This is a technical specifications document for the Monkey Run Interceptor Rehabilitation project in Jackson, Michigan, involving the City of Jackson, MDOT, Jackson County, and Amtrak Railway. The project involves the rehabilitation of approximately 4,400 linear feet of 60-inch and 66-inch brick sanitary sewer extending from West Avenue near Wildwood Avenue northeast to Jackson Street, passing through residential neighborhoods, Woodward Avenue, the Jackson High School athletic complex, and areas adjacent to the Amtrak railroad. Rehabilitation work includes chemical grouting, cementitious grouting, masonry repointing, brick repair, and root and debris removal at specified locations identified in contract drawings. The contractor must obtain right-of-way permits from Jackson County, the City of Jackson, Amtrak Railway, and MDOT prior to beginning work. Standard work hours are limited to daylight hours (7:00 a.m. to 7:00 p.m., Monday through Saturday) unless waivers are granted by the Authority Having Jurisdiction. The project requires comprehensive submittals including a Consolidated Submittal Schedule within ten calendar days of Notice to Proceed, pre-construction and post-construction video documentation, topographic surveys at Jackson High School, daily field reports, and a Consolidated Submittal Schedule Understanding and Clarification Meeting within thirty days of Notice to Proceed.
The specifications establish detailed requirements for work controls, quality assurance, traffic control, soil erosion and sedimentation control, sludge removal and disposal, site restoration, and various construction methods including cementitious and chemical grouting, masonry repointing, and soil backfilling. The contractor is responsible for all costs associated with permits, fees, inspections, and compliance with local, state, and federal regulations. Mobilization costs are capped at five percent of the total contract bid value, with payment not exceeding specified percentage schedules as work progresses. The contractor must maintain continuous on-site supervision, provide adequate safety precautions complying with OSHA and MIOSHA requirements, establish confined space entry procedures, and implement odor control measures to maintain hydrogen sulfide concentrations at or below 0.2 ppm at the fence line. All materials removed from the upper 15 feet of excavation must be considered contaminated non-hazardous waste and disposed of at licensed Type II landfills, with the contractor responsible for all sampling, testing, and disposal costs. The contract requires a one-year warranty period for turf establishment and maintenance following project completion.

SECTION 01 11 00
SUMMARY OF WORK
PART 1- GENERAL
1.01 MONKEY RUN INTERCEPTOR REHABILITATION PROGRAM OVERVIEW
A. The Monkey Run Interceptor Sewer in Jackson, Michigan extends from North West Avenue near Wildwood Avenue running northeast to the intersection of Ingham Street and West Trail Street and mainly transmits sanitary flows. Since the storm water flow for which the sewer was initially designed has been rerouted, the 60- and 66-inch sewer pipes have much greater flow capacity than is required for the sanitary sewer flow.
B. The interceptor was inspected by personnel from NTH Consultants, Ltd. (NTH) and
Doetsch Environmental Services (Doetsch) between June 15 and June 16, 2022, using remote video techniques. As part of the analysis prior to the video inspection, LimnoTech installed two flow meters in the sewer to monitor the flow levels over time on each end of the system. The results indicated that the flows varied very little during wet weather events, confirming that the flows within the Monkey Run Sewer are mainly sanitary.
C. Based on conditions observed during inspection of the sewer, a maintenance rehabilitation project was recommended to perform chemical grout leak sealing, tap repair, masonry repointing, brick repair, debris removal, and root removal for the selected reaches of the Monkey Run Interceptor.
1.02 SUMMARY OF WORK
A. A general summary of work is given below:
• Perform spot repairs for the following:
o Leak sealing of 44 infiltration locations: 2 gushing, 17 running, and 25 dripping infiltrations, o Repair of 17 defective tap connections, o Masonry repointing of 1,042 linear feet of longitudinal fractures, o Perform 3 square feet of brick repair, o Removal of debris/deposits from the sewer, and o Perform 556 linear feet of root removal and treat pipe with herbicide treatment.
o Locations of the repairs are referenced in the Contract Drawings.
• Obtain necessary ROW permits and perform traffic control measures during construction as identified in the Contract Documents.
• Restore site per the requirements of the Contract and to the satisfaction of the
Authorities Having Jurisdiction.
