About this file

This document provides stability and loading information for the dredge Wheeler to support a solicitation for emergency drydock services. The solicitation seeks drydocking and repair services for the dredge and is issued by the U.S. Army Corps of Engineers Engineering District New Orleans. The stability booklet contains hydrostatic properties, tank capacities, loading calculations and other vessel data to allow calculation of trim, stability and drafts under various loading conditions. It outlines operating restrictions and procedures to ensure damage stability and intact stability criteria are met. The booklet supports operation of the dredge and assessment of repair work requirements.

GENERAL NOTES

1. The longitudinal reference plane is the vessel’s forward perpendicular (FP) where aft is positive, unless otherwise noted, then the reference plane is midship where AFT is positive and FWD is negative.

2. The vertical reference plane is the vessel’s baseline (BL) which is 0.06’ above the bottom of the keel.

3. The transverse reference plane is the vessel’s centerline (CL) where port is positive and STBD is negative.

4. Midship is located 1’-0” forward of frame 82.

5. The calculations for determining the available GM and drafts are based on the results of a stability test conducted on 5 August 2013 under the supervision of the American Bureau of Shipping.

6. The vessel is a seagoing trailer suction hopper dredge, with dragarms port and STBD, and with an additional dragarm arranged in a well on the centerline of the vessel.

7. 200 LT with a VCG of 43’ ABL, an LCG 147.70’ aft of FP, and a TCG on CL have been removed from the as-inclined weight (Condition

0) to determine the lightship weight (Condition 1) in the incline report (Reference No. (7)) and is to be permanently identified on each loading condition. This was done so as to keep the loading condition format consistent with the previous stability booklet (Reference No.

(10)).

OPERATING INSTRUCTIONS

1. The accompanying data has been prepared to permit a quick and reliable estimate of the trim, stability and drafts of the vessel under various conditions of loading.

2. The data contained herein, in conjunction with the diagram of displacement and other curves furnished for the vessel, will provide the master with sufficient information to determine the available GM and freeboard for any condition of loading or operation of the vessel.

3. The sample loading conditions presented herein portray possible conditions of loading. Actual loading cases will of course have different levels of tankage.

4. All cross section values between all port and starboard tanks must always be closed except when actually being utilized for the designated function.

5. While ballasting and/or discharging cargo, good standard seaman ship practice should be observed at all times. For example, if ballast is being added, double bottom tanks should be filled before wing or cofferdam tanks. Also, while ballasting, the rate of ballasting must not exceed the rate of cargo discharge.

6. During the ballasting, a reduction in the vessel's GM, due to slack free surface, will occur until the tank is pressed up. This temporary loss in GM (in feet) is equal to the salt water free surface of the tank divided by the vessel's displacement (in long tons) at that particular moment. (See Pages 7 and 8 for free surface values). Tanks required to be ballasted with salt water shall be immediately filled and carried, pressed up at all times while such ballast is necessary. When not ballasted, such tanks shall be kept pumped to minimum content at all times. If ballast is carried slack, slack free surface values are to be taken from Page 7 and 8 and should be entered on the loading forms.

7. For available GM calculation purposes, the maximum free surface moment for each tank should be used from Pages 7 and 8. The GM correction for liquid free surface should be taken into account, not only for any slack tanks, but also, for any tank filled with a consumable which may be depleted in route. A free surface correction need not be made for any tank which is pressed up and will remain pressed up throughout the entire route.

8. The damage stability of the vessel has been investigated in Reference No. 5. The following operating restrictions must be observed to ensure acceptable damage stability.

(A) The specific gravity of the spoil must not exceed 2.00.

(B) The VCG of the vessel (corrected for free surface) must not exceed 27.75' at the full load draft of 29.5'

(C) The watertight door openings in bulkhead No. 57 and the upper deck access trunk hatches will be ordered padlocked closed, and so logged by the master when the dredge is underway to eliminate the possibility of the doors and hatches becoming downflooding points in the event of damage.

9. The vessel will meet intact required GM based on U.S. Coast Guard Weather Criteria at all operating drafts, provided that the Available

Intact GM is always greater than that required by Reference No. (5).

10. All scantlings for the Hopper Area are based upon a maximum specific gravity of 1.50 for spoils with a corresponding head at 45.0' above baseline, resulting in a maximum allowable load of 8867.23 L. Tons of spoils in the Hopper. Heavier spoils may be carried at lower levels, which correspond to the same load being imposed on the structure. See Reference No. (9).

PROCEDURE FOR CALCULATIONS

1. In calculating the vessel's trim and stability for any condition of loading, the detailed weights in each category of loading such as cargo, fuel oil, lube oil, fresh water and ballast are entered in the loading form Pages 17-20. In addition, the vertical center of gravity and free surface moment (if applicable) are entered. The vertical center of gravity for a partially filled tank may be found in Reference 2 and 3.

Longitudinal and transverse centers are provided on the form. If a tank is not pressed up, enter the free surface moment obtained from

Pages 7 and 8. The free surface moment for the hopper may be obtained from the curve on Page 13 at the appropriate operating level.

2. Each category is then summed to obtain weight, vertical moment, longitudinal moment, transverse moment and free surface (moment is the product of weight and center of gravity distance).

3. Enter the loading form summary, Page 17, with each category's summation of weight, moment, and free surface. The weight and moments for lightship are provided. The weights and moments for crew & effects, stores and spares must then be entered.

4. Sum the weights, moments and free surface for all categories of loading. The summation of the weights is the vessel's displacement.

Dividing each moment by the displacement equals the center of gravity with respect to the three reference lines (forward perpendicular

(FP), baseline (BL), and centerline (CL)).

5. From the table of hydrostatic properties, Page 11, enter the graph at the vessel's displacement and read off the values listed at the bottom of the loading form summary, Page 17. Note that the values read from the graph for LCB and LCF must be converted to distances from the forward perpendicular by adding 192.00’.

6. The vertical center of gravity is the sum of the VCG above baseline plus the keel plate thickness.

7. The free surface correction accounts for the virtual rise in the center of gravity due to internal free fluid.

8. The available GM is then equal to KM minus the sum of KG plus free surface. The available GM must always be greater than the required GM obtained from the curve on Page 12.

9. The trim of the vessel, over the perpendicular, is a function of the distance between the LCG and LCB, the displacement and the moment to trim one inch. If the LCG is further AFT than the LCB (positive trim), the trim will be by the stern. If the LCG is further forward than the LCB (negative trim), the trim will be by the head. Also, note that the MT1" is based upon assumed KG of 20.0'. If the calculated

KG is not 20.0' or close thereto, and a more accurate determination of trim is required, the actual MT1" may be found by the formula

MT1" = [displacement x GML /(12 x 384.0')]. To find the value of GML, enter the hydrostatic curves, Reference 4, at the appropriate draft and find KM L minus KG.

10. The list of the vessel in degrees is equal to (transverse moment x 57.3 divided by the product of displacement x GMA). Also the list of the vessel in degrees is equal to the (transverse moment divided by the ML1°). A positive list is to port. If it is desired to know the difference in drafts at midship, divided by the product of the transverse moment and the ML1". Note that this quotient is the total difference in PORT and STBD midship drafts in inches.
