About this file

This Statement of Work covers the procurement, delivery, and installation of commercial refrigeration and cooking equipment for the USA Embassy's Chief of Mission Residence (CMR) in Panama. The deliverables include four specific refrigerator and freezer models manufactured by TRUE (GDM-49-HCTSL01, GDM-72-HCTSL01, GDM-49F-HCTSL01, and GDM-72F-HCTSL01) and one Vulcan VCRB36 Restaurant Series Gas Charbroiler. The refrigerators must maintain temperatures between 33°F and 38°F with double or triple pane thermal insulated glass swing doors and adjustable shelving, while freezers must maintain -10°F with triple pane glass doors. Both require NSF-approved aluminum liners, stainless steel floors, LED safety-shielded lighting, and appropriate electrical specifications (15 amp for refrigerators, 20 amp for freezers). The gas grill features six cast iron burners with 14,500 BTU/hr capacity each, stainless steel construction, standing pilot ignition, and full-width grease management.

The contractor must deliver all equipment door-to-door to La Cresta, Calidonia, Panama, with complete installation and ready-to-use condition. Minimum one-year warranties are required, and all documentation including material specifications and safety certifications must accompany delivery. If the offeror is not based in Panama, a proof of joint venture or liability delegation letter to an in-country representative is mandatory. Equipment must comply with Department of State security standards (12 FAM, 12 FAH-5, 12 FAH-6), Safety, Health, and Environmental Management (SHEM) guidelines, OSHA standards, and U.S. Army Corps of Engineers safety requirements. The SOW permits equivalent specifications from alternative manufacturers. Equipment must integrate seamlessly with existing kitchen infrastructure without operational interference, and consultation with the Bureau of Diplomatic Security or OBO/OPS/SHEM may be required to ensure full compliance.
