Contractors must provide evidence of related experience, past performance on PHA or other public agency contracts, demonstrated understanding of PHA needs, capacity and staffing to deliver services, and evidence of minimum participation goals including MBE/WBE and Section 3 status. The contractor is responsible for identifying appropriate safety anchoring points, conducting visual inspections, confirming water source availability, ensuring proper cleanup of frames and sills, and maintaining a site-specific logbook documenting date, time, weather conditions, damage observations, and maintenance recommendations. All work must comply with OSHA standards and federal, state, and local laws. The contractor bears liability for any damage to windows or buildings and must use only soft brushes, microfiber tools, deionized or distilled water, and non-abrasive eco-friendly cleaning agents, with pressure washers and harsh chemicals prohibited.

SCOPE OF WORK

FOR

HIGH-RISE AND LOW-RISE WINDOW WASHING AND SOLAR PANEL CLEANING SERVICES

SOLICITATION NUMBER P-005456

The contract will be for a qualified contractor to thoroughly and professionally clean all perimeter windows on the exterior surfaces of various high-rise and low-rise PHA and PAPMC buildings, as well as solar panel arrays for designated sites. PHA encourages offerors to visit the sites to ascertain the required volume of work, prior to submitting a proposal. PHA has indicated its best estimate of need, but cannot guarantee any level of work beyond the Guaranteed Minimum purchase. The award of a contract does not warrant assignment of a PO and work. PHA preserves the right to award one site, multiple sites or no work at all under this contract. Other PHA locations/sites not listed below may be added during the term of the contract.

Scope of Work – High-Rise and Low-Rise Window Washing Services, and Solar Panel Cleaning Services

1. PHA Responsibilities:

a. PHA will work with vendor to remove and replace window screens in high-rise units and conduct any necessary related maintenance to windows or solar arrays;

b. PHA will provide a point of contact for each site;
2. Contractor Responsibilities:

a. It is expected that the services to be supplied by the Contractor will include, but not necessarily be limited to:

(i) Conduct a visual inspection of all and any windows and solar array(s) at designated sites;

(ii) Identify any access limitations, safety hazards, or pre-existing damage;

(iii) Confirm water source availability and environmental restrictions (e.g. runoff control).

(iv) Windows and solar panels shall be washed clean and free of streaks, smears, and visible soap residue;

(v) Accumulated dirt, dust, paint specs, bird droppings, pollen or other foreign debris must be scraped from windows and removed solar panels;

(vi) Frames shall be scrubbed or vacuumed to remove all dried dirt, insects, debris, and other materials;

(vii) Window sills shall be washed clean and all drippings wiped dry;

(viii) Contractor is responsible to determine the appropriate anchoring points that meet all require coding and safety requirements.

b. Meetings with PHA

(i) Appointments for window washing will be conducted through the Site Manager’s Office at high-rise and low-rise PHA locations within the City of Philadelphia.

(ii) The contractor will meet points of contact establishing lines of communication with PHA staff assigned to the project.

c. Safety

(i) Window and/ or solar panel washers will close off area(s) and post signs indicating the area(s) are closed to pedestrian traffic when working traveled walkways or any area(s) where people might cross below workers;

(ii) Signs should indicate that work is being done above;

(iii) Contractor shall provide safety cones and signs;

(iv) Contractor employees will utilize PPE (Personal Protective Equipment) as required;

(v) Contractor employees will follow all fall protection procedures;

(vi) Contractor will ensure that electrical components are not exposed to water; and

(vii) All work shall be performed in a professional manner and in compliance with all federal, state, and local laws and codes, including but not limited to applicable standards and/or regulations set forth by the Occupational Safety and Health Administration (OSHA).

d. Prices

(i) Offerors will provide prices on a per site unit basis. Within the unit price will include but may not be limited to all material, labor, supervision, equipment, tools, supplies, transportation, support services, insurance, etc. Prices offered in each successive Contract period will not exceed three percent (3%) increase over the prior years’ offered pricing or the rate of change in the CPI (based on the rate issued and effective by the BLS 90 days prior to the expiration of the current Contract period), whichever is less.

e. Schedule

(i) Work is to be performed on a scheduled basis, subject to the approval by PHA: one time cleaning, or recurring schedule (e.g. quarterly, bi-annually, annually) per site requirements;

(ii) Window and solar array washing are to be performed during daylight hours;

(iii) Before commencing work, a site, specific logbook is to be created by the Contractor, which should include date and time of service, weather conditions, observations of damage or issues, recommendations for maintenance for follow-up services;

(iv) The Contractor must sign-in upon arrival and sign-out on departure in the Site Manager’s office; and

(v) The Site Manager, Site Superintendent, Site Foreman or a designated PHA employee must sign-off on the work completed in order to verify the work was satisfactorily done according to the requirements in the Statement of Work.

f. Materials and Supplies

(i) To avoid causing damage, Contractor will use only the following tools and materials in the course of cleaning: soft brushes or microfiber tools, deionized or distilled water (to prevent mineral deposits), non-abrasive, eco-friendly, and approved cleaning agents;

(ii) Contractor will avoid use of pressure washers or harsh chemicals; and

(iii) Contractor will provide everything necessary to perform all obligations under this Contract which includes but may not be limited to all materials, labor, supervision, equipment, tools, supplies, transportation, support services, and insurance, etc.

g. Employees

(i) The Contractor shall assign only competent personnel in sufficient number(s) to perform the required services efficiently and in a manner satisfactory to PHA. If the Contract Administrator or designee notifies the Contractor in writing that any person assigned to perform work under this Contract is incompetent, disorderly, or otherwise unsatisfactory as determined by PHA, such person shall not again be assigned in the execution of this Contract without the written consent of the Contract Administrator. The Contractor will be held responsible for the actions of its employees while on/in PHA premises.

h. Supervision

(i) The Contractor agrees to work closely with the PHA to ensure proper management of the work. Contractor must ensure effective supervision and work with the PHA to proactively resolve any potential service issues.

i. Condition and Care of Property and Protection of the work

(i) The contractor shall continuously maintain adequate protection of all work covered by the Contract from damage or loss, and shall make good any such damage, or loss;

(ii) Contractor is liable for any damage to windows or buildings; and

(iii) Contractor must notify the Site Manager of any existing deterioration in window sills or frames.

j. Exclusions

(i) Repair or replacement of damaged panels or components;
(ii) Vegetation removal around the panels;
(iii) Snow or ice removal; and

(iv) Electrical diagnostics or maintenance.

3. Proposal Submissions

a. In order to be considered responsive, all offerors shall submit the following with his/her proposal, at a minimum:

(i) Related experience demonstrating ability to provide required services, labor, and supervision. Evidence of proven ability to complete specified work/tasks as required.

(ii) Past performance on PHA or other public agency or similar contracts in terms of quality of work and adherence to schedules to be verified in part from references provided.

(iii) Offeror’s understanding of the needs of PHA, the nature and scope of services involved as demonstrated by the completeness/conciseness of offeror’s response.

(iv) Ability and capacity to deliver the services specified in the Statement of Work including but not limited to staffing, tools, equipment, management systems, etc.; and

(v) Evidence of minimum participation goals i.e. MBE/WBE and Section 3 Status.
