About this file
This is a construction specifications document submitted by Civil Tech Engineering, Inc. to the West Virginia Department of Natural Resources (WVDNR) for pond modifications at Reed's Creek Hatchery in Franklin, Pendleton County, West Virginia. The project involves modifications to a contact box (discharge structure), installation of an automatic water sampler with electric power, a wet well for measuring lake level, and removal and disposal of sludge from the waste treatment pond. Major work items include mobilization and demobilization, temporary erosion and sediment control, dewatering and water control, site work including clearing, grubbing, excavation, and demolition, contact box modifications with reinforced concrete, installation of an automatic sampler with 115V power supply and concrete support pad, sludge removal by vacuum truck and land application disposal in accordance with a West Virginia Department of Agriculture Nutrient Management Plan dated September 26, 2024, and regrading and revegetation of disturbed areas. The contractor must mobilize within 10 days of notice to proceed and remove all equipment within 15 days of project completion. A pre-bid meeting will be held to address access restrictions and coordinate haul routes.
Compensation is structured through nine pay items comprising lump sum and unit price arrangements. Lump sum pay items include surveying (not to exceed 5% of contract value), quality control testing (not to exceed 5% of contract value), mobilization and demobilization (not to exceed 10% of contract value), site work, contact box modifications, automatic sampler and electric power, erosion and sediment control, and seeding and fertilizing. Sludge removal and disposal is a unit price item payable per gallon based on inline flow meter measurements on the vacuum truck, with pricing based on estimated sludge volume per a schedule of values and not to exceed the bid amount without owner approval. The contractor is responsible for all quality control testing through an independent approved laboratory and must submit a Quality Assurance and Control plan for engineer approval. The specifications require reinforced concrete with 4000 psi 28-day compressive strength, epoxy-coated Grade 60 rebar, and compliance with ACI and ASTM standards. Contractor retainage will be withheld until as-built plans in AutoCAD format are provided; failure to submit as-built plans will result in non-payment of retainage.

2.03.1 Scope: The Contractor shall furnish all labor, equipment, and materials to perform the required excavation and fill/backfill at the site necessary to construct the project complete as shown on the Plans and as approved by the Engineer. Site work will as a minimum include:
• Minor clearing and grubbing in the riprap discharge channel area.
• Stripping the work area/waste site, and stockpiling topsoil for later revegetation,
• Construct a temporary access road with crushed stone base and geotextile to access the dewatering and sludge removal locations.
• Dewatering the existing pond to the top of the sludge using the existing pond drain valve and/or by pumping and discharge through a silt bag before release to the stream.
• Mechanical agitation of the dewatered sludge to facilitate removal by pumping.
• Excavation, fill, and backfill necessary to remove existing piping, modify the contact box, install riprap, install the new drainpipe and wingwall at the discharge location on the creek bank, and trenching for underground electric. Material excavated which is not required for backfill will be thinly spread onsite and revegetated as approved by the Engineer.
• Demolition (sawcut) to remove existing piping and create openings in the existing reinforced concrete contact box,
• Remove existing pipe including the two inlet/outlet pipes in the existing contact box and the CMP overflow pipe and dispose offsite at an approved landfill.
• Fence removal and replacement to allow installation of new discharge piping, wingwall, and riprap channel.
Excavations shall be made to the lines and grades as shown on the Design Drawings or as specified by the Engineer and shall be maintained free-draining at all times. Material excavated may be used as fill provided it meets, or can be conditioned to meet, the
Specifications presented herein for fill. Materials which cannot be placed at once in permanent position may be temporarily stockpiled for later incorporation into the Work.
Material stockpiles should be located as approved by the Engineer and will be constructed at stable slopes. Erosion control measures should be implemented to prevent soil loss from the stockpiles to the stream or nearby drainage features. All work shall be performed with reasonable neatness, and excavated materials shall not be carelessly strewn over the premises. The Engineer may adjust the depths and limits of stripping to ensure the removal of all organic material. The stripped material shall be stockpiled and used for re-vegetation of the construction area as directed by the Engineer.
2.03.2 Demolition: The existing contact box will be partially demolished (modified by sawcut) to remove existing piping as shown on the Plans and approved by the Engineer to create a weir opening in the inlet side of the box and a new discharge channel with headwall in the outlet side. Piping components and debris from demolition shall be removed and disposed offsite at an approved landfill. Demolition can only be performed after the pond is dewatered in accordance with these Specifications and as approved by the Engineer.
2.03.3 Excavation: All excavation is considered unclassified. Unclassified excavation shall consist of the satisfactory removal (including loading and hauling) of all topsoil, soil, crushed stone, structures, debris, soft rock, and hard rock. Blasting will not be allowed.
Excavation shall be performed in conformance with minimum OSHA requirements for safety.
Soils expected to be encountered in the excavations should be cohesive in nature and will pump (become unstable) if subjected to equipment traffic. Therefore, rubber-tired equipment will not be allowed to operate within excavations. Also, construction traffic on the planned subgrade must be minimized and only low ground pressure tracked equipment will be used to perform the excavation. The Contractor will be fully responsible for preparation of and protection of the subgrade in a condition suitable for support of the proposed work and as approved by the Engineer. Should the subgrade become unstable, remedial measures may include removal of unsuitable material and replacement with compacted fill as approved by the Engineer.
