About this file
This is an evaluation criteria scorecard for a Request for Response (RFR) issued by the Massachusetts Department of Elementary and Secondary Education (DESE) for Problem Resolution System (PRS) complaint resolution assistance (Solicitation 27SEPRLS3, COMMBUYS Document #BD-27-1026-DOE02-DOE01-133339). The solicitation seeks a vendor to provide temporary support to the PRS by investigating state complaints received from intake to resolution under DESE oversight. Bidders must meet two required qualifications: extensive knowledge of the Individuals with Disabilities Education Act (IDEA) and other special education laws, regulations, and guidance, and demonstrated experience conducting investigations of complaints as an impartial decisionmaker. All responses will be evaluated using a standardized scoring rubric that assesses qualifications from non-responsive through outstanding, with point values ranging from 0 to 5 points based on the level of evidence provided in application materials.
The evaluation scorecard allocates 100 total points across six scoring categories weighted by multipliers. Additional evaluation criteria include ten preferred qualifications related to IDEA compliance analysis, complaint investigation experience, written and verbal communication abilities, and confidentiality management (2 points each); detailed cost proposals for each fiscal year within maximum funding limits reflecting on-demand complaint investigation plans (4-point multiplier, 20 points maximum); detailed service descriptions demonstrating capability to handle complaint volume in accordance with state and federal laws and PRS procedures (6-point multiplier, 30 points maximum); staff overview documentation detailing education and training on IDEA and federal requirements (4-point multiplier, 20 points maximum); conflict-of-interest confirmation regarding Massachusetts Local Educational Agencies (2-point multiplier, 10 points maximum); and evidence of activities addressing racial inequities with specific examples of culturally responsive and anti-racist service offerings (2-point multiplier, 10 points maximum).
