About this file

This Addendum #2 document pertains to the Method Community Park Improvements project managed by the City of Raleigh, North Carolina, with bid number 274-FY2027-CM-P03. The project encompasses comprehensive restoration and improvements to historic buildings and site amenities at Method Community Park located at 514 Method Road, Raleigh, NC 27607. The scope includes exterior restoration of the Pioneers Building and O'Kelly/White Community Center, construction of a new approximately 430 square-foot Amenity Building, installation of a splash pad with associated mechanical systems, site improvements including a new playground, parking lot enhancements, and public art installations. A second pre-bid meeting was held on August 18, 2026 at the Pioneers Building. Sealed bids are due September 2, 2026 at 3:00 p.m. at the Pioneers Building Multipurpose Room. The contract duration extends 455 calendar days to substantial completion with an additional 94 calendar days for final completion. Bids must be held for 120 days following submission.

The addendum clarifies critical project specifications through Questions and Answers section, including resolution of discrepancies in splash pad feature quantities, confirmation that aquatic mechanical systems are included in the pool contractor's scope with MEP coordination, and confirmation that wet sprinkler systems are excluded from base bid scope. Architectural revisions include bi-weekly progress meetings per specification 013100. Certificate of Appropriateness approvals have been obtained from the Raleigh Historic Development Commission with blue COA placards received. Key conditions require submission and approval of specifications for hollow metal doors, skylights, standing seam metal panels, storefront assemblies, and exterior lighting prior to placard issuance. Subcontractors performing historic work must demonstrate 10 years of documented experience in historic preservation projects. The project is located within the Berry O'Kelly Historic District and must comply with the Secretary of the Interior's Standards for Rehabilitation. CAD files are available to bidding contractors upon request from Katelyn Ottaway at the architecture firm.

QUESTIONS AND ANSWERS

1. QUESTION: For the brick replacement, the note indicates (on multiple pages) to replace any brick with certain amount of cracking, etc. Is this covered by the brick restoration allowance, or are we covering brick outside of that allowance?

a. RESPONSE: Replacement should be covered by the allowance, with unit pricing for replacement of additional cracked brick. All cracks requiring replacement should be documented by the contractor.

Project: Method Community Park Improvements

274-FY2027-CM-P03

Date: August 24, 2024 Comm #: 10350

Prepared by: Katelyn Ottaway, AIA

2. QUESTION: Similar to above, are we repointing the entire building for mortar point up, or only certain areas? How do we quantify the amount, there is no allowance for this item.

a. RESPONSE: The intent is for 100% repointing of the Pioneers building and 25% repointing of the O’Kelly/White Center using appropriate mortar.

3. QUESTION: Clarification of Splash Pad Feature Quantities - a discrepancy has been identified between the quantities shown on the Splash Pad Layout (SP-1) and the quantities listed in the Features List (SP-2). Accurate counts are required for both procurement of specialized equipment and the layout of the underground piping manifold.

Specific Discrepancies Noted:

SP-2 - Splash Pad Features List & General Specifications

Feature SP-1 (Layout Count) SP-2 (Features List)

Cylinder Spray 1 EA 3 EA

Foaming Geyser 2 EA 3 EA

Sparkles 2 EA 3 EA

Please clarify the intended final quantity for each of the features listed above. If the higher quantities on SP-2 are correct, please provide an updated layout showing the locations for the additional features and their corresponding piping connections.

