About this file
This document is a Request for Proposal (RFP) issued by the Pennsylvania Department of Transportation (PennDOT) for an Automated Truck Mounted Attenuator (ATMA) System. The project involves retrofitting PennDOT vehicles with an autonomous vehicle system operating in a Leader/Follower configuration, where a human-driven "Leader Vehicle" is followed by a driverless "Follower Vehicle" in multi-vehicle operations. The contract includes comprehensive tasks such as system installation, training, testing, maintenance, and a 60-month warranty. Key deliverables include vehicle kits, training materials, test plans, system documentation, and ongoing technical support. The project will be implemented in Pennsylvania, with initial testing and installation planned at the PennDOT Fleet Management Garage in Harrisburg.
The proposal requires detailed technical submissions covering company qualifications, personnel experience, financial capabilities, and comprehensive project management plans. While specific pricing is not disclosed in the document, the contract includes provisions for monthly fixed-cost maintenance services and potential future expansion through an optional task for additional vehicle procurement. The RFP emphasizes safety, technological innovation, and comprehensive system testing, with requirements for detailed documentation, disaster recovery planning, and compliance with digital accessibility standards. Potential offerors must demonstrate significant experience in autonomous vehicle solutions and provide extensive documentation about their technical capabilities, security protocols, and operational continuity strategies.
