About this file
This document is a Request for Proposal (RFP) issued by the Pennsylvania Department of Transportation (PennDOT) for an Automated Truck Mounted Attenuator (ATMA) Hardware and Software project. The RFP seeks a contractor to retrofit a PennDOT vehicle with an ATMA system operated in a Leader/Follower configuration, with the first leader installation anticipated to be on a painting truck. The solicitation was released on 10 April 2025, with proposals due on 4/10/2025 at 4:30 PM EDT. The initial contract term is one year and six months, with potential renewal for two additional one-year terms. The project is part of PennDOT's efforts to enhance highway worker safety and is connected to the Automated Driving Systems (ADS) Demonstration project investigating automated vehicle integration in work zones.
The RFP includes comprehensive evaluation criteria, with 65% weight on technical factors, 35% on cost, and potential bonus points for domestic workforce utilization. There are no specific Small Diverse Business (SDB) or Veteran Business Enterprise (VBE) participation goals for this procurement, though bidders are encouraged to subcontract with such firms. The contract will be awarded to the responsible offeror with the highest overall score, and the selected contractor must perform at least 50% of the total contract value. Potential items that could impact PennDOT's transportation services include the ATMA's potential use in the ADS Demonstration and potential software/hardware updates through the American Association of State Highway and Transportation Officials (AASHTO).

1. Purpose. This request for proposals (RFP) provides information to enable potential Offerors to prepare and submit proposals for the Commonwealth of Pennsylvania's consideration.
2. Determination to use Competitive Sealed Proposal Method. The Commonwealth, through the issuing office, has determined that the competitive sealed proposals process is the most practical and advantageous method for awarding contracts to obtain the best value for the Commonwealth.
3. Issuing Office. The Department of Transportation (PennDOT) (“Issuing Office”) has issued this RFP on behalf of the Commonwealth. The sole point of contact in the Commonwealth for this RFP shall be the Contact listed above, who is the Issuing Officer for this RFP.
Please refer all inquiries to the Issuing Officer. Any violation of this condition may be cause for the Issuing Office to reject the offending Offeror's proposal.
Offerors must agree not to distribute any part of their proposals beyond the Issuing Office. An Offeror who shares information contained in its proposal with other Commonwealth personnel and/or competing Offeror may be disqualified.
4. Project Description. PennDOT currently utilizes Truck Mounted Attenuators (TMAs) to help ensure roadside worker safety during construction and maintenance activities. These specialized vehicles, equipped with impact-absorbing devices, are designed to reduce the severity of collisions involving errant vehicles that may enter work zones. TMAs are strategically positioned behind work crews, acting as a protective barrier to shield workers from potential accidents and minimize the risk of injuries.
PennDOT in an effort to enhance highway worker safety is seeking an automated upgrade to an existing TMA to make it an autonomous follower vehicle. PennDOT anticipates the first leader installation will be on a painting truck, but is subject to Department needs. Potential items that could impact the way PennDOT provides transportation services are:
1. The Automated Truck Mounted Attenuator (ATMA) will be used in the Automated Driving Systems (ADS) Demonstration if the system procurement is completed before the end of the ADS Demonstration project. The project is investigating how automated vehicles can be safely integrated into work zones. More information on this project can be found on the PennDOT website: https://www.penndot.pa.gov/ads.
2. ATMA efforts through American Association of State Highway and Transportation Officials (AASHTO) and/or the member states may result
Description https://www.penndot.pa.gov/ads in the changes in ATMA software/hardware updates that PennDOT may want to utilize for Pennsylvania.
ATMA efforts through American Association of State Highway and Transportation Officials (AASHTO) and/or the member states may result in the changes in ATMA software/hardware updates that PennDOT may want to utilize for Pennsylvania.
5. Type of Contract. If the Issuing Office enters into a contract as a result of this RFP, it will be a deliverable based with an established price and will contain the Contract Terms and Conditions attached to this RFP in the Buyer Attachments section.
6. Small Diverse Business (SDB), Veteran Business Enterprise (VBE) Participation, and PennDOT Diverse Business (DB) Program. The Issuing Office and the Department of General Services’ Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) has not set Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals for this procurement. This procurement is either under the $250,000 threshold for setting SDB and VBE Participation goals, or the Issuing Office and BDISBO have determined that the SDB and/or VBE participation opportunities for the scope of work for this procurement are de minimis.
There are no goals for Small Diverse Businesses (SDB) or Veteran Business Enterprise (VBE) on this solicitation, but bidders are encouraged to subcontract to SDB and VBE firms found at the following address: http://www.dgs.internet.state.pa.us/suppliersearch.

If you have any questions regarding the SDB/VBE programs, please contact BDISBO programs at GS-BDISBO@pa.gov or phone 717-783-3119. Please be aware, any change of subcontractor during the contract term must also be communicated to PennDOT as per the requirements of the Contract.
The Pennsylvania Department of Transportation’s (PennDOT's) Act 89 of 2013 Diverse Business (DB) Participation Program will also be included in this procurement. Please refer to section 29. PennDOT’s Act 89 Diverse Business (DB) Participation Program in this RFP Description.

Diverse Business (DB) subcontractors. A list of the requirements constituting good faith efforts and all other additional information concerning DB participation in this contract is contained in RFP Questions Group 1.4:
PennDOT’s Act 89 Diverse Business Participation Program.
Any subcontractors meeting the Diverse Business requirements, who have NOT received a verification determination from PennDOT's Bureau of Workforce and Business Opportunity (BWBO), should visit BWBO's Diverse Business website (https://www.pa.gov/agencies/penndot/about-penndot/equal-opportunity-equity/diverse-business-db-program.html) to complete a Non-ECMS Diverse Business Verification (EO-386). The Issuing Office will rank responsible Offerors according to the total overall score assigned to each in descending order. The Issuing Office must select for contract negotiations the Offeror with the highest overall score. The Issuing Office has the discretion to reject all proposals or cancel the request for proposals at any time prior to the time a contract is fully executed when it is in the best interests of the Commonwealth.
