About this file
This is a bid form for Pierce County, Washington's Orangegate Park Phase 1 Site Improvements project, a 40-acre park development in the Summit-Waller community. The project encompasses construction of an ADA-accessible nature playground, parking facilities, bioswales and wetland areas, an off-leash dog park, park shelters, a restroom and maintenance building, soft-surface hiking trails, a safe pedestrian crossing of 84th Street East, and connections to the Pipeline Trail. The bid form requires contractors to submit a base bid for the basic site improvements along with separate pricing for six optional items: a substitutive alternate for a picnic shelter and five additive alternates including an off-leash area loop trail, clearing work, split rail fencing, and trail signage. Contractors must substantially complete all base bid and alternate work within 310 calendar days of receiving the notice to proceed, with an additional 30 calendar days permitted to achieve final completion and acceptance, for a total of 340 calendar days.
Bids will be evaluated based on the lowest base bid subtotal from a responsible, responsive bidder, with Pierce County retaining the right to award the base bid with all, some, or none of the alternates or additives. The bid must include a lump sum amount for apprenticeship utilization requirements, as projects with an engineer's estimate of $1,500,000 or more require fifteen percent of labor hours be performed by apprentices as of July 1, 2026. Bidders must also identify any trench excavation safety provisions costs as a separate line item if applicable. Liquidated damages are set at $3,529 per consecutive calendar day of default. All bidders must submit a bidder responsibility information form, bid bond form, and subcontractors list with their bids and certify compliance with prevailing wage statutes, apprenticeship requirements, and Title VI nondiscrimination provisions. Sales tax will be applied to taxable amounts based on the location of service and is not to be included in bid pricing.
