About this file
This is an addendum to an Invitation for Bid issued by the Town of Burlington, Massachusetts Department of Accounting for tree services contract 27-491-49. The addendum extends the bid opening deadline by two days to Friday, August 28th, 2026, at 9:00 AM. The contract encompasses town-wide tree services and requires contractors to submit hourly rate quotes that cover an entire crew and equipment package, with typical crew sizes ranging from 3-5 employees. All costs associated with performing the work, including mobilization, travel, disposal, and dump fees, must be incorporated into the hourly rate quotation. The addendum clarifies that emergency and storm-response services are contemplated under the contract, with a 4-hour minimum call-out period, a reasonable response time generally within 2 hours, and "stand by" coverage included in the minimum.
Prevailing wage rates are required for this Chapter 30B contract, with rates provided as an attachment to the addendum. While arborist licensing is not mandated, all crew members must be licensed to operate any equipment they will use on the job. Tree work within or near electrical wires will be handled through coordination with the power company. Contractors are responsible for scheduling and paying for police details and traffic control when required, as not all work will necessitate such services. The document does not specify contract term, renewal options, or funding sources.

Invitation for Bid 27-491-49
Tree Services Addendum # 1 August 17, 2026
Bid Opening:
Due to the nature of this addendum, the bid opening will be extended by two days. The bid opening is now: Friday, August 28th, 2026, at 9:00 AM.
Contract Number:
There was an error in the footer of the bid docs with the contract number. The contract number for this project is 27-491-49.
Prevailing Wage Rates:
Though this contract is bid as chapter 30B, prevailing wage rates will be required. Rates for this contract are attached.
General Questions:
1. What minimum crew and equipment must be included in the hourly rate?
a. Generally, a crew size of 3-5 would handle almost any job for this contract, with a large majority of the work being done with just the 3 employees.
2. Is the hourly rate for the entire crew/equipment package or for each employee/equipment unit?
a. The hourly rate should cover entire crew and equipment.
3. Are mobilization, travel, disposal and dump fees included?
a. All fees incurred while doing the job should be reflected in the hourly quote.
4. Are emergency or storm-response services contemplated? If so, what response time, minimum call-out and after-hours rate apply?
a. If an emergency response is warranted, a 4-hour minimum would be followed and that would cover “stand by” and work completed. Response time should be within reason giving the situation, but generally a 2-hour window would be sufficient.

5. Are any arborist, hoisting, CDL, EHAP or first-aid certifications required?
a. While no arborist license is required, all crew members should be licensed to run any equipment they plan on running at the job. Any tree work within wire we would reach out to the power company to complete, but there may be work around or near wires.
6. Who schedules police details and traffic control?
a. If police details are required the contractor is responsible for paying and scheduling them as not all work will require one.