Reference Drawings:

SP-1 - Splash Pad Layout

11. Integration with the splash pad spray features and controls.

a. RESPONSE: Yes, items 1 through 10 should be included in the Pool Contractors Scope of Work. Materials and installation.

a. RESPONSE: The correct descriptions and quantities are as follows:

i. Qty (2) Play Safe Drains VOR 1004

ii. Qty (1) Spraylink Tunnel VOR 3054

iii. Qty (5) Jet Stream #2 VOR 0325

iv. Qty (1) Cylinder Spray VOR 0307

v. Qty (3) Foaming Geyser #2 VOR 8084

vi. Qty (3) Sparkle #1 VOR 0324

vii. Qty (1) Foot Activator

4. QUESTION: Clarification of Aquatic Features, Pumps, and Water Treatment System Scope and Specifications – The Contract Documents indicate the inclusion of a splash pad within the Method Community Park Improvements Project. However, it is unclear whether the scope of work includes the complete aquatic mechanical systems required to support the splash pad, including pumps, filtration equipment, water treatment systems, controls, and associated appurtenances. The available bid documents do not clearly identify the extent of aquatic mechanical equipment to be furnished and installed. Request for Clarification.

Please confirm whether the following items are included in the Project scope:

1. Splash pad circulation pumps.

2. Booster pumps.

3. Filtration system(s).

4. UV sanitation system.

5. Chemical treatment/feed systems.

6. Water quality monitoring equipment.

7. Automated control panel and programming.

8. Balance tank and associated controls.

9. Water treatment piping and valves.

10. Startup, testing, commissioning, and operator training.

b. Mechanical ventilation, sanitary and freshwater connections and freshwater installations, electrical wiring, conduit materials and installation of above splash pad equipment typically will be in MEP contractors scope of work. Coordinate with Pool Contractor.

5. QUESTION: Please confirm whether the splash pad is included as part of the Playground Equipment to be furnished and installed by a contractor retained directly by the City of Raleigh.

a. RESPONSE: The splash pad is not part of the playground equipment.

6. QUESTION: Please confirm whether an existing fire alarm system is currently in place. If yes, provide the name of the fire alarm manufacturer and monitoring/service provider.

a. RESPONSE: Any existing fire alarm systems are scheduled to be demolished. New fire alarm systems are noted in FA series sheets and specification 283100.

7. QUESTION: Are sitework CAD files available to bidding contractors?

a. RESPONSE: Yes, a CAD file is available to bidding contractors. Reach out to Katelyn Ottaway at kottaway@clarknexsen.com for access to this file. An “End User License Agreement” is attached to this addendum. Contractors agree to the terms of this agreement by opening the electronic files.

8. QUESTION: All I see for a coiling door is some details showing a coiling door at a serving counter. Door schedule shows a type D14 coiling shutter under door types but does not show a type D14 in the door schedule. Do you have anything more on this?

a. RESPONSE: The only new coiling door is part of alternate G2 at the Pioneers Serving area as shown on sheet AE421. Coiling Door type D14 refers to this door at the serving counter. There is an existing overhead coiling door on the north side of the O’Kelly/White Center Gymnasium that is to be demolished and infilled with brick and CMU to match adjacent wall construction.

9. QUESTION: Is the AV scope to be included in the bid?

a. RESPONSE: Refer to response in Addendum 01 for infrastructure scope to support AV package that is to be included in the bid. AV package provided in the bid set as “For Reference Only” has been contracted to Strategic Connections under a separate contract with the owner. This work will run concurrently with construction and coordination with Strategic Connections will be required.

mailto:kottaway@clarknexsen.com

12. QUESTION: Confirm whether wet sprinkler (fire suppression) systems are included in the base bid scope, or whether the project is fire alarm only.

a. RESPONSE: Wet sprinkler systems are not included in the base bid scope.

15. QUESTION: Please provide parapet/coping detail for Pioneer building.

a. RESPONSE: New Kynar-coated steel coping installation on Pioneers is to match existing. Refer to photos below for existing conditions.

10. QUESTION: Can you please verify that the COR HVAC control specification is current and correct for the project?

a. RESPONSE: Yes, the current specification is correct for the project.

