About this file

This is a Questions and Answers document issued by the Detroit Public Schools Community District (DPSCD) Procurement Department regarding RFP 27-0015 for General Contractor Services for Cass Tech High School Athletic Field Renovations. The project encompasses all divisions including athletic field improvements, exterior lighting, bleachers, ramps, stairs, signage, and concrete benches, with a single bid due date of August 21, 2026 for the complete scope of work. The General Contractor is responsible for providing a comprehensive proposal covering all project aspects and must coordinate materials testing site visits with the Owner's vendor, provide construction layout and staking, and submit a detailed site logistics plan for approval. A pre-bid meeting was held with attendance from 24 representatives across multiple construction and specialty contractors including Braun Construction, MRM Construction, Shaw Sports Turf, and others.

The cost proposal must be submitted using the provided Attachment F - Bid Proposal Form with lump sum fees supported by backup documentation in a separate Excel workbook. All facilities are classified as Type 2B construction, and Builders Risk insurance must be provided as an add alternate rather than included in the base bid price. Key specifications note that Musco Sports Lighting is the basis of design for exterior athletic lighting, though alternative manufacturers may be approved if product data and photometrics are submitted to the engineer prior to bidding. The District will retain ownership of trashcan units along visitor bleachers, which are to be salvaged rather than demolished, while planters and jersey barriers along Ledyard Street are to be demolished. Materials testing will be conducted by the Owner, and close-out requirements, including warranty documentation, shall follow the specifications unless otherwise noted by the District.
