About this file
This is an evaluation and scoring criteria document for Mountain Line's RFP 2027-100, related to an Arizona state and local contract opportunity for CEO and General Manager Executive Recruitment. The document outlines the evaluation methodology that will be applied to assess responsive proposals submitted for the leadership transition engagement.
The scoring criteria allocate 100 total points across four weighted categories: Method of Approach (30 points), Experience of Firm/Executives (20 points), Transit Industry Experience (10 points), and Pricing (40 points). Evaluators will assign scores using a six-point rating scale ranging from 0 (Unacceptable) to 5 (Excellent), with detailed descriptors for each rating level. A response rated as Unacceptable indicates non-compliance or failure to address requirements with no demonstrated value, while a rating of Excellent demonstrates full compliance with all requirement aspects, exceptional detail, and performance exceeding expectations. Ratings between these extremes correspond to Poor, Fair, Satisfactory, and Good responses, each with specific criteria for evaluation of proposal adequacy, completeness, and strength relative to minimum requirements.