11. QUESTION: Alternate L1 — Basketball Court Bid Form Discrepancy - The Bid Form (Section 00410) lists L1 – Outdoor Basketball Court as a single line item, but the drawings show two distinct, non-additive approaches:

a. Alternate L1-A: full demo/replace with new concrete court + subgrade prep

b. Alternate L1-B: segmental retaining wall, subgrade repair, self-leveling topping slab, and re-striping (repair/overlay approach)

c. RESPONSE: Provide costs for both A and B options as listed on the bid form provided with Addendum 01. The owner reserves the right to award the alternates in the order it deems in its best interest, but they may not be able to award any of the alternates.

13. QUESTION: Plans provide existing roof assemblies, but do not indicate thicknesses of insulation. Please provide thickness of insulations.

a. RESPONSE: The thickness of existing insulation is not known.

14. QUESTION: Please provide roof cores or some other confirmation of roof assemblies for O’Kelly and Pioneer buildings.

a. RESPONSE: Roof cores were not taken during the project development. The request for roof cores will be relayed to the owner.

17. QUESTION: Tag 1 in C1/AE201 indicates gutter and downspout removal, however, makes no mention of a 'burgendy-colored' vertical component behind the gutter that appears have been 'retrofitted'. Please confirm the 'burgency-colored' vertical component has been observed to 'remain as is' or please clarify a targeted scope of work with regard to this component.

18. QUESTION: The play equipment indicated to 'demo', is this potentially to be removed by the Owner (for reuse) or will the contractor take ownership of proper disposal upon removal?

16. QUESTION: The new 'Fluid Applied Flooring 1' scheduled for installation in the existing gymnasium; please confirm the envelop consultant Raymond Engineering supports this floor finish selection. The concern being the compatibility of a 'fluid applied floor' (that is presumably 'impermeable' to moisture vapor) and an existing slab (that very well may have a higher moisture content than the fluid applied flooring may allow).

a. RESPONSE: As the existing slab is well past curing, and unlikely to be sealed below, Raymond is not currently concerned that the fluid applied surface will trap moisture or be otherwise harmed by moisture from the slab.

a. RESPONSE: The burgundy metal item is a covering for the fascia of the barrel roof edge. This is to be removed and replaced as shown in details B1 and B4 on AE531.

a. RESPONSE: Parks will remove any equipment that they want to remove/relocate prior to construction, so whatever is left should be disposed of by the contractor.

METHOD COMMUNITY PARK IMPROVEMENTS

Agriculture Building (renamed Pioneers Building) from the State Archives of North Carolina

Agriculture Building (renamed Pioneers Building) date unknown, from the City of Raleigh Museum

Bus Loop and Gynamsium (renamed O’Kelly/White Community Center) ca 1962

Executive Summary (Public/Plain Language)

The Method Community Park Improvements project will breathe new life into one of Raleigh’s most historically significant community parks.

Highlights include:

The careful interior renovation and exterior restoration of two historic landmarks: the Berry O’Kelly/Harveleigh White Community Center and the Pioneers Building; a new, modest Amenity Building including outdoor restrooms and pump house in support of the new splash pad; a new central plaza with splash pad and playground connecting existing athletic courts and fields, picnic shelter, and gathering spaces; public art by local artists celebrating Method’s cultural heritage; and enhanced accessibility and safety including new pathways, parking, lighting, EV charging, and storm water drainage.

The design team worked closely with City of Raleigh staff and the local community to ensure these updates honor the site’s historic character while meeting today’s needs—making Method Community Park a welcoming, inclusive space for generations to come.

Formal COA Narrative Project Overview

Method Community Park sits within the Berry O’Kelly Historic District, nationally recognized for its legacy as one of North Carolina’s earliest freedmen’s communities. The site’s historic core includes: the Berry O’Kelly/Harveleigh White Community Center (~11,000+ SF) and the Pioneers Building (~3,700+ SF) and the Saint James African Methodist Episcopal Church, which is not part of the park.

This project balances preservation, modernization, and new amenities to maintain the park’s role as a cultural and community hub.

