About this file

This is Addendum #2 to a bonded wearing course procurement issued by the Town of Wolcott, Connecticut, clarifying specifications and payment terms for asphalt overlay work on town roadways. The addendum addresses contractor questions posed through May 21, 2026, regarding material specifications, pay item scope, and pricing calculations. The Town will accept previously approved ultra-thin asphalt mix designs used on Connecticut Department of Transportation projects, though material testing via MTV is recommended but not mandatory. Work items referenced in Section 6.3—including crack filling, leveling courses, utility structure adjustments, milled keyways, pre-sweeping, and structure covering—are designated as incidental to the per-ton pricing and will not generate separate pay items.

Payment will be calculated based on square yardage but rendered per ton according to weight slips from asphalt plants, ensuring accurate compensation based on actual material delivered. The base price for liquid asphalt adjustment is established at $592.50 per standard ton as of May 2026, with the final Connecticut DOT asphalt price to be determined at bid opening. This adjustment mechanism protects both the Town and contractor from asphalt price fluctuations between the bid date and project execution.
