Overview
Background The ReadOhio Coaching initiative began in 2023 in support of one of the Department of Education and Workforce’s (“DEW”) agency goals to increase student achievement through improved language and literacy outcomes for students. Through this statewide program, coaches, employed by Educational Service Centers (ESCs) and directed by the DEW, were deployed to high-need schools statewide to implement Ohio’s Literacy Coaching Model (Ohio’s Model for Instructional Coaching for Literacy and Ohio's Plan to Raise Literacy Achievement) and supported the use of high-quality instructional materials.
JUSTIFICATION
The Governor’s proposed biennial budget includes funding to support the implementation of Ohio’s literacy coaching model.
DEW seeks to expand and sustain regional capacity for the implementation of Ohio’s coaching model to align with the Department’s strategic focus on literacy and the investment through the proposed biennial budget to improve literacy outcomes in the lowest performing schools. Regional Literacy Coaching Coordinators will directly support the statewide literacy initiatives focused on coaching, professional learning, systems building, and the implementation of high-quality instructional materials. Individuals tasked with facilitating these activities will provide direct oversight, support, technical assistance, coaching, and professional learning to literacy coaches. DEW seeks to identify approximately five Regional Literacy Coaching Coordinators.
Prospective Offeror(s) must demonstrate capacity to recruit, hire, support, and retain local literacy coaches to perform work under the direction of the DEW.
OBJECTIVE
Selected offeror(s) will support the implementation of Ohio’s literacy coaching model at the regional and local level by recruiting, hiring, and managing a coaching coordinator and literacy coaches to support school districts, STEM, and community schools with the lowest rates of literacy proficiency in the state to improve literacy outcomes at the direction of
DEW.
The purpose of this initiative is to ensure that all schools receive the necessary literacy support to raise student outcomes. During the contract term, the work of the Regional Literacy Coaching Coordinators and Literacy coaches will not be limited to only the community schools or districts currently purchasing (receiving) services from the selected Offeror they are supervised by. These coordinators and coaches will help build the capacity of the regional entities to effectively support sustainable literacy practices. DEW shall determine which schools and districts will receive support by each selected Offeror, and they shall not be limited to only those they are currently providing services to.