Preservation & Design Philosophy

•Guided by the Secretary of the Interior’s Standards for Rehabilitation¹.
•Historic materials retained and repaired; deteriorated features replaced in-kind.
•New elements clearly contemporary, scaled and located to remain subordinate.
•Sustainable choices (e.g., light grey roofing) integrated respectfully.
•Community engagement informed every stage of design.

¹ Secretary’s Standards – NPS

Detailed Scope of Work - Major Works

Pioneers Building:

•Replacement in-kind fencing at basement access
•Protection & extension of existing stoop for new accessible entrance.
•Alternate G-1 (South entrance): shorter storefront replacement; new sill with
brick/block infill.

Amenity Building (New Construction):

•New approximately 430 SF building is needed to support the new splash pad amenity.
•The small structure forms one border for a new central plaza that connects
the historic structures.
•It houses the splash pad pump room and accessible outdoor restrooms.
•The design seeks to be contexturally compatable without imitating the two landmark builings per RHDC
Guidelines Section 4.3. As those buildings are of their time, the amenity building is a similar example of
its time. The contemporary design is subordinate in scale and massing to the existing buildings, utilizing a
demure material palette to become a quiet back drop to the park and both new and existing features.

Site Features (For Reference Only):

• New plaza with splash pad, new and relocated playground, existing athletic courts and fields and existing picnic shelter.

Site-Wide Improvements & Materials (For Reference Only):

•ADA pathways, ramps, and crossings.
•EV charging, updated lighting, drainage upgrades.
•Art and landscape elements integrated thoughtfully.

Footnotes / References

1.Secretary of the Interior’s Standards – NPS
2.Berry O’Kelly Historic District Nomination – NRHP
3.RHDC COA Guidelines – RHDC

Conclusion We respectfully request staff and RHDC approval for:

• New construction and additions as described above (Major Works)

Our approach to the improvements at Method Community Park preserves the historic character and future viability of the landmark buildings; enhances overall site accessibility; promotes sustainability of the entire site; and keeps Method Community Park a beloved cultural heart of the historic and modern Method Community through the new amenities and improvements.

Prepared for submission by the project design team in partnership with the City of Raleigh and Method community stakeholders.

Dare Coulter | Artist, Muralist, Scultor

You can’t spell heart without art, and Dare Coulter has worked to create a career that focuses around heart-felt presentations of the human experience, life, joy, and resilience. Dare is an award-winning professional sculptor, artist, muralist, and illustrator. Her most recent notable work includes a 200ft mural (with Kotis Street Art) in Greensboro honoring oft-unmentioned black cowboys and a commission of a painting of Nina Simone from the National Trust for Historic Preservation that was used to raise funds to restore Nina Simone’s childhood home. She has illustrated nine children’s books, including Kwame Alexander’s “An American Story” and You Are My Sunshine. While Dare is pursuing her dream of creating monumental sculptures to black joy all over the world, she is having a great time visiting schools and painting murals, and sharing her passion for art with the world.

She was born in Augusta, GA and raised in Lorton, VA. For the second half of her life she has lived in and around Raleigh, NC where the bulk of her public artwork has been created. She graduated from North Carolina State University with a Bachelor’s in Art + Design, but considers herself a graduate of Meredith College’s art program, as well.

SAMPLE SECTION DETAIL AT PIECE 2

Method Community Park - Project Description

Dare is designing several metal sculptures and sidewalk embeds that feature photos from the Method community that were originally collected as part of Kulsum Tasnif’s “Backpacking Method” project. Utilizing archival images from historic yearbook photos, the proposed art strives to celebrate the community’s rich history, be uplifting, and add whimsy to the site.

Larger-than-life sculptures will be fabricated as 2D/3D metal cutouts. These historic images will be accented by “flair”—colorful lines and uplifting speech bubbles—in bright powder-coated colors that stand off of the artwork. The pieces of sidewalk ephemera are to add physical reminders on every plane of the presence of the history of this site. The artwork is a triumphant shout that Method is Still standing and its story is still being written.
