.

The proposed geometry of 50 mm width with 50 µm Ni / 50 µm Cu is not acceptable due to the minimum width requirement.

The design shall prevent deformation of the wake current sheets that could reduce the nominal 6.13 mm vertical clear aperture (VCA) between opposing sheets and increase the risk of beam interception. The effective magnetic field (Bₑff) and effective deflection (Kₑff) parameters specified in Table 2 of the technical specification (M927) shall be achieved at the nominal 6.13 mm VCA or larger.

SLAC

Is our understanding correct?

7 Section C Thermo sensors?

Due to the significantly reduced complication of using the correct conductor and feedthrough material we always use PT100 instead of K-type or T-type sensors. Would this be acceptable?

PT100 resistance temperature detectors (RTDs) are acceptable in lieu of K-type or T-type thermocouples, provided the proposed design meets the functional and environmental requirements of the system.

If PT100 sensors are proposed, SLAC requires:

• Use of 3 or 4-wire PT100 sensors, with all conductors routed through the feedthrough to ensure measurement accuracy and minimize errors associated with lead resistance.

• Sensors, leads, feedthroughs, and all associated materials located within the vacuum envelope shall be compatible with the specified vacuum and bakeout requirements. The vendor shall provide a list of materials used within the vacuum system for review.

• Sensor accuracy shall meet IEC 60751 Class A or Class B requirements.

• Technical documentation shall be provided, including sensor datasheets, response-time specifications, sensor locations, and wiring/pinout drawings.

Proposed PT100-based solutions that satisfy the above requirements will be considered compliant.

8 Section C Could you please clarify the meaning of specifications in Table 2: Magnetic Requirements of RFP_Section_C_Attachment 01_M927 - BL18 IVU Tech Spec SoW.pdf .

For example, the limits for the vertical first field integral are specified as "<= 100 + 25|X|"

The vertical lines on either side of the variable “X” signify absolute value.

Requirement for the first field integral should be read as: “less than or equal to one hundred Gauss-centimeters plus twenty five

REFERENCE

in Gcm. This means that, for example at x = -

2.5 cm, integral needs to be below (100 + 25*2.5) Gcm = 162.5 Gcm, or the specifications means that at x = 0 cm integral needs to be below 100 Gcm and everywhere else integral needs to be below (100+25) = 125 Gcm. Same question applies to all specifications with |X|.

multiplied by the absolute value of the X position, in centimeters, from the magnetic center of the device where the field integral is being measured, in Gauss-centimeters.”

9 Section C The horizontal off-axis region for the field specifications is very large. Would it be possible to relax the region from |X|<2.5 cm to |X|< 2.0 cm.

The horizontal off-axis region specification can be relaxed to |X|< 2.0 cm with the understanding that there is no remaining margin for adjustment of this parameter and this specification must be met.
