The project involves installing temporary traffic control devices and painting pavement marking lines and symbols on Lincoln Avenue from south of Wascher Avenue to Killarney Street, and at the Bradley Avenue intersection in Urbana. The contractor must complete demonstration striping installation during the University of Illinois spring break (March 14–22, 2026), with lanes reopened to traffic by March 23, 2026. All demonstration items must remain in place for approximately three months, after which the contractor will have one week to restripe the roadway to original conditions. The project requires two separate mobilizations and has a final completion date of June 30, 2026. A pre-construction meeting must be scheduled following issuance of the Notice to Proceed, at which the contractor shall submit detailed information on subcontractors, material suppliers, construction staging, traffic control plans, and progress schedules.

The project is subject to prevailing wage rates for Champaign County as published by the Illinois Department of Labor, and the contractor must comply with the City of Urbana's noise ordinance restricting construction equipment operation within 600 feet of residences, hospitals, or places of worship during specified nighttime hours (8:00 p.m. to 7:00 a.m. Monday–Saturday; 8:00 p.m. Saturday to 12:00 p.m. Sunday; 8:00 p.m. Sunday to 7:00 a.m. Monday).
