About this file

This Invitation to Bid (ITB) is issued by the State of Alaska Department of Corrections, Division of Administrative Services, to establish a multi-year contract for kitchen and bathroom supplies to support DOC facilities statewide on an as-needed basis. The solicitation encompasses 45 line items of supplies with estimated annual quantities provided for evaluation purposes only; actual purchases are not guaranteed and will be ordered throughout the contract period based on operational needs. Bids must be submitted by 2:00 PM Alaska Time on September 7, 2026, with public bid opening immediately following. The contract will commence approximately October 1, 2026, and continue through September 30, 2027, with options to renew for three additional one-year terms at the state's discretion, contingent upon legislative appropriation of funding. The successful contractor must coordinate delivery with 14 participating DOC facilities located across Alaska, including installations in Anchorage, Juneau, Palmer, Nome, Fairbanks, Seward, Eagle River, Kenai, Ketchikan, Bethel, and Wasilla. All deliveries must be completed within 30 to 45 calendar days after order receipt, and delivery is expected to all facilities statewide with costs included in the bid price.

This is a firm fixed-price contract with all pricing valid through September 30, 2027. Contractors may request price adjustments of up to 5 percent annually, provided they submit written requests 45 days prior to contract renewal and demonstrate that increases result from manufacturer-level cost changes rather than contractor-controlled expenses. The state offers a 5 percent prompt payment discount for invoices paid within 15 business days of commodity receipt or invoice receipt, whichever is later. Multiple Alaska-specific preferences apply to this procurement, including Alaska Bidder Preference (5 percent), Alaska Veteran Preference (5 percent, capped at $5,000), Alaska Military Skills Program Preference (2 percent, capped at $5,000), and other preferences for employment programs and Alaskans with disabilities. Bidders must hold a valid Alaska business license prior to the bid deadline to qualify for state preferences and must submit pricing for all 45 items to be considered responsive. The contractor must maintain Workers' Compensation Insurance, Commercial General Liability Insurance with minimum $300,000 coverage, and Commercial Automobile Liability Insurance with minimum $300,000 coverage. All work must be performed in the United States, and the contractor shall indemnify the state against claims arising from contractor error, omission, or negligence.

SECTION 1. INTRODUCTION & INSTRUCTIONS

SEC. 1.01 PURPOSE OF THE ITB

The Department of Corrections (DOC), Division of Institutions, is soliciting bids to establish a multi-year contract for the purchase and delivery of kitchen and bathroom supplies listed in the Bid Schedule (Section 6.01) for DOC facilities statewide on an as-needed basis.

SEC. 1.02 BUDGET

The Department of Corrections, Division of Institutions, has a limited budget for this project. This contract/agreement is dependent on legislative appropriation of funding and programmatic needs.

SEC. 1.03 DEADLINE FOR RECEIPT OF BIDS

Bids must be received no later than 2:00 PM Alaska Time on 9/7/2026, at which time they will be publicly opened.

Late bids or amendments will be considered non-responsive and will not be opened or accepted for evaluation.

SEC. 1.04 PRIOR EXPERIENCE

No specific minimums have been set for this ITB.

SEC. 1.05 REQUIRED REVIEW

Bidders shall carefully review this ITB for defects and questionable or objectionable material. Comments concerning defects and questionable or objectionable material in the ITB should be made in writing and received by the procurement officer at least ten days before the deadline for receipt of bids. This will allow time for an amendment to be issued if one is required. It will also help prevent the opening of a defective bid, upon which award cannot be made, and the resultant exposure of bidders' prices.

SEC. 1.06 QUESTIONS PRIOR TO DEADLINE FOR RECEIPT OF BIDS

All questions must be in writing and directed to the procurement officer. The interested party must confirm telephone conversations in writing. Two types of questions generally arise. One may be answered by directing the questioner to a specific section of the ITB. These questions may be answered over the telephone. Other questions may be more complex and may require a written amendment to the ITB. The procurement officer will make that decision.

{ITB-3/v1/10.16.24} Page 5 of 34

If the email containing the bid exceeds this size, the bid must be sent in multiple emails that are each less than 20 megabytes and each email must comply with the requirements described above.

Please note that email transmission is not instantaneous. Like sending a hard copy bid, if you are emailing your bid, the state recommends sending it enough ahead of time to ensure the email is delivered by the deadline for receipt of bids.

Amendments to or withdrawals of bids will only be allowed if acceptable requests are received prior to the deadline that is set for receipt of bids, in accordance with 2 AAC 12.140. No amendments or withdrawals will be accepted after the deadline unless the delay is due to an error of the contracting agency, in accordance with 2 AAC 12.160.
