About this file

This Bid Addendum 01 document issued by the City of Raleigh pertains to the Method Community Park Improvements project (Bid 274-FY2027-CM-P03), modifying the original bid documents for comprehensive restoration and renovation work at the Pioneers Building and associated sitework. The project encompasses exterior building-envelope restoration, interior renovations, updates to electrical, mechanical, IT, audiovisual, fire alarm, security, and plumbing systems, a new accessible front entry, new playground and splash pad construction, parking-lot rework with lighting, irrigation, and stormwater treatment. A mandatory pre-bid meeting was held on August 12, 2026, at 11:00 a.m. at the Pioneers Building, with a second pre-bid meeting scheduled for August 18, 2026, at 10:00 a.m.; attendance at either meeting satisfies the mandatory requirement. Sealed bids are due September 2, 2026, at 3:00 p.m. at the Pioneers Building Multipurpose Room, with public opening and reading of all qualified bids. Bidders must acknowledge receipt of this addendum on the Bid Form. The contract duration is 455 calendar days to substantial completion, with final completion required 94 calendar days thereafter. The architect is Clark Nexsen NC, with Project Architect Katelyn Ottaway serving as the primary contact for all questions and requests for substitution, which must be submitted by August 13, 2026, and questions must be received by August 19, 2026, at 4:00 p.m.

This addendum clarifies significant project requirements including ASTM F2487 testing responsibility, mechanical equipment access constraints, and extensive modifications regarding maintenance of ADA-compliant pedestrian and parking access to the adjacent St. James African Methodist Episcopal Church throughout construction, with specific provisions for temporary access facilities, minimum accessible parking spaces, and a Temporary Church Access Exhibit (SK-A). The addendum addresses bidding questions regarding SCMA landscaping scope inclusion in the base bid with separate lump-sum breakout for accounting purposes, temporary ramp provisions associated with church access, storefront replacement as part of Alternate G1, items provided by artists under separate contract, AV equipment scope clarification, and revision of the basketball court alternate to include both Option A and Option B. Bids must remain valid for 120 days, and all qualified bidders must provide bid security in the form of a Bid Bond or Certified Check. Subcontractors performing historic work are required to have 10 years of documented experience in historic preservation projects, with qualifications to be verified during construction. Multiple cash allowances are included in the bid for soil replacement, rock excavation, temporary ramp rental, historic brick replacement, CMU wall repair, wood rot repair, drainage system work, and permitting fees, with allowances totaling $190,525.00, plus a 10% Owner's Contingency. The project is located within the Berry O'Kelly Historic District and has received Certificates of Appropriateness from the Raleigh Historic Development Commission.

REQUEST FOR SUBSTITUTION

No Requests for Substitutions for this Addendum.

QUESTIONS AND ANSWERS

1. QUESTION: What is the project budget?

a. RESPONSE: The overall project budget will not be shared.

2. QUESTION: The bid form has a unit rate listed for the SCMA Total. I am not certain how this is a unit rate. Is it supposed to be an alternate? Are we including it in our base bid and listing that total out separately? Is all of the landscaping for SCMA included in the break out? I guess it just seems unusual to break out a scope of work that isn't an alternate.

a. RESPONSE: Include SCM A in the Base Bid. Provide a separate lump sum breakout of the total SCM A cost on the Bid Form for Owner accounting purposes. This is not an alternate. The breakout shall include all SCM A work shown on Sheets C9.00, C9.01, and C9.02.

3. QUESTION: What is the temp ramp being called for on the bid form? There is an allowance for it, and then we give a daily rate. A daily rate on equipment rental doesn't equate to 180 day rental, i.e. if you only need it for a week, the unit rate would be higher than that of a 180 day rental. I also don't see where this goes on the plans.

a. RESPONSE: The temporary ramp item is associated with maintaining ADA-compliant access to the adjacent church during construction. A Temporary Church Access Exhibit is included in this addendum for clarification. Provide daily unit price for providing a temporary ramp beyond the allowance quantity.

4. QUESTION: AE203 note W5 calls for an alternate at Pioneers Hall to replace the storefront in lieu of restoration. Is this a separate alternate not listed on the bid form or is it part of one of the other 2 Pioneers alts?

a. RESPONSE: This is part of alternate G1.

5. QUESTION: To confirm, items shown on plan as "by Artists" are not in our scope?

a. RESPONSE: This is correct. Items noted as “by artists” are provided by the artists under a separate contract with the City of Raleigh. There are elements that support the artwork that are in the general contractor’s scope of work, including, but not limited to, foundations, History Gallery infrastructure, installation of medallions and sequencing coordination of art installation with ongoing construction activities.

6. QUESTION: What portion or portions of the AV scope are by contractor? I see some of the AV plans labeled as for reference only.

a. RESPONSE: The GC is responsible for the supporting AV infrastructure shown, including power, conduit and raceways, back boxes, junction/pull/floor boxes, structural backing and mounting supports, and related rough/finish work. Any AV equipment shown is included for coordination purposes only. Except for the projection screens, the GC is not responsible for furnishing or installing the AV equipment.

7. QUESTION: The existing basketball court alternate has 2 alternates listed per spec, an "A" and a "B". The bid form only allows for one alternate.

a. RESPONSE: The bid form has been revised to include A and B.
