About this file
This is an Evaluation Criteria document for Williamson County, Texas, regarding the 26RFSQ28 PLAE Pool solicitation for planning, landscape architecture, architectural, and engineering (PLAE) design services. The County seeks qualified professionals to provide planning, landscaping, architectural, and engineering design services along with associated construction administration for various projects including remodeling and new construction. The solicitation establishes an Indefinite Delivery/Indefinite Quantity (IDIQ) design services contract pool under Texas Government Code Chapter 2254 Subchapter A. Respondents must meet all mandatory requirements to be considered for scoring. The evaluation process will be conducted by a County-appointed Evaluation Committee composed of County staff with relevant expertise, and communications regarding evaluation shall occur only through the Williamson County Purchasing Department.
The evaluation uses a 100-point grading system based on four primary criteria: Relevant Experience and Past Performance with Government Agencies (30 points), Process/Methodology (30 points), Project Manager Professional Experience (20 points), and Technical Capacity for Self-Performing Services (20 points). Top-qualified respondents meeting all requirements may be invited for telephone or in-person interviews with the Evaluation Committee, and the County may request Best and Final Offers from interviewed respondents. Selected respondents will be placed in the PLAE pool for future project consideration. When project needs arise, the County will select the most qualified candidate from the pool to begin negotiations; if negotiations are successful, the recommendation proceeds to the Williamson County Commissioners Court for final approval and award. All awards remain subject to Commissioners Court final approval.
