About this file

This addendum document pertains to the Terminal Hold Room Expansion project at Lakeland Linder International Airport under ITB #2026-ITB-085 issued by the City of Lakeland, Florida. The project scope encompasses full design and construction of a modular hold room expansion of approximately 5,370 square feet, which includes a 3,958 square foot departure lounge, separate men's and women's restrooms, a family restroom, SARA room, janitor closet, storage area, electrical closet, corridors, children's play area, pet relief area, airline agent check-in podiums, and designated boarding lanes. The facility will connect to the existing terminal post-screening area via a corridor with airside ramps for arriving and departing passengers. The project timeline spans 210 calendar days, consisting of a 60-day mobilization period followed by 150 days of construction. The mandatory pre-bid meeting is scheduled for August 5, 2026 at 10:00 a.m., with sealed bids due on August 24, 2026 at 10:00 a.m. Written questions must be submitted by August 17, 2026 at 5:00 p.m. The successful bidder must enter into a written contract within ten days of award.

Bidders must hold a valid Florida State Certified License as either a General Contractor or Building Contractor and are required to attend the mandatory pre-bid meeting; failure to satisfy either requirement results in disqualification. A local vendor preference applies to bidders located within Lakeland Electric's service territory with twelve consecutive months of business operation and proof of a valid local business tax receipt. Bidders submit a single firm price line item with no itemized breakdown, and a bid bond equal to five percent of the bid price is required. The successful bidder must furnish a Public Construction Bond equal to the full contract price within ten days of award per Florida Statute 255.05. Required insurance includes Commercial General Liability and Business Automobile Liability at $2,000,000 single limit per occurrence, Workers' Compensation at statutory limits with employer's liability of $100,000 per accident and $500,000 disease policy limits, and Excess Liability of $5,000,000. The construction site is subject to the 2023 Florida Building Code, Risk Category II classification, 150 MPH wind load design criteria, and FAA General Provisions and Federal Contract Provisions. The contractor must obtain all permits, conduct geotechnical testing, maintain airport security protocols including AOA badging, and verify existing utilities. The modular building design places final design, engineering, fabrication, and construction responsibility on the selected manufacturer.
