This is a Formal Contract Proposal form (BLR 12200) issued by the City of Urbana Public Works Department for a state and local roadway improvement project in Champaign County, Illinois. The project involves removing existing pavement markings on Lincoln Avenue from 0.5 miles south of Wascher Avenue to 0.1 miles north of Killarney Street (0.8 miles total length) and restriping the roadway. The work includes an initial conversion to a three-lane section with bike lanes via water blasting and restriping, followed by removal of the three-lane striping after several months and conversion back to four lanes. Sealed proposals were due by 2:00 PM on March 5, 2026, at the City of Urbana Public Works Department, 706 Glover Ave., Urbana, IL 61802, with public opening and reading at the same location and time. The completion deadline is June 30, 2026. Bid documents are available through the City of Urbana's Procurement Portal at https://procurement.opengov.com/governments/217/projects/219394. The two apparent low bidders must file an "Affidavit of Availability" (Form BC 57) in triplicate within 24 hours after the letting. All bid quantities are approximate, and payment will be made only for actual quantities of work performed and accepted. All bidders must certify they are not delinquent in tax payments, barred from contracting due to bid-rigging or bid-rotating convictions, convicted of bribery, or currently under suspension. The Awarding Authority reserves the right to waive technicalities and reject any or all proposals.
