About this file
This document is a Questions and Answers (Q&A) file for a U.S. Coast Guard carpet tile replacement project at Building 10 on Coast Guard Island in Alameda, California. The project involves replacing carpet tiles in four affected spaces within a mobile trailer structure with a raised floor, with work anticipated to occur in 2-3 phases over a 60-day period of performance.
Key project requirements include: the existing carpet tiles (secured with glue) must be removed and replaced with comparable carpet tiles meeting the government's preference for a textured dark blue, closed-loop carpet of at least equal quality to the provided sample; cove base in Navy Blue or Black; carpet tiles installed monolithically in series and one direction (with flexibility for contractor recommendation based on selected color/pattern); and subfloor preparation following industry standards. The Coast Guard will remove all personal items and computers prior to work commencing. No asbestos or lead-based materials are present. The structure has a raised floor with no prior moisture or floor-flatness testing conducted. A false wall divider may require disassembly and reinstallation at the contractor's responsibility if needed for carpet installation. Contractor crews require Real ID-compliant base access requests submitted 72 hours prior to entry, with background checks included in that timeframe; constant supervision is not required once crew members are on the access list. Work must occur during specified hours, with any outside-hour work requiring Coast Guard preapproval. Photographs of the four affected spaces will be provided by the government.

Questions and Answers
1. The exact product listed in the specifications has been discontinued; however, the manufacturer has indicated they can still supply it with an approximate 9-week lead time. how you would prefer us to proceed: Proceed with the original specified product with the extended lead time, or Provide a comparable alternative that meets the project requirements and can be delivered within a shorter timeframe?
Answer: We are aware the exact product (print) is discontinued – we provided the color to say we would like a similar color and quality. Please provide a comparable alternative for the shorter timeframe.
2. Please confirm whether any additional finishes or materials exist beneath the existing carpet? The Scope of Work references “subfloor preparation,” but no specific requirements or standards are provided.
Answer: The carpet is currently secured with glue. Subfloor preparation would include any required cleanup steps to prepare to lay the matrix as required to install the new carpet per industry standards. There MAY not actually be any work required for this step.
3. Please confirm the type of existing carpet (e.g., roll carpet or carpet tile)?
Answer: Carpet Tile.
4. Please clarify the anticipated phasing of the work. We have assumed the project will be completed in 2–3 phases, subject to confirmation and coordination with the Owner.
Answer: The Coast Guard also anticipates 2-3 phases but the exact schedule shall be based on the recommendation and means/methods of the contractor. This can be coordinated between the government and the awarded contractor once an contract is awarded.
5. Please confirm the specified color of the cove base?
Answer: Navy Blue or Black.
6. Please confirm monolithic placement of carpet. We assume carpet tiles will be installed in series and all in 1 direction.
Answer: Your assumption is acceptable. The Coast Guard will also be open to the recommendation of the contactor based on the color/pattern selected.
7. Please confirm USCG is to move all personal items from areas of work i.e.
computers, paperwork, etc.?
Answer: Yes, the Coast Guard will remove all personal items and computers by phase prior to work commencing. Please notify the COR if items are missed that will hinder the ability to perform contracted duties.
8. Please advise if any hazardous materials (such as asbestos-containing materials in existing mastic or carpet backing) are present. If testing has been performed, please provide all available reports and documentation.
Answer: No asbestos or lead based materials are present.
9. Please provide details regarding the existing false wall divider, including whether it requires full disassembly and reinstallation, or if it can be relocated as a complete unit?
Answer: Accomplishing this task is dependent on the means and methods of the contractor. If the carpet cannot be installed with the wall remaining in place the contractor is responsible for disassembling and reinstalling the wall divider.
10. Could you provide photographs of each of the four spaces aƯected, including the entry area where the false-wall divider is to be temporarily removed and reinstalled?
Answer: Pictures shall be provided.
11. Could you confirm the existing subfloor type beneath the carpet tiles in each aƯected space (e.g., concrete slab, raised floor, VCT-over-concrete) and indicate whether any moisture or floor-flatness testing has been conducted?
Answer: The structure is a mobile trailer with a raised floor. There has not been any moisture or floor flatness tests.
12. Are there any access restrictions, restricted hours, or required night/weekend work windows during the 60-day period of performance to accommodate ongoing operations or adhesive cure times?
Answer: Refer to the scope of work. Any work outside of the specified hours requires request and preapproval from the Coast Guard.
13. For our installer crew, please confirm: a. Expected turnaround time for Real ID-compliant base access requests on Coast Guard Island; b. NCIC background-check submission process and timeline; and c. Any escort, sponsor, or supervision requirements during work hours.
Answer: Per the instructions in the Statement of Work and HSAR you need to provide access request for each member 72 hours before requested entry – any required background checks are included in this time. Once on the access list constant supervision or escort is not required – the Coast Guard will check in on progress and quality throughout project performance.
14. Is there are any specific brand, performance, or color requirements we should follow when submitting carpet tile material options for approval?
Answer: Per the Statement of Work, the government prefers a textured dark blue carpet aesthetic. Carpet should be closed loop and at least equal quality to the sample provided.
15. Do you have a street address for Building 10?
Answer: Building 10 is on Coast Guard Island in Alameda, CA at the intersection of Eagle Road and McCulloch Drive.
