About this file

This document is Addendum No. 1 for Request for Proposals (RFP) 2026C-02 issued by Florida State College at Jacksonville (FSCJ) for Tree & Vegetation Debris Removal Services. The addendum, dated 5/15/2025, includes three key attachments: Clarifications and Questions/Answers, a Sign-In Sheet from the Public Pre-Proposal Meeting held on 5/14/2025, and a GetAll Solicitation Holders List. The RFP seeks licensed tree and vegetation debris removal services for the college's grounds, with proposals due on 6/5/2025 at 2:00 p.m. The non-mandatory pre-proposal conference was conducted via webinar, with seven attendees representing various potential service providers. The solicitation covers both routine maintenance and emergency tree removal services, with no changes to the original proposal submission timeline.

The addendum provides critical clarifications about the procurement, including confirmation that subcontracting is permitted with prior approval and detailed explanations about tree removal service pricing. Specifically, the "as needed" tree removal services cover diseased, leaning, and downed trees/limbs resulting from either storm events or isolated incidents. The college will accept pricing from either the Total Base Bid Unit Cost Breakdown or the Equipment and Personnel Hourly Fee Schedule, selecting the option most advantageous to the institution. The solicitation encourages minority business participation and includes a comprehensive list of 21 potential bidders from various tree service, property management, and consulting companies, demonstrating broad market interest in the contract opportunity.

FSCJ RFP: 2026C-02 Tree & Vegetation Debris Removal Services Attachment A

ADDENDUM NO. 1

CLARIFICATIONS

1. The Question Deadline is 5/22/2025 @ 5:00 pm.

QUESTIONS AND ANSWERS

Question 1:

Is subcontracting allowed for portions of the contract?

Answer:

Please refer RFP solicitation document Sec. 15.02 Subcontracting.

“Where a contractor does not have the capability or the time to complete the work required under this proposal

‘in-house’, subcontracting will be permitted only with the prior knowledge and approval of the Florida State College at Jacksonville.” The subcontractor’s name, qualifications, and licensure must be included in the project proposal to ensure compliance with quality and timeliness standards.

Question 2:

Is it the intent that items 1 through 16 on the SOV bid form are to be used only in the event of a storm and not when a single tree falls? It has been our experience that T and M hourly rates are used to pick-up a single tree.

Answer:

Please refer RFP solicitation document Sec. 4.055 Tree Removal Services.

The “as needed” tree removal services cover diseased, leaning, and downed trees/limbs, regardless of whether they result from a storm or an isolated incident. Tree removal costs are determined using Diameter Breast Height (DBH) measurements, and certain removals may require an Arborist’s prior certification at the Contractor’s cost.

Upon proposal submission, the College would accept contracted pricing from Sec 5.901 Total Base Bid Unit Cost Breakdown or Sec 5.902 Equipment and Personnel Hourly Fee Schedule, whichever is in the best interest of the College.
