Attachment A - Problem Resolution System Complaint Resolution Assistance

This attachment document supports a Request for Response (RFR) issued by the Massachusetts Department of Elementary and Secondary Education (DESE) for temporary vendor support to the Problem Resolution System (PRS) Office. The vendor will be responsible for investigating state complaints received by PRS, managing cases from intake through resolution under DESE oversight. The scope of work requires the vendor to handle complaint investigations, maintain documentation, communicate with complainants and respondents, prepare written findings, and support the PRS Office in meeting statutory timelines for complaint resolution. The contract term and specific deliverable quantities are established within the broader RFR parameters, with the vendor operating as an extension of DESE's complaint resolution capacity during a period of temporary staffing need.

The engagement is structured as a time-and-materials or service-based contract in which the vendor provides professional investigative and administrative support services. Pricing terms, specific funding amounts, and renewal options are detailed in the primary RFR documentation. The vendor must comply with all Massachusetts procurement regulations, DESE policies, and applicable education law governing complaint procedures. This attachment clarifies the roles, responsibilities, and procedural requirements the selected vendor must follow when executing investigations and preparing complaint resolutions on behalf of DESE.
