This bid package document pertains to pavement and roadway infrastructure rehabilitation services for the State of Florida. The project involves comprehensive roadway maintenance and improvement work across designated areas within the state's jurisdiction. The bid package outlines specific requirements for contractors to submit proposals addressing infrastructure rehabilitation needs, including surface restoration, structural repairs, and related roadway improvements. The package establishes formal procedures for bid submission, with clearly defined response timelines and due dates for interested contractors. Site visits and pre-bid meetings are conducted to allow prospective bidders to assess project conditions and obtain clarification on project specifications. The contract term and any available renewal options are detailed within the package to inform contractors of the expected duration and potential extension opportunities for the awarded vendor.
The pricing structure and financial terms are established to ensure competitive bidding and cost-effective project delivery. The bid package may include set-asides for specific contractor categories or small business participation requirements as applicable under Florida procurement regulations. Information regarding the incumbent contractor, if applicable, may be referenced to provide context on current service delivery. Funding sources and budget allocations are identified to demonstrate project financial viability and authorization. The package specifies payment terms, pricing conditions, and any cost adjustment mechanisms that may apply during the contract performance period, ensuring transparency in financial obligations for both the state and awarded contractors.

ARTICLE 11 – SUBSTITUTE AND “OR-EQUAL” ITEMS
11.01 The Contract for the Work, as awarded, will be on the basis of materials and equipment specified or described in the Bidding Documents without consideration during the bidding and Contract award process of possible substitute or “or-equal” items. In cases in which the Contract allows the Contractor to request that Owner authorize the use of a substitute or “or-equal” item of material or equipment, application for such acceptance may not be made to and will not be considered by Owner until after the Effective Date of the Contract.
