City of Jackson Lead Service Line Replacement Project

This specification document pertains to the City of Jackson's Drinking Water State Revolving Fund (DWSRF) Phase 3 Lead Service Line Replacement project in Jackson County, Michigan. The project involves the replacement of approximately 450 lead water service lines from the water main to individual water meters, along with associated pavement, sidewalk, and turf restoration within a defined project area bounded by West Avenue to the west, Michigan Avenue to the north, Martin Luther King Jr. Drive to the east, and Prospect Road and Audubon Boulevard to the south. The work encompasses water service verification to confirm if "unknown" water services are copper or materials requiring replacement, water service replacements using copper pipe from curb box to house, long-side and short-side water service installations, curb stop and box installations, road patching for major and local roads, and water service reconnection work. A non-mandatory virtual pre-bid meeting is scheduled for 10:00 a.m. on March 17, 2026, with contractors directed to contact Jeff Crow at jcrow@cityofjackson.org for the meeting link. The contract includes provisions for unit price payments based on actual quantities installed, with payment structured in phases including mobilization, traffic control, and soil erosion and sedimentation control measures.

The project utilizes a single unit price contract structure with payment determined by actual quantities of work completed at bid unit prices. Mobilization is capped at 5 percent of the original contract amount with 50 percent payment after 5 percent of the contract amount is earned and final 50 percent after 25 percent is earned. All work identified on the drawings but not included as a bid item is considered incidental to construction and not paid separately, except work resulting from unforeseen conditions. The project is funded through the DWSRF program and requires compliance with prevailing wage rates, with notification of any modifications posted ten days prior to bid opening. Contractor responsibilities include obtaining all permits, coordinating with property owners, managing traffic control, implementing erosion and sedimentation controls, and conducting water main pressure testing and bacteriological testing before system acceptance. The specifications mandate that residential water service replacements maintain electrical bonding to the water service in accordance with the Michigan Electrical Code, and no building shall be without water for more than four hours during service replacement work.

WORK CHANGE DIRECTIVE INSTRUCTIONS

A. GENERAL INFORMATION:

This document was developed for use in situations involving changes in the Work which, if not processed expeditiously, might delay the Project. These changes are often initiated in the field and may affect the Contract Price or the Contract Times. This is not a Change Order, but only a directive to proceed with Work that may be included in a subsequent Change Order.

For supplemental instructions and minor changes not involving a change in the Contract Price or the Contract Times, a Field Order may be used.

B. COMPLETING THE WORK CHANGE DIRECTIVE FORM:

Engineer initiates the form, including a description of the items involved and attachments.

Once Engineer has completed and signed the form, all copies should be sent to Owner for authorization because Engineer alone does not have authority to authorize changes in Price or Times. Once authorized by Owner, a copy should be sent by Engineer to Contractor.

Once the Work covered by this directive is completed or final cost and times are determined, Contractor should submit documentation for inclusion in a Change Order. Price and Times may only be changed by Change Order signed by Owner and Contractor with Engineer's recommendation.

This is a directive to proceed with a change that may affect the Contract Price or the Contract Times. A Change Order, if any, should be considered promptly.

CHANGE ORDER INSTRUCTIONS

A. GENERAL INFORMATION:

This document was developed to provide a uniform format for handling contract changes that affect Contract Price or Contract Times. Changes that have been initiated by a Work Change Directive must be incorporated into a subsequent Change Order if they affect Contract Price or Contract Times.

Changes that affect Contract Price or Contract Times should be promptly covered by a Change Order. The practice of accumulating Change Order items to reduce the administrative burden may lead to unnecessary disputes.

If Milestones have been listed in the Agreement, any effect of a Change Order thereon should be addressed.

For supplemental instructions and minor changes not involving a change in the Contract Price or Contract Times, a Field Order may be used.

B. COMPLETING THE CHANGE ORDER FORM:

Engineer normally initiates the form, including a description of the changes involved and attachments based upon documents and proposals submitted by Contractor, or requests from Owner, or both.

Once Engineer has completed and signed the form, all copies should be sent to Contractor for acceptance. After acceptance by Contractor, all copies should be sent to Owner for acceptance. Engineer should make distribution of executed copies after approval by Owner.

If a change only applies to Contract Price or to Contract Times, indicate "N/A" (Not Applicable) in the part of the tabulation that does not apply.

Net “Increase” or “Decrease” in Price and Days should be included as applicable term.

E. Samples: Physical examples of materials, equipment, or workmanship that are representative of some portion of the Work and which establish the standards by which such portion of the Work will be judged.

F. Action Submittals: Submittals that require Engineer’s response.

G. Informational Submittals: Submittals that do not require Engineer’s response.

H. Delegated-Design: In certain individual Specification Sections, design services or certifications by a design professional that are specifically delegated to the Contractor. Performance and design criteria are defined in the individual Specification Sections or on the Drawings. Contractor is solely responsible for design of those items or systems, coordination of the design with the balance of the Project, and achieving specified performance.

I. Portable Document Format (PDF): An open standard file format licensed by Adobe Systems used for representing documents in a device-independent and display resolution-independent fixed-layout document format. All PDF files shall be searchable.

Submittal Procedures

Section 01 33 00

3. Submittal Numbers:

a. Use the applicable Specification Section number followed by a decimal point and then a sequential number (e.g., 06 10 00.1).

b. Resubmittals shall include a letter suffix after another decimal point (e.g., 06 10 00.1.A).

c. Submittals that are not numbered correctly may be rejected.

B. Delivery Method:

1. Web-Based Collaboration and Document Sharing System:

a. A web-based collaboration and document sharing system may be utilized at Contractor’s, Owner’s, or Engineer’s option.

b. Use of such a system will be discussed during the preconstruction meeting.

c. All parties must agree on use of a web-based collaboration and document sharing system.

d. Training and licensing will be provided for all parties by the party suggesting use of a web-based collaboration and document sharing system.

C. Coordination and Timing: Coordinate preparation and processing of Submittals with performance of construction activities. Contractor is responsible for cost of delays caused by lack of coordination or tardiness of Submittals. Incomplete Submittals will be rejected.

1. Coordinate each Submittal with fabrication, purchasing, testing, delivery, other Submittals, and related activities that require sequential activity.

2. Coordinate transmittal of different types of Submittals for related parts of the Work so processing will not be delayed because of need to review Submittals concurrently for coordination.

a. Engineer reserves the right to withhold action on a Submittal requiring coordination with other

Submittals until related Submittals are received.

D. Processing Time: Allow 15 full working days for Engineer to review each Submittal, including Resubmittals.

Time for review shall commence on Engineer’s receipt of Submittal. No extension of the Contract Time will be authorized because of failure to transmit Submittals enough in advance of the Work to permit processing, including Resubmittals. Engineer will advise Contractor when a Submittal being processed must be delayed for coordination.

E. Identification: Place a permanent label on each Submittal or generate a separate cover sheet.

1. Indicate name of firm or entity that prepared Submittal.
