About this file

This document is Attachment 9, a certification form required under Executive Order No. 16 for Group 23100 – School & Art Supplies contracts. The certification is mandated for all state agencies and authorities to ensure compliance with restrictions on contracting with businesses conducting operations in Russia. The Executive Order prohibits affected state entities from entering into new contracts or renewing existing contracts with entities that conduct business operations in Russia, and remains in effect while federal sanctions are active.

The certification applies to vendors seeking contracts for school and art supplies and requires them to declare whether they conduct business operations in Russia as defined by the Executive Order. Vendors must select from four options: no business operations in Russia, business operations that are being wound down with a detailed timeline, business operations limited to vital health and safety services or federal compliance requirements, or active business operations in Russia. The form requires signature under penalty of perjury and must be completed by an authorized representative knowledgeable about the vendor's business operations. Vendors conducting business in Russia may still be encouraged to respond to preserve future contracting opportunities should sanctions be lifted.
