About this file
This is a Notice of Intent to Single/Sole Source document from Lake County School District's Procurement Services for an HVAC Building Management System (Bid #25-0901-SS-KF949). The procurement seeks to continue using Automated Logic Controls through Automated Controls of Newberry, LLC for software updates, controller upgrades, inspections, maintenance repairs, and licensing. The solicitation was posted on August 27, 2025, with responses due by September 5, 2025, at 2:00 PM, and involves the WebCTRL Building Automation System that currently supports 27 elementary schools, 9 middle schools, 10 high schools, 2 colleges, and 6 ancillary buildings.
The district has utilized this technology since 1995 and argues that transitioning to another vendor would require extensive district-wide hardware and software replacement, incur substantial costs, necessitate staff retraining, and potentially disrupt daily operations. The WebCTRL system is integrated into the district's intranet, allowing real-time monitoring and control of HVAC systems, with advanced scheduling features that automatically adjust temperatures based on occupancy and building usage. The sole source justification emphasizes the system's proven reliability, compatibility with existing infrastructure, energy efficiency, and critical role in maintaining classroom comfort and operational productivity.

The following description of commodities or contractual services intended for purchase from a single/sole source is posted in accordance with F.A.C. 6A-1.012(12)(d) and will remain posted for a period of at least seven (7) business days. Vendors have the opportunity and shall provide information regarding their ability to supply the commodity or contractual service described below:
Proposed Single/Sole Source Provider or Manufacturer:
Automated Controls of Newberry, LLC 134 SW 140th Terrace Newberry, FL 32669
Description of Product or Services to be provided:
Intended Sole Source Purchase: Automated Logic Controls, Inspections, Maintenance Repairs, Programming and Licensing
Lake County School District is seeking to execute a sole source to provide, install, and maintain current Automated Logic Controls throughout Lake County School District facilities, as necessary. Vendor must be capable of providing software updates and controller upgrades, as necessary.
The WebCTRL Building Automation System is a web-based platform used to monitor, control and manage HVAC systems across District Facilities. Incorporated into the District’s Intranet, the system connects to controllers at each location, allowing technicians to track performance, monitor specific conditions and adjust temperatures in real time and relies on installed controller as each site, making it a critical part of our existing infrastructure. It also provides advanced scheduling features, allowing temperatures to automatically be adjusted based on occupancy, after hours use, or special events.
The District first selected this technology in 1995. Since that time, it has grown to support 27 elementary schools, 9 middle schools, 10 high schools, 2 colleges, and 6 ancillary buildings. No other platform offers the same level of compatibility with our existing infrastructure, nor the proven scalability to support both our established and newly constructed campuses.
This functionality reduces unnecessary energy consumption and generates significant cost savings for the District.
Transitioning to another vendor’s platform would require district wide removal and replacement of hardware and software, incurring substantial costs, extensive retraining for staff, and disruption to daily operations. Furthermore, alternative products do not provide the same compatibility with our current infrastructure or the long-proven reliability and scalability that WebCTRL has provided for nearly three decades. Because it directly controls the temperature and indoor environment district wide, any disruption in service would immediately impact classroom comfort, student learning, staff productivity, and energy efficiency.
