About this file
This Bid Addendum 1 document modifies the original contract documents for the Town of Caroline's Electrical Contract for the Old Town Hall Restoration Project located at 2670 Slaterville Road, Slaterville Springs, New York, prepared by Bero Architecture PLLC. The addendum, issued August 11, 2026, rebids the electrical contract originally advertised April 7, 2026, with the new bid date of July 24, 2026. The electrical scope includes adding exterior lighting at all exterior doors and providing exit, emergency, and general lighting to the stair tower addition and crawlspace. The contractor must coordinate electrical work with the General Construction Contract held by Daniel J. Lynch, Inc. Sealed bids are due August 14, 2026 (revised from August 20, 2026) at 1:00 p.m. at Caroline Town Hall. Site visits are strongly encouraged, and prospective bidders should contact Town Supervisor Mark Witmer at (607) 539-6400 ext. 4 or supervisor@townofcaroline.org to schedule appointments. Bid documents are available exclusively through www.nyplanroom.com via Dataflow. All official notifications and addenda will be distributed only through this designated web portal to registered plan holders.
The project is publicly bid with prevailing wage rates applicable and is subject to WICKS law subdivision requirements, necessitating separate General Construction and Electrical prime contracts. While no mandatory Minority and Women-Owned Business Enterprise (MWBE) participation goals are required for this grant-funded project, the successful bidder must make Good Faith Efforts in MWBE utilization and submit tracking documentation. Bidders must possess a minimum of five years of successful experience completing similar projects for State, National, or locally registered landmarks and must be properly licensed with ability to obtain required insurance and bonds. A 5% bid bond or certified check payable to the Owner must accompany each bid. The project is funded in part by a grant from the NYS Office of Parks, Recreation and Historic Preservation under Title 9 of the Environmental Protection Act of 1993. The property is listed in the National Register of Historic Places; all work must comply with The Secretary of the Interior's Standards for the Treatment of Historic Properties. Contractors awarded contracts equaling or exceeding $100,000 must submit a Vendor Responsibility Questionnaire to the State, and all contractors and subcontractors must provide proof of Workers' Compensation and Disability Benefits Insurance Coverage. The Owner may hold bids for up to forty-five days from the opening date for review and investigation of bidder qualifications.
